Comprehensively implement military and defense goals and tasks

Over the past five years, the world and regional situation has changed rapidly and complicatedly. Hostile and reactionary forces continue to promote “ peaceful evolution”, promote “self-evolution” and “self-transformation” within the Party; intensify sabotage against the Party, the State and the armed forces. Non-traditional security challenges have evolved extremely complicatedly. The task of protecting the Fatherland, especially protecting sovereignty over seas, islands and cyberspace, poses increasingly high requirements.

In that context, the Central Military Commission, the Ministry of National Defense , Party committees and commanders at all levels have led, directed and organized the comprehensive implementation of goals, tasks, resolutions and conclusions on military and defense strategies. These include Resolution No. 24-NQ/TW on Vietnam's National Defense Strategy; Conclusion No. 31-KL/TW on Vietnam's Military Strategy; Resolution No. 29-NQ/TW on the Strategy for protecting the Fatherland in cyberspace; Resolution No. 33-NQ/TW on the Strategy for protecting national borders.

Timely advice and successful handling of situations

Accordingly, the work of leadership, direction, dissemination and implementation of resolutions and conclusions has been carried out synchronously, closely and seriously; awareness of partners, subjects and tasks of national defense and protection of the Fatherland has become increasingly deeper. The Party and State have issued many resolutions, conclusions, strategies, projects and legal systems, contributing to perfecting guidelines, mechanisms and policies, better meeting the tasks of building and protecting the Fatherland. All levels and sectors from the central to local levels, military agencies and units have concretized the contents of tasks and solutions of the strategy into the development of specialized strategies, action programs and implementation plans of agencies and units.

The Central Military Commission, the Ministry of National Defense, Party committees and commanders at all levels in the entire army always thoroughly grasp, grasp and effectively organize the implementation of the Party's guidelines and policies, the State's policies and laws on military and national defense; proactively study, grasp, assess and accurately forecast the situation, promptly advise the Party and the State on policies and countermeasures to successfully handle situations, including situations in the air, at sea, at the inland border and in cyberspace; proactively develop plans to participate in natural disaster prevention and control, search and rescue, and help people overcome the consequences. In 2023 alone, the Army mobilized nearly 80,000 soldiers and militia, with nearly 3,000 vehicles to help people overcome the consequences of natural disasters.

In addition, the Central Military Commission and the Ministry of National Defense consulted with the Politburo to summarize 10 years of implementing Resolution 8 of the 11th Central Committee on the National Defense Strategy. This is an important basis for the Central Committee to issue Resolution 8 of the 13th Central Committee on the National Defense Strategy in the new situation; to consult with the Party and State to issue important strategies, resolutions, and laws on military and national defense.

Promoting the core role in building a strong national defense, a national defense posture associated with a people's security posture, the Central Military Commission and the Ministry of National Defense regularly coordinate closely with central and local departments, ministries and branches to direct and promote the combined strength, effectively mobilize resources to build and consolidate a strong national defense, contributing to enhancing the country's defense potential.

Focusing on building a politically strong Army, maintaining its revolutionary nature, and being absolutely loyal to the Fatherland, the Party, the State and the people, Party committees and Party organizations in the Army Party Committee effectively implemented the Resolutions of the 4th Central Committee of the 11th, 12th and 13th terms on Party building and rectification in conjunction with the implementation of Directive No. 05, Conclusion No. 01 of the Politburo, Directive No. 87 of the Central Military Commission Standing Committee on promoting the study and following of Ho Chi Minh's ideology, morality and lifestyle; Resolution No. 847 of the Central Military Commission on promoting the qualities of "Uncle Ho's soldiers" and resolutely fighting against individualism in the new situation.

The entire army thoroughly grasps and strictly implements the resolutions, directives, regulations, conclusions and instructions of the Central Committee and the Central Military Commission on personnel work; continues to be proactive and pioneer in protecting the Party's ideological foundation, fighting against the wrong viewpoints of hostile, opportunistic and reactionary forces, and firmly maintaining the Party's ideological position in the entire army.

The organization of forces and building of the Army according to the Resolution of the 13th National Party Congress, the conclusions and resolutions of the Politburo on the organization of the People's Army for the period 2021-2030 and the following years are directed resolutely and implemented methodically and firmly.

Accordingly, resolutely direct the implementation of reducing 10% of the military staff of campaign and strategic agencies, reducing intermediate focal points and service and support units; giving priority to military personnel for combat-ready units, training units, remote areas, border areas, and islands. Seriously direct the improvement of the quality of training, drills, sports events, and competitions at all levels; organize the military school system in the direction of streamlining, compactness, standardization, and modernization, ensuring basic, comprehensive, systematic, and practical training content; lead the implementation of logistics, engineering, and defense industry work well, meeting the requirements of tasks in the new situation.

