To realize the goals set by our Party, reforming thinking and perfecting the legal system will contribute to removing bottlenecks, promoting development, and leading the country into a new era.

According to Politburo member and Standing Vice Chairman of the National Assembly Do Van Chien, the 14th National Congress of the Party is of đặc biệt importance. The Congress will decide on the country's development path, with the aspiration to make Vietnam a developed, high-income nation by 2045. Therefore, the need to innovate thinking in building and perfecting legal institutions, removing bottlenecks, unlocking resources, promoting development, and leading the country into a new era has become more urgent than ever.
After 40 years of reform, Vietnam has achieved many great and historically significant accomplishments, in which institutional building and the improvement of the legal system have played a crucial role. However, in the context of rapidly changing, complex, and unpredictable global and domestic situations; and the increasingly deep demands for digital transformation, green transformation, innovation, and international integration, some limitations and inadequacies of the legal system have become more apparent, becoming "bottlenecks" hindering development. If institutions are slow to reform, lack synchronization, feasibility, and fail to keep pace with reality, they risk becoming obstacles to state management, production and business activities, and social life.
According to the Standing Vice Chairman of the National Assembly, reforming the thinking on building and perfecting legal institutions is an objective requirement and a long-term strategic goal. A strong shift in thinking from "making laws to manage" to "legislation that fosters development" is necessary, closely adhering to the guiding principles of General Secretary To Lam: The work of building and implementing laws is a "revolution in thinking," and it is crucial to decisively abandon the mindset of "if you can't manage it, ban it." Instead, we must adopt a mindset of creating a transparent and stable legal framework for effective management, encouraging innovation, unleashing productive forces, and unlocking all resources in society. Laws must truly be one step ahead, becoming a stable and long-term foundation for development, and flexible enough to adapt to the new demands of reality.
This spirit of innovative thinking has been clearly demonstrated in Resolution No. 66-NQ/TW dated April 30, 2025, of the Politburo on reforming the work of lawmaking and law enforcement to meet the requirements of national development in the new era. It affirms that the work of building and perfecting legal institutions is one of the strategic breakthroughs, an important "lever" to unleash all resources and create new impetus for development; at the same time, it requires building a legal system that is synchronous, modern, feasible, transparent, using development efficiency and the interests of the people as a measure, ensuring a harmonious balance of interests between the State, society, and the market.
Mr. Nguyen Hoang, Chairman of the Hanoi Association of Supporting Industries Enterprises, stated: "During the past term, the National Assembly has drafted, passed, and amended more than 200 laws. This is an enormous and unprecedented workload. This demonstrates that the National Assembly is always one step ahead in promoting economic development."
"I believe that in the future, the National Assembly will have even more groundbreaking solutions to create a standardized legal environment that is consistent with Vietnam's reality and international practices. This will help domestic businesses, citizens, and international investors feel secure, enabling the economy to integrate deeply and develop in the right direction," said Mr. Nguyen Hoang.
Meanwhile, Mr. Ta Van Ha, Vice Chairman of the National Assembly's Committee on Culture and Social Affairs, affirmed: The past term was a breakthrough term, a historic term in legislative work. "We have made very strong innovations in both thinking and action in perfecting policies, laws, and institutions. This has significantly contributed to affirming that institutions are the pillar and driving force for development," Mr. Ta Van Ha said.
Institutional improvement is being pursued in a proactive manner, paving the way and fostering development. This improvement aims to unlock social resources for socio-economic development, ensuring national defense and security, as well as social welfare. Changes in the law-making process focus not only on enacting laws but also on their enforcement. The goal is to ensure that enacted laws are effectively and efficiently implemented as quickly as possible. This term represents a strong shift in thinking and action, affirming that law is the most important driving force for national development in the coming period.
In the context of the nation facing new opportunities and challenges, reforming thinking in building and perfecting legal institutions is of particular importance and is decisive in removing bottlenecks, unleashing productive forces, and arousing the aspirations for development and the creative spirit of the entire society. Successfully fulfilling this task will create a solid legal foundation, ensuring the country's self-reliance, self-sufficiency, and strength, enabling it to confidently enter an era of prosperous development and bring a life of abundance and happiness to its people.
