Standing Committee of the Party Central Committee: Lao Cai needs to attract resources and ensure growth targets are met.

According to the Standing Committee of the Party Central Committee, Lao Cai province needs to propose specific mechanisms and policies; effectively implement development orientations, goals, and tasks; and accelerate the progress of key projects.

On the morning of December 17th, at the Lao Cai Provincial Conference Center ( Yen Bai Ward), Politburo member and Standing Committee Secretary Tran Cam Tu and the Lao Cai Provincial National Assembly delegation met with constituents following the 10th session of the 15th National Assembly.

Also in attendance were: Member of the Central Committee of the Party, Deputy Prime Minister Pham Thi Thanh Tra. The meeting with voters was also attended by Alternate Member of the Central Committee of the Party, Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council of Lao Cai, Trinh Viet Hung; and leaders of Lao Cai province who directly listened to and answered questions of concern to voters.

The voter outreach event was held in a hybrid format, combining in-person and online participation, reaching 95 communes and wards throughout the province. At the Lao Cai Provincial Conference Center, a large number of voters from the healthcare and education sectors, as well as representatives from four wards, participated.

Contributing to improving healthcare and education in mountainous and border regions.

On behalf of the Lao Cai Provincial National Assembly Delegation, Mr. Sung A Lenh, Member of the Provincial Party Committee, Deputy Head of the National Assembly Delegation, in charge of the Lao Cai Provincial National Assembly Delegation, reported on the results of the 10th Session of the 15th National Assembly; and reported on the activities of the Provincial National Assembly Delegation contributing to the overall success of the 10th Session and the 15th National Assembly term, helping to disseminate the opinions of Lao Cai voters in the National Assembly.

At the consultation meeting, 12 voters from the area raised concerns focusing on healthcare, education, the implementation of several new laws passed by the National Assembly, some social issues, and the need for fundamental solutions in responding to natural disasters.

Voters highly appreciate the performance of the National Assembly in general, and the Lao Cai Provincial Delegation of the National Assembly in particular, especially the decisions made by the National Assembly from the beginning of the term to the present that are directly related to the political, diplomatic, economic, and social fields of the country.

At a conference on some of Lao Cai's economic and social achievements in 2025, the Deputy Secretary of the Provincial Party Committee and Chairman of the People's Committee of Lao Cai province, Nguyen Tuan Anh, stated that by the end of November 2025, Lao Cai had achieved many impressive economic and social achievements: GRDP increased by 8.14% (ranking second in the Northern Midlands and Mountains region, and 17th nationwide).

Regarding the province's responsibilities, Mr. Nguyen Tuan Anh clarified several points. These included: completing the restructuring of public health organizations in December 2015 to streamline operations, improve efficiency, and meet the primary and specialized healthcare needs of the people; providing lunch subsidies for boarding students; supporting living and travel expenses for teachers in mountainous areas; and planning investments in infrastructure for border schools. He also addressed the investment plan for the Red River embankment project to prevent flooding.

At the conference, acting within her authority, Deputy Prime Minister Pham Thi Thanh Tra addressed and answered a number of voters' requests categorized into groups of issues.

Ms. Pham Bich Van, Deputy Director of the Department of Health of Lao Cai province, reflected on the local reality of lacking a legal basis for appraisal, upgrading, and procurement, especially for grassroots healthcare, and expressed her desire for an early issuance of guidance documents on Government Decree No. 155/2025/ND-CP regulating standards and norms for the use of office buildings and facilities for public service activities.

Responding to voters' opinions, the Deputy Prime Minister stated that he had instructed the Ministry of Health to urgently revise Circular 08. Initially, the Ministry of Health must provide very specific guidance to its subordinate units, and then provide unified guidance to all medical facilities, especially health stations. For the time being, Circular 08 will continue to be applied.

Voter Tran Lan Anh, Director of the Provincial General Hospital, acknowledged the Government's issuance of Resolution 335/NQ-CP of 2025 (October 17, 2025) on calculating the management costs of medical examination and treatment service prices.

However, the implementation process has encountered many difficulties. The Ministry of Health has not yet fully issued the prices for medical examination and treatment services according to the new regulations, lacking the constituent elements of the price, and has not yet issued prices for telemedicine.

In practice, there is no legal basis for the Provincial People's Council to issue medical examination and treatment service prices to be applied from 2026.

Responding to voters' opinions, the Deputy Prime Minister stated that the issuance of medical service prices ensures the principle of accurate and complete calculation, especially regarding management costs, the application of information technology, and the price of telemedicine.

Initially, the Ministry of Health will provide direct guidance to its managed units and relevant ministries, drawing lessons learned and making adjustments accordingly. Subsequently, provincial People's Councils will base their pricing on the framework determined by the Ministry of Health, taking into account the practical conditions of their localities, to issue prices that are appropriate to practical requirements and meet the needs of grassroots levels and public service providers at different levels.

Voter Luong Xuan Quynh, Chairman of the Farmers' Association of Van Phu Ward, mentioned that the National Assembly has passed a Law amending and supplementing several articles of the Education Law, which stipulates the unified use of a single set of textbooks for general education nationwide. The voter requested information on how this policy will be implemented to ensure fairness across regions, especially mountainous and highland areas.

The Deputy Prime Minister stated that this is a new issue, attracting widespread attention from voters and the public. A common set of textbooks offers many advantages, ensuring uniformity and saving costs. The Ministry of Education and Training is conducting thorough and scientific research, has surveyed 11 localities, and is accelerating progress to soon have a high-quality, scientifically sound, accessible, and modern set of textbooks that meets the trends and requirements for improving the quality of education and training.

