
The conference assessed the implementation of tax management after the implementation of the 2-level local government. Accordingly, in 2025, the 2-level local tax departments of Quang Ninh province will carry out tax tasks in the context of the economic and social situation with many favorable factors mixed with many difficulties and challenges. In particular, from July 1, 2025, the local government apparatus will be organized according to the 2-level model, thereby contributing to creating favorable conditions for taxpayers in handling tax administrative procedures and improving the efficiency of tax management in the area.

In 2025, the Quang Ninh Provincial Base Tax 2 was assigned a legal estimate of 1,104.1 billion VND. In the first 10 months of 2025, the cumulative revenue reached 1,262.046 billion VND, reaching 114.31% of the legal estimate, 99.95% of the assigned target estimate and 98% compared to the same period in 2024. In particular, many revenue items were completed and exceeded the annual estimate. The Base Tax 2 has strengthened propaganda work and implemented digital transformation with high efficiency.
In the last two months of the year, the two provinces' local tax offices will coordinate with the People's Committees of communes and wards to complete the task of collecting state budget revenue exceeding the assigned estimate in all assigned revenue items and taxes.
At the conference, the Tax Department 2 deployed the Project "Converting the model and method of tax management for business households when eliminating lump-sum tax" in which it agreed to perform well the key tasks: Ensuring that business households apply the method of self-declaration and self-payment of taxes from January 1, 2026; 100% of business households have access to information and receive support from tax authorities on the content of converting from lump-sum tax method to declaration method and converting from business households into enterprises; ensuring that 100% of subjects subject to applying electronic invoices generated from cash registers according to Decree No. 70/2025/ND-CP of the Government must register and use; 100% of business households carry out tax procedures electronically in a convenient and easy manner. The implementation of the Project contributes to innovating tax management, which is an important shift in the way businesses operate, towards transparency, convenience and fairness in tax obligations among economic sectors.
At the conference, Quang Ninh Tax Department 2 and the People's Committees of 6 communes and wards of Mong Cai 1, Mong Cai 2, Mong Cai 3, Hai Son, Hai Ninh, Vinh Thuc signed a coordination regulation in tax management. Thereby, it aims to concretize the coordination relationship in tax management, exchange information, propagate, guide taxpayers, support coordination in performing the task of collecting state budget under the direction of the Ministry of Finance, the Tax Department and the Provincial People's Committee. The signing of the Coordination Regulation will create a legal basis and a closer coordination mechanism between the two sides; contribute to improving the effectiveness and efficiency of tax management in the area, ensuring fairness and transparency; at the same time, create favorable conditions for taxpayers to develop stably and sustainably, contributing to the effective implementation of state budget collection and tax management reform tasks in the coming period.
