Implementing the process of perfecting the positions of Chairman of the People's Council and Chairman of the People's Committee of Hanoi City

On the morning of November 12, the second meeting of the Hanoi Party Executive Committee (18th term) held a meeting to discuss important contents on personnel work and programs and regulations that are oriented and decisive for the entire term.

Speaking at the opening of the conference, Secretary of the Hanoi Party Committee Nguyen Duy Ngoc said that the conference implemented the process of personnel work, perfecting and introducing the perfecting of key positions in the city's leadership after the congress, including Chairman of the People's Council, Chairman of the City People's Committee, Vice Chairman of the People's Council and Chairman of the City Party Committee's Inspection Committee and adjusting the structure of the Standing Committee of the 18th City Party Committee.

The conference discussed and decided on many very important contents, not only for the immediate future but also for the long term, contributing to concretizing, organizing the smooth, breakthrough and responsible implementation of the Central's strategic decisions and resolutions in the capital, which can be summarized into three specific groups.

Hanoi Party Secretary Nguyen Duy Ngoc delivered the opening speech at the conference.

The Secretary of the Hanoi Party Committee asked delegates to promote their intelligence, contribute ideas, and propose contents to be included in the work program so that the Executive Committee and the Standing Committee can have opinions and resolutions. At the same time, focus on giving opinions on assigning agencies and units to preside over and advise on the contents, especially the time and progress of completion, ensuring the six clear principles: clear people, clear work, clear time, clear responsibility, clear products, clear authority...

Deputy Secretary of the Hanoi Party Committee Nguyen Trong Dong said that all contents in the program and working regulations were carefully reviewed to ensure compliance with specialized regulations in the fields of planning, investment, construction, economics and other fields.

“These documents will be the legal foundation and key operating basis of the 18th Hanoi Party Committee, contributing to improving the capacity of leadership, direction, and organization to implement political tasks; promoting innovation in growth models, developing science and technology, digital transformation, creating momentum for the capital to develop rapidly and sustainably in the new period,” said Mr. Nguyen Trong Dong.

Strong decentralization to wards and communes

At the conference, Vice Chairman of Hanoi People's Committee Duong Duc Tuan presented a report on adjusting and supplementing the decentralization of revenue sources, expenditure tasks and state management authority among government levels.

Accordingly, Hanoi plans to decentralize all solid waste collection, transportation and environmental sanitation within its administrative boundaries to the commune and ward levels. The city will only be responsible for belt roads, boulevards and highways.

The City Party Executive Committee voted to approve the conference agenda.

The city transfers the task of managing, protecting, preventing and fighting production forests to the commune level, helping localities to be proactive in conserving resources and developing forestry livelihoods.

In addition, the city requires departments and branches to establish a post-inspection mechanism, closely monitor, ensure decentralization goes hand in hand with responsibility, financial discipline and budget transparency.

The adjusted contents will be submitted to the City People's Council at the 27th session, expected to take effect from December 1, 2025 for the amended Decision and from January 1, 2026 for the new budget resolution.

Permanent Vice Chairman of the Hanoi People's Committee Duong Duc Tuan affirmed that this adjustment is an important step forward in administrative reform, strong decentralization to the grassroots, associated with digital transformation and transparent inspection and supervision mechanisms, towards a streamlined, effective, efficient and better-serving capital government.
