The decision was made after the upstream water level of Hoa Binh Lake reached 104.54m at 8am, with the water flow into the lake reaching 3,932m³/s, although the discharge through the two bottom gates was 5,461m³/s. The flood discharge complies with the Inter-reservoir Operation Procedure in the Red River Basin.

Deputy Minister of Agriculture and Environment Nguyen Hoang Hiep requested the operating unit to closely monitor the development of floods and rains, ensure the safety of the works, and regularly report to the Ministry and relevant agencies.

The Ministry also requested localities along the Red River to promptly inform people, organize activities on the river to proactively prevent risks, and coordinate with the Department of Dyke Management and Natural Disaster Prevention to handle arising situations.
