The Provincial People's Council Standing Committee held an extraordinary meeting in November.

On November 14, the Standing Committee of the 10th Provincial People's Council held an extraordinary meeting in November 2025. Comrade Nguyen Minh Dung - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council chaired the meeting.

At the meeting, the Standing Committee of the Provincial People's Council gave opinions on the submissions of the Provincial People's Committee to register to develop a Resolution of the Provincial People's Council on regulations on expenditure content and expenditure levels for state management of law enforcement and handling of administrative violations in Vinh Long province; regulations on the number and monthly allowances for social work collaborators in communes and wards in the province; regulations on the content and expenditure levels from the state budget to carry out innovation activities in the province; regulations on support levels for registration of protection for inventions, industrial designs and trademarks, registration of protection and recognition of new plant varieties until 2030 in the province; regulations on policies to support the overcoming of animal diseases in the province according to simplified procedures; Regulations on preferential land rent exemption for projects using land for production and business purposes in investment incentive fields, investment incentive areas in the list of types, criteria, scale, standards of socialization and non-profit in the province; regulations on expenditure content, support levels for local agricultural extension activities in the province; promulgation of regulations on fees for granting construction permits in the province; regulations on criteria for establishing and number of civil defense team members in the province; regulations on support levels for people assigned to directly help people receiving education in communes and wards in the province; promulgation of regulations on civil registration fees in the province; regulations on reception, visit and congratulations levels for a number of subjects implemented by the Vietnam Fatherland Front Committees at all levels in the province. At the same time, comment on the Provincial People's Committee's Submission on adjusting the state budget expenditure estimate for 2025.

After reviewing the submissions, the Standing Committee of the Provincial People's Council agreed to register the drafting of the resolution. At the same time, it requested the Provincial People's Committee to direct the drafting agency to draft the resolution to ensure the normal procedures or shortened procedures according to regulations and ensure resources for implementation when the Resolution is issued.

Regarding the Proposal for registration to develop a Resolution regulating the number and level of monthly allowances for social work collaborators in communes and wards, the Standing Committee of the Provincial People's Council requested the Provincial People's Committee to direct specialized agencies to continue researching and discussing with communes and wards on the needs, the necessity of arranging social work collaborators and the ability to balance the budget to pay allowances for this subject.

In addition, the Standing Committee of the Provincial People's Council also gave opinions on the Submission of the Provincial People's Council's Culture and Social Affairs Committee on requesting opinions on the draft Resolution promulgating the Regulations on protecting state secrets of the Provincial People's Council and some other contents.
