On November 12, Tax Department 5, Ninh Binh Provincial Tax Department held a launching ceremony to implement the campaign "60 peak days of converting the model from lump-sum tax to declaration for business households". Attending were leaders of the Provincial Tax Department; representatives of the People's Committee and Police of 8 wards under the management of Tax Department 5; BIDV Nam Dinh Bank; software solution providers, representatives of typical business households in the area.

In the context of digital transformation and the strong development of the digital economy, the transition from lump-sum tax to declaration is identified as an inevitable step, contributing to improving tax management and enhancing fairness among business households. This is also a key task to implement Project 3389/QD-BTC of the Ministry of Finance on "Eliminating the form of lump-sum tax, switching to declaration management" from 2026.

The "60 peak days" campaign sets out specific, drastic but feasible goals: Widely disseminate information so that 100% of business households understand the policy and voluntarily switch from lump-sum tax to declaration; Provide direct support, hand-holding, and help business households master the process of declaration, invoice creation, and electronic tax payment; Enhance voluntary compliance, create a fair and transparent business environment; Promote the application of digital technology , deploy electronic invoices generated from cash registers, and encourage cashless payments.

Speaking at the ceremony, Mr. Nguyen Dinh Duc, Head of Taxation of Ninh Binh province, emphasized: "This is not only a professional activity, but also an important milestone, affirming a strong transformation in tax management, towards a transparent, fair, modern and integrated public finance". The campaign is considered the opening drumbeat for a new period, the tax sector accompanies and supports business households to access the modern tax management model of "self-declaration, self-calculation, self-payment", thereby raising the awareness and responsibility of citizens in fulfilling their obligations to the State. The entire Ninh Binh tax sector strives to achieve the highest goal that by January 1, 2026, 100% of business households in the conversion process will operate according to the new model.

To successfully implement the campaign, the representative of the Tax Department 5 affirmed that they will continue to closely coordinate with authorities at all levels, the police force, banks and technology solution providers, creating the most favorable conditions for taxpayers throughout the conversion process. Along with that, the unit launched an emulation movement with the motto of action: "Solidarity - Responsibility - Proactiveness - Determination - Innovation - Creativity - Efficiency in converting the tax management model of business households".

Promoting that spirit, all cadres, civil servants and employees of Tax Base 5 are determined to complete the plan ahead of schedule, striving to become the leading unit in the movement "60 peak days of implementing the plan to transform the model and method of tax management for business households", contributing to the successful implementation of the 2025 political task of the Ninh Binh Tax sector.
