
The official dispatch stated: According to the report from the investor, the Ho Chi Minh Highway Project Management Board, the locality has handed over 28.52 km/28.98 km of land, reaching 98.41% of the route length. Of this, the section through Tuyen Quang province has had 16.28 km/16.74 km of land handed over, reaching 97.25%. The remaining 0.46 km (0.2 km in Trung Son commune, corresponding to 13 households, and 0.26 km in Hung Loi commune, corresponding to 6 households) has not yet been handed over. Additionally, 26 power poles and approximately 250m of telecommunications fiber optic cable have not yet been relocated.
Furthermore, approximately 2.2 km of the project has been handed over but requires additional land clearance due to the impact of Typhoon Yagi in 2024; the land ownership verification and land acquisition approval processes are currently incomplete. Construction of the two resettlement areas is behind schedule; construction is underway but not yet completed, resulting in the lack of land available for handover to households and significantly impacting construction work along the entire route.
To expedite the completion and commissioning of the project, connecting the entire Ho Chi Minh Highway as per the National Assembly's Resolution, the Ministry of Construction requests the Tuyen Quang Provincial Party Committee and People's Committee to pay special attention to the project and decisively direct the Tuyen Quang Provincial Project Management Board for Investment and Construction of Transportation Works, the People's Committees of Trung Son and Hung Loi communes, the Tuyen Quang Provincial Land Fund Development Center, and other relevant units to focus all resources on accelerating the construction of the two resettlement areas.
Agencies, units, and localities should strengthen propaganda and support for people, ensuring stable living conditions to create consensus in land clearance; apply the "temporary housing plan" policy to expedite the handover of the remaining land; complete land clearance, relocation of technical infrastructure, and handover of the remaining land of the Project before November 20, 2025.
Agencies, units, and localities are also urged to promptly appraise and approve compensation plans and disburse funds for the additional 2.2 km of land clearance, and hand over the land to the Project before November 30, 2025; and to quickly organize efforts to encourage households to hand over the land to the Project while awaiting approval of the plan, so that the Contractor can take advantage of favorable weather conditions to carry out construction.
The Ministry of Construction has directed the Ho Chi Minh Highway Project Management Board to closely coordinate with relevant departments, agencies, and localities to promptly resolve difficulties and obstacles in the compensation, support, and resettlement process; and at the same time, directed contractors to mobilize machinery, equipment, and personnel to focus on construction as soon as the land is handed over.
Previously, during the project implementation, the Ministry of Construction sent numerous official dispatches and documents to the People's Committee of Tuyen Quang province requesting the acceleration of land clearance progress. On September 28, 2025, the Minister of Construction, in coordination with the leaders of the People's Committee of Tuyen Quang province, inspected the site and issued Notice No. 413/TB-BXD dated September 29, 2025, to the People's Committee of Tuyen Quang province requesting support in accelerating the progress of compensation, support, resettlement, and handover of land to contractors for construction before October 15, 2025.
The project has also received attention and guidance from the People's Committee of Tuyen Quang province, directing relevant agencies and local authorities in the areas through which the project passes to support and facilitate the contractor's construction.
The Ho Chi Minh Highway construction project, specifically the Cho Chu - Trung Son Junction section, is one of four sections currently under construction to achieve the basic goal of connecting the entire Ho Chi Minh Highway as stipulated in Resolution No. 63/2022/QH15 dated June 16, 2022, of the National Assembly. The project has a total length of 28.98 km and was approved for investment by the Minister of Transport (now the Minister of Construction) in Decision No. 1636/QD-BGTVT dated December 14, 2023; the Ho Chi Minh Highway Project Management Board is the investor. Land clearance for the section through Tuyen Quang province has been separated into a sub-project and is being implemented by the People's Committee of Tuyen Quang province. The project commenced in June 2024 and is planned for completion in 2025.
