
Immediately after the welcoming ceremony for the Vietnamese delegation led by General Phan Van Giang, Politburo member, Deputy Secretary of the Central Military Commission, Minister of National Defense, the two Ministers conducted a saluting ceremony and painted the sovereignty marker 171 at the border of the two countries; planted friendship trees; and witnessed a joint patrol between the border management and protection forces of the two countries.
Over the years, cooperation between the border protection forces of the two countries has actively contributed to building a peaceful , friendly, stable and developing border, making an important contribution to consolidating and enhancing defense cooperation between the two countries.
The border protection forces of the two countries have had many practical activities and effective cooperation models to enhance trust and mutual support, such as the twinning of posts between the Vietnam Border Guard and the corresponding force of Cambodia and the twinning of residential clusters.


The two delegations attended the groundbreaking ceremony for the construction of the Sang Sovan Primary School in Svay Teap District, Svay Rieng Province. This is a friendship project with full funding from the Vietnamese Ministry of National Defense, covering an area of 30,000 square meters in Kok Hamlet, Svay Rumpia Commune, Svay Tiep District, Svay Rieng Province.
The school has 7 buildings, including 4 lecture halls (24 classrooms); a principal's office; a library and medical facility; a public restroom; a soccer field, a volleyball court, and a sports playground; and can accommodate more than 400 students. After the school is completed, local children studying at pagodas will be brought here to study.
The school construction area bears a historical mark in the relationship between Vietnam and Cambodia. From 1968 to 1970, during the resistance war against the US, Vietnam transported food, weapons, and equipment through here; from 1970 to 1972, this was where the Vietnamese armed forces trained the Cambodian revolutionary forces in the struggle to liberate Cambodia from the Lon Nol period (Khmer Republic).

Speaking at the groundbreaking ceremony, General Phan Van Giang emphasized: Throughout history, the armies and people of Vietnam and Cambodia have always stood side by side, together overcoming countless challenges in the struggle against colonialism and imperialism, overthrowing the genocidal regime, bringing independence, freedom and happiness to the people of each country.
Today, the two countries continue to preserve and nurture that relationship through practical and concrete actions. This is not only a new school, but also a vivid symbol of the traditional friendship and solidarity between Vietnam and Cambodia, demonstrating the deep concern of the two countries' Ministries of Defense and Armies for the cause of education, especially for the young generation, the future owners of the country.
The construction of Sang Sovan Primary School is a clear demonstration of friendship not only in defense and security cooperation, but also in caring for and nurturing future generations. This school will be a place to sow seeds of knowledge, nurture the dreams of students, and at the same time be a sustainable bridge connecting the affection between the Army and the people of Vietnam and Cambodia.
General Phan Van Giang wished the school's teachers and students much success in training and teaching and to become a model school of the locality.





Also on the morning of November 14, the two delegations visited the Svay Rieng Provincial Gendarmerie Command, stationed in Thmey Hamlet, Sangkham Commune, Svay Rieng City. Established on September 21, 1994, the Svay Rieng Provincial Gendarmerie Command is responsible for maintaining security and social order; fighting and preventing crimes; ensuring national defense and security; search and rescue; mass mobilization work and international cooperation.


The second Vietnam-Cambodia border defense friendship exchange is one of the key defense foreign affairs events and activities in 2025, which is meaningful in many aspects, contributing to deepening the traditional friendship and good comprehensive cooperation between Vietnam and Cambodia; concretizing the contents agreed upon by the two countries' senior leaders at the High-level Meeting between the Politburo of the Communist Party of Vietnam Central Committee and the Standing Committee of the Central Committee of the Cambodian People's Party in February 2025.
Through this exchange, the two sides continued to strengthen solidarity and friendship and promote substantive and effective cooperation between border management and protection forces, local authorities and people in the border areas of the two countries, contributing to building a peaceful, friendly, stable, cooperative and developed Vietnam-Cambodia border.
