Van Don Special Zone, one of the province's key sea areas in aquaculture. After storm Yagi , 2 organizations in the area were assigned by the Provincial People's Committee with an area of 68.1 hectares for aquaculture and 108 households were assigned sea areas within 3 nautical miles under the authority of the Van Don Special Zone People's Committee with a total area of 51.38 hectares. The marine farming areas in Van Don Special Zone have now recovered up to 90% after the storm. In the first 6 months of 2025, the value of aquatic product production in Van Don Special Zone accounted for 89.5% of the value, equivalent to more than 1,495 billion VND. In the area, there are 3,770 hectares being invested in by households, cooperatives and enterprises, with aquatic product output reaching 42,266 tons...
Not only Van Don, coastal localities also proactively recovered their economies after Typhoon Yagi, closely coordinating with relevant departments and branches to organize sea allocation to enterprises and cooperatives; encouraging organizations, cooperatives and enterprises to cooperate in production development.
With the active initiative of households and aquaculture establishments, since the beginning of the year, the provincial Party Committees and authorities have also accompanied aquaculture households. The Department of Agriculture and Environment has coordinated with coastal localities to organize conferences to remove procedures for transferring aquaculture license plates to units that are enterprises and aquaculture cooperatives.
Along with that, Quang Ninh province also held a meeting to listen to reports on the progress of licensing and handing over sea areas for aquaculture. Based on the opinions and recommendations of businesses and farming households, the province requested localities and relevant departments and branches to immediately rectify the delay in completing sea area handover procedures leading to the emergence of illegal aquaculture. The Department of Agriculture and Environment advised the Provincial People's Committee to launch a peak period of construction, completing and submitting to the Provincial People's Committee for approval of the dossiers of qualified cooperatives and businesses. By the end of June 2025, the whole province had organized the handover of sea areas for aquaculture with a total area of 1,298.67 hectares.
In addition, solutions to combat illegal, unreported and unregulated (IUU) fishing in the area continue to be tightened by the province's authorities.
Units have strengthened control, handled violations and raised awareness among fishermen. In particular, they have continued to maintain and invest in facilities and human resources at fishing vessel inspection and control points; arranged staff on duty 24/7 to guide and carry out procedures for fishing vessels entering and leaving ports and control the output of exploited aquatic products. In the first 6 months of the year, specialized units have received and completed declaration procedures for 8,930 vessels entering and leaving ports. The controlled output of exploited aquatic products is 36,625 tons.
The implementation of the fishing vessel monitoring system (VMS) and control of fishing vessels violating regulations on fishing in foreign waters has been strictly implemented. 100% of fishing vessels (273 vessels) of 15m or more have installed and synchronized VMS equipment on the system. Every day, the Department of Agriculture and Environment extracts information on fishing vessels losing VMS connection signals offshore, notifies relevant units and guides and supports fishing vessel owners to overcome the loss of VMS connection signals. Every week, a list of fishing vessels at high risk of IUU violations and losing connection offshore for more than 10 days is made and sent to departments, branches, localities in the province and coastal provinces/cities for understanding, coordination, inspection, verification and handling according to regulations...
Despite the adverse weather conditions, localities have maintained solutions to promote aquaculture and fisheries. In the first 6 months of this year, the total aquatic product output of the province reached nearly 90,000 tons, up 1.6% over the same period in 2024, equal to 109.3% of the plan. Localities have also actively released fish fry to protect the environment, regenerate aquatic resources, and aim for sustainable aquaculture development.
