Thuong Son commune is a particularly difficult commune in the province, with a strongly divided terrain and many obstacles to transportation. Currently, 6 out of 12 villages in the commune do not have access to the national grid. The whole commune has 1,282 households with more than 6,000 people, 11 ethnic groups living together; nearly 100% are ethnic minorities. After the province operates a 2-level government model from July 1, 2025, Thuong Son will remain the same, not merged, the apparatus will be arranged stably and operate smoothly.

Despite the impact of natural disasters, the socio-economic situation of the commune is still basically stable; some key indicators maintain a good growth rate. The harvest of the crop is implemented as planned, and livestock diseases are controlled. Land management and environmental protection are implemented in accordance with regulations; the settlement of administrative procedures for people and businesses is ensured smoothly, without interruption. Social security policies are fully and promptly implemented; people's health care, education, labor - employment, and poverty reduction continue to be focused on. Political security, social order and safety are maintained, no hot spots or complications regarding ethnicity, religion, etc. arise; the commune meets 12/19 new rural criteria. However, the commune still has a high rate of poor households (34.79%) and the average income per capita is still low.

After switching to a two-level government model, Thuong Son assigned tasks to cadres and civil servants to ensure clear people and clear tasks. The commune's specialized departments quickly stabilized, resolved administrative procedures smoothly, and did not interrupt tasks. The management of land, resources, environment, basic construction, and security and order was carried out in an orderly manner; receiving citizens and handling petitions were carried out seriously, without hot spots. However, the commune is currently lacking 32/55 professional staff, especially staff in the fields of culture, the Fatherland Front, and socio-political organizations.

Regarding the preparation for the election of National Assembly and People's Council deputies at all levels, Thuong Son has organized a conference to disseminate documents of the Central and the province on election work; issued a plan, established a commune election committee with 16 members. The commune is completing the establishment of election teams, planning the structure and allocation of the number of People's Council deputies of the 23rd term. The implementation steps are carried out in accordance with regulations, ensuring progress, safety and strictness.

During the survey, Thuong Son commune proposed the province to: Allocate more funds for the project to renovate and upgrade the Viet Lam - Quang Ngan - Thuong Son route and consider investing in the connecting route with Quang Ngan commune to create momentum for socio-economic development; support investment in the national grid system for 6 villages that currently do not have electricity; expand telecommunications coverage; pay attention to arranging staff according to the staffing plan, support investment in working houses and accommodation for commune officials; allocate funds to move the commune central market to a new location; have a mechanism to support the collection of sand and gravel to serve community projects; supplement specialized construction staff to serve public investment tasks at the commune level.

Speaking at the meeting, comrade Nguyen Van Son, Chairman of the Provincial People's Council, acknowledged the efforts of the Party Committee, government and people of Thuong Son commune in stabilizing the organization and implementing tasks after the reorganization; highly appreciated the spirit of solidarity, overcoming difficulties, proactively implementing socio-economic development tasks, ensuring national defense and security.
He suggested that Thuong Son commune should focus on thoroughly grasping the Party and State's guidelines and policies to be proactive and flexible in all management tasks; focus on implementing coordinated solutions to remove bottlenecks, especially the national traffic and power grid systems. In perfecting the apparatus, the most important requirement for the commune is to make efforts to improve the capacity of the staff; proactively review standards to arrange and complete the missing positions.

He also requested Thuong Son commune to continue promoting agricultural restructuring, supporting and guiding people to develop effective economic models; focusing on implementing digital transformation well; taking care of people's lives, improving the quality of education and healthcare; and continuing to reduce poverty sustainably. The commune needs to be proactive and flexible in preparing well for the elections of the National Assembly and People's Councils at all levels, implementing the correct procedures and laws, ensuring democracy, fairness and safety.