The Deputy Prime Minister also answered and discussed a number of issues of concern to voters regarding the implementation of the Law amending and supplementing a number of articles of the Law on Prevention and Combat of Corruption; and the implementation of three new laws related to artificial intelligence (AI), digital transformation, and high technology.

Meeting the legitimate needs of the people better and better.

Speaking at the conference, Standing Committee member of the Party Central Committee Tran Cam Tu expressed his pleasure at meeting with voters alongside the provincial National Assembly delegation following the 10th session of the 15th National Assembly.

The opinions and feedback from voters at the grassroots level reflect their legitimate concerns and aspirations. This is also a very important information channel, providing the Party, the National Assembly, and the Government with a solid basis for formulating decisions, improving guidelines, policies, and laws; and at the same time, rectifying shortcomings and inadequacies in implementation at the grassroots level.

Regarding future tasks, Standing Committee member of the Party Central Committee Tran Cam Tu requested that the authorities from the provincial to the commune and ward levels in Lao Cai province focus on seriously implementing the following tasks: First and foremost, resolving all legitimate requests from the people.

“Issues falling under local jurisdiction must be resolved promptly, decisively, and in accordance with the law; issues exceeding local jurisdiction must be promptly reported and recommendations submitted to higher levels for timely handling. Cases must not be allowed to linger, causing inconvenience to the people, requiring them to make multiple trips, and hindering or delaying public service due to mergers and consolidations. There must be no avoidance or shirking of responsibility; on the contrary, efforts must be made even more proactively to better meet the legitimate needs of the people,” Comrade Tran Cam Tu clearly stated.

Recalling the directive of General Secretary To Lam, the Party's overarching viewpoint: "The people must always be placed at the center; the legitimate rights and interests of the people must be protected; all policies and decisions must be aimed at serving the people," Comrade Tran Cam Tu suggested that the province must thoroughly understand this viewpoint in order to organize its implementation effectively.

According to the Standing Committee of the Party Central Committee, Lao Cai continues to pay attention to and prioritize Party building and the construction of a truly clean and strong political system; preserving and promoting the spirit of unity and solidarity within the Party and the entire political system. It focuses on leading and directing the acceleration of socio-economic development tasks, attracting all resources to ensure the achievement of the set growth targets.

Propose specific mechanisms and policies; ensure synchronous and harmonious development, exploiting potential and advantages; effectively implement the orientation, goals, and tasks of Lao Cai province's development. Accelerate the progress of key projects, especially regional connectivity projects of the province.

The province has done a good job in national defense, security, and foreign affairs. It continues to thoroughly understand and effectively implement the policies and directions of the Central Government, including resolutions, directives, and conclusions on streamlining the organizational structure and reorganizing the two-tiered local government.

Promote digital transformation and administrative reform. Continue to review, develop, and refine regulations on decentralization and delegation of power to grassroots levels, ensuring they are consistent with reality, comprehensive, interconnected, thorough, and do not omit or overlap tasks; promptly identify and remove obstacles and difficulties.

Comrade Tran Cam Tu emphasized the importance of maintaining and rectifying discipline in leadership, direction, management, and operation of each commune, ward, agency, and unit. He stressed the need for the synchronized implementation of solutions to prevent and combat corruption, waste, and negative practices.

Emphasizing the need for breakthroughs in economic development and strategic infrastructure, the comrade suggested that the province should persistently pursue high growth targets, striving for a GRDP of over 10% in 2026; prioritize the completion of important programs and projects to promote international trade connections; and leverage the bridging role of the Kunming-Lao Cai-Hanoi-Hai Phong Economic Corridor to attract resources and develop border gate economies.

To enhance the efficiency of management, administration, and competitiveness of the economy, Lao Cai continues to prioritize investment in socio-cultural development, ensuring sustainable social security; promoting poverty reduction; making breakthroughs in education, training, and healthcare; improving the quality of public health protection and care, and the quality of grassroots healthcare; and focusing on investing in education and healthcare for remote, disadvantaged, and difficult areas. It also aims to preserve and promote the cultural identity of ethnic groups, building a green, harmonious, distinctive, and happy locality.

On behalf of the Party Committee, government, voters, and people of Lao Cai province, Mr. Trinh Viet Hung, Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council, expressed gratitude to the leaders of the Party and State for addressing voters' concerns and providing major directions for the province, demonstrating a very high sense of responsibility towards this borderland of the Fatherland.

The province will continue to unite and work together to build upon the achievements, care for social welfare, education, and healthcare in the spirit of growth coupled with social progress, effectively operate the two-tiered local government; ensure strong national defense and security, and build a peaceful, stable, cooperative, and developing common border.

Currently, the province is actively disseminating information and promoting the 14th National Congress of the Party, the election of deputies to the 16th National Assembly and deputies to the People's Councils at all levels for the 2026-2031 term; and making thorough preparations for the people to celebrate the Lunar New Year of the Horse 2026.

At the meeting with voters, Deputy Prime Minister Pham Thi Thanh Tra witnessed representatives of the Vietnam National Energy and Industry Corporation donating 13.5 billion VND to Lao Cai province to support the construction of 3 STEM education practice rooms and the upgrading of 1 educational facility affected by natural disasters; the Vietnam Petroleum Corporation also donated 5 billion VND to support educational projects in the province.