At the same time, solutions to build a regular, elite, and modern cyberspace combat force have been deployed synchronously, so that this force can truly be the core in protecting national cyberspace sovereignty; building e-Government and digital transformation has achieved many positive results.

The functional forces managing and protecting the border strictly carry out the task of protecting the land and sea borders; proactively fight against crimes, smuggling, and trade fraud on the border routes; strengthen patrols, control, and supervision of activities at sea; propagate and prevent Vietnamese fishing vessels from violating foreign waters, ensuring the safety of marine economic activities.

International integration and defense diplomacy have many innovations, creativity, and depth, both bilaterally and multilaterally, contributing to deepening friendly relations with other countries; proactively participating in multilateral military and defense forums, enhancing the prestige and position of the country and the army in the international arena.

In particular, participation in United Nations peacekeeping operations is a highlight of Vietnam's defense diplomacy. After nearly 10 years of deploying forces to participate in United Nations peacekeeping operations, Vietnam has sent 786 officers and staff to perform tasks at United Nations peacekeeping missions in both individual and unit forms. Vietnam's deployed forces have always promoted their roles and responsibilities in their assigned positions and functions, and have been recognized and highly appreciated by the United Nations and international friends.

In 2023, Vietnam will assume the role of Chair of the ASEAN Peacekeeping Centers Network and successfully organize activities within the framework of the Conference. Along with that, Vietnam and Japan will co-chair the Capacity Assessment Program for forces preparing to participate in UN peacekeeping operations of the 4th Cycle of Peacekeeping Experts Group (2021-2023); and chair the organization of a bilateral peacekeeping exercise with India.

Participation in United Nations peacekeeping activities has contributed to affirming Vietnam as a responsible member of the United Nations towards the international community. Vietnam's efforts in fulfilling its responsibility as a member state in the field of United Nations peacekeeping will make practical contributions to resolving security issues, protecting peace and stability in the region and the world; at the same time, promoting cooperative relations with other countries, enhancing the prestige and position of the Army and creating a favorable international environment for building and protecting the Fatherland in the new situation.

Perform tasks well and comprehensively

To continue to well and comprehensively carry out the tasks in the coming time, in terms of direction, General Phan Van Giang, Politburo member, Deputy Secretary of the Central Military Commission, Minister of National Defense, requested Party committees and commanders at all levels in the entire army to focus on thoroughly grasping the Party's guidelines, viewpoints, and policies, the State's policies and laws on the task of building and protecting the Fatherland in the new situation; thoroughly grasp and seriously and effectively implement the Resolution of the 8th Central Committee, Session XIII, on the Strategy for Protecting the Fatherland in the new situation, continue to effectively implement the issued resolutions, strategies, and projects; proactively study, grasp, evaluate, and accurately forecast the situation, promptly advise the Party and State on policies and countermeasures to successfully handle situations in the air, at sea, at the border, and inland.

Along with promoting the core role in building the all-people national defense, the all-people national defense posture associated with the people's security posture, the entire army focuses on building a politically strong army; directing the implementation of political and ideological work well in the new situation; building cadres and soldiers with steadfast political will, absolute loyalty to the Fatherland, the Party, the State and the people; having a high determination to fight, ready to receive and successfully complete all assigned tasks.

At the same time, the Army continues to make organizational adjustments according to Resolution No. 05 of the Politburo on the organization of the Vietnam People's Army for the 2021-2030 period and the following years; adjust the Army organization according to the determined roadmap; regularly innovate and improve the quality of training, education and training; promote research, development and application of science and technology in military activities; continue to perform well in logistics, engineering and defense industry.

The task of managing and protecting the national border needs to continue to be well implemented, placed within the overall two strategic tasks of building and protecting the Fatherland; focusing on building and consolidating a strong political foundation, creating a solid foundation for building an all-people national defense posture, a people's security posture and an all-people border defense posture in border areas; improving the quality and effectiveness of research, forecasting the situation, protecting national sovereignty in cyberspace, not being passive or surprised in any situation.

The Army will continue to effectively implement the Politburo's Conclusion on international integration and defense diplomacy until 2030 and the following years; improve the quality of bilateral and multilateral defense cooperation; actively and responsibly participate in defense activities, multilateral forums, and United Nations peacekeeping activities; promote international cooperation in overcoming the consequences of war, clearing mines, and handling toxic chemicals; and coordinate with the armies of other countries in responding to traditional and non-traditional security challenges.
