Ho Chi Minh City Tax Department joins hands with technology enterprises and banks to convert business households

According to Ho Chi Minh City Tax, this will be the premise to expand to many other areas of cooperation in the future - contributing to promoting the national digital finance, in line with the development orientation of the Government and the Ministry of Finance.

Ho Chi Minh City Tax Department accompanies business households in the digital transformation process

Today, November 14, Ho Chi Minh City Tax Department held a conference to disseminate new tax policies for business households in 2025, combined with the signing ceremony of a cooperation agreement between Ho Chi Minh City Tax Department and Vietcombank, BIDV, ViettinBank, Agribank and VNPay Company. In addition, Ho Chi Minh City Tax Department also signed a cooperation agreement with Thai Son PTCN Company Limited and Vietnam Tax Consulting Association.

Mr. Nguyen Van Thanh, Deputy Head of Ho Chi Minh City Tax Department, said that 2025 marks an important turning point in the process of modernizing tax management, focusing on administrative reform, promoting digital transformation and improving efficiency in serving taxpayers. In particular, the household business sector - a very dynamic part, plays an important role in the local economy .

Recently, Ho Chi Minh City Tax has gradually and successfully deployed electronic invoices with tax authority codes, expanding to the electronic invoice model generated from cash registers, helping taxpayers' business activities to be more transparent, accurate and convenient, especially in the field of households and individual businesses.

In addition, on November 5, Ho Chi Minh City Tax Department also issued plan 1039 on implementing "60 peak days of converting the model from lump-sum tax to declaration for business households". This implementation aims to successfully convert 100% of business households paying tax by lump-sum method to declaration method.

"However, we also understand that this transition is not easy for all businesses, especially those who are not familiar with technology, or are afraid of change.

Therefore, coordination between tax authorities and technology solution providers is extremely necessary, especially with the accompaniment, support and assistance from the Vietnam Tax Consulting Association," said Mr. Thanh.

Mr. Thanh also emphasized that organizing today's conference is very important, demonstrating the strong commitment of the Ho Chi Minh City Tax Department in accompanying taxpayers - especially business households - in the digital transformation process.

At the same time, it enhances transparency, efficiency and modernization of tax management, creating conditions for business households to access advanced, easy-to-use, cost-effective electronic invoice solutions that are suitable for business operations.

With the technological capacity, experience in implementing digital solutions, financial solutions of solution providers and especially the close coordination from the Vietnam Tax Consulting Association, Ho Chi Minh City Tax believes that the application of electronic invoices, electronic tax declaration and payment, or accounting bookkeeping of business households will become easy, convenient and in accordance with legal regulations.

Premises for expanding cooperation in many fields in the future

"In addition, the signing of the cooperation agreement today also opens a cooperation model between tax authorities and technology enterprises, banks, and the Vietnam Tax Consulting Association, which will be a premise to expand to many other areas of cooperation in the future - contributing to promoting the national digital finance, in line with the development orientation of the Government and the Ministry of Finance ," Mr. Thanh emphasized.

Speaking at the conference, VNPAY representative hoped that accompanying Ho Chi Minh City Tax in the 60-day peak project would help businesses and business households implement digital transformation smoothly, save costs and operate effectively. This is an important step to modernize tax management and promote cashless payments in Ho Chi Minh City.

In particular, within the framework of the 60-day plan, VNPAY is implementing a comprehensive digital transformation incentive combo package for businesses and business households. The incentive package is applied free of charge until the end of 2028, including all essential services for declaration, management and payment activities.

Specifically, businesses/business households are free to use the VNPAY-Invoice electronic invoice software, with no limit on the number of invoices issued during the incentive period. The VNPAY-TVAN system that supports the transmission of invoice data to tax authorities is also provided completely free of charge, with no limit on the number of transmissions.

Businesses are also free to store electronic invoices on the VNPAY Cloud platform for 10 years from the date of invoice issuance...

Within the framework of the program, Agribank and its partner VNPAY also provide a comprehensive digital transformation solution package completely free of charge for 3 years.

"When a small business in a district market or a grocery store in a mountainous area can issue electronic invoices, make cashless payments, and manage sales using a smartphone, that is digital transformation for the entire population, and comprehensive finance is realized," emphasized the Agribank leader.

At the conference, Mr. Nguyen Van Thanh, Deputy Head of Ho Chi Minh City Tax Department, also pledged that Ho Chi Minh City Tax Department will continue to promote propaganda, support, training, and specific and intuitive instructions so that businesses can easily access, deploy and use electronic invoices proficiently.

At the same time, the tax industry will always listen, accompany and remove difficulties so that the digital transformation process takes place smoothly, effectively and legally.
