
The conference was co-chaired by Deputy Director of the Tax Department Vu Chi Hung and Dr. Marco Salm - Head of the Project on Strengthening Public Financial Management in Vietnam. The conference was attended by over 200 delegates from units under the Ministry of Finance , Tax Departments, and Provincial and Municipal Taxes.
Speaking at the opening of the workshop, Deputy Director Vu Chi Hung said that the Project "Strengthening Public Finance Management in Vietnam" co-funded by the European Union and the German Government has been jointly implemented by the Vietnam Tax Department and GIZ for many years in the context of strong digital transformation in the Tax sector and has made important contributions to implementing the digitalization strategy according to the policy of the Government and the Ministry of Finance towards "Digital Government" with the goal of best serving people and businesses.
According to the Deputy Director, on November 18, 2025, the first workshop was successfully held with many in-depth and valuable opinions from domestic and foreign experts focusing on determining the importance and overall orientation of many solutions for digital statistics and modernizing domestic tax statistics.
“Currently, statistics have gone beyond the role of simply collecting or synthesizing data to become a “rational language” that helps managers grasp trends, identify the dynamic nature of the economy and make evidence-based policy decisions. The application of real-time data, in-depth analysis and technologies such as AI are opening up new approaches to public financial management, requiring a comprehensive modernization of tax statistics methods,” said Deputy Director Vu Chi Hung.
With that awareness, the Tax Department has coordinated with GIZ to organize workshops to collect opinions from leading domestic and international experts and relevant agencies and units to serve the process of building a modern tax statistics regime; identify data needs in the Tax sector and the need to share internal information within the Ministry of Finance; at the same time, strengthen coordination between units to improve the quality and availability of statistical data, ensuring timely service for revenue forecasting and tax management.
“This is also a step following the success of the first workshop on November 18, 2025, where the first strategic directions on tax statistics modernization were laid the foundation. The second workshop aims to clearly identify the specific needs of each tax management unit, the units that directly manage and use tax statistics data, best understand the actual management requirements, data characteristics of each field, as well as the need to exploit information to serve revenue forecasting and tax management, ensuring user needs and ensuring statistical data is 'Correct - Sufficient - Clean - Alive'" - Deputy Director Vu Chi Hung emphasized.

At the workshop, Dr. Marco Salm - Head of the Project on Strengthening Public Financial Management in Vietnam shared that the quality of macroeconomic forecasts and budget revenue forecasts depends largely on the quality and accessibility of data. Accordingly, with the coordination of the workshop, the Tax Department needs to identify the need to connect and share data with departments, branches, sectors and relevant agencies of Vietnam to serve as a basis for developing coordination regulations to serve the construction and design of a tax statistics system that is open, integrated, informative and useful to
“The budget estimate - budget implementation deviation according to international practice should be maintained between 95% and 105%. Improving data quality, improving accessibility and ensuring timely data provision will contribute to creating a solid foundation for transparent, proactive and effective fiscal policy making,” Dr. Marco Salm shared information.

At the workshop, delegates participated in discussions and research on the application of modern information technology to the entire process, from the stage of collecting information and data from diverse sources to operating and effectively exploiting the statistical database system, in order to build and perfect the statistical regimes and forms in a modern, synchronous, standardized and automated direction, minimizing duplication and compatibility with current and future information technology systems, ensuring that all units apply a unified standard.
The discussion at the workshop also focused on the process, data system and information sharing mechanism between units under the Ministry of Finance and the Tax Department. In particular, opinions mentioned the current situation and requirements to improve the quality of tax data, from updating, reliability to the ability to retrieve and explain data as well as international experience on unified data systems that meet PEFA standards.
Another important content is the role of data in macroeconomic forecasting and budget revenue forecasting, especially in the context of the merger of the Ministry of Finance and the Ministry of Planning and Investment, helping to centralize previously scattered data sources. From there, delegates expect that through the workshop, it will help form a unified set of criteria on data needs and data sharing in the Tax sector, at the same time propose solutions to improve data infrastructure and coordination mechanisms and give practical recommendations to serve the process of modernizing the tax statistics regime among units under the Ministry of Finance and nationwide.
