Courts at all levels ensure smooth operations in the context of increased caseload and new organizational model

According to the Report of the Chief Justice of the Supreme People's Court , in 2025, the Court sector will perform its tasks in the context of the number of cases to be handled continuing to increase, the nature of which is increasingly complex, and the requirements for progress and quality are increasingly high according to the resolution of the National Assembly. In particular, from July 1, 2025, the Court sector will officially switch from a 4-level model to a 3-level model, at the same time forming a system of regional People's Courts - a major reform step in the organization of the apparatus towards streamlining, effectiveness and efficiency. The model conversion at a time when the number of cases is increasing rapidly puts great pressure on the organization, human resources, facilities and management methods. However, the Court sector still ensures smooth operation, meeting the requirements of trials and the targets assigned by the National Assembly.
According to the report, in 2025, the Courts accepted 683,341 cases, resolved 618,341 cases, reaching 90.49%, an increase of 0.77% over the previous year; the rate of judgments and decisions annulled or amended due to subjective reasons was only 0.69%, 0.08% lower than the previous year, meeting the National Assembly's requirement of not exceeding 1.5%.
"This is an important indicator that trial quality continues to improve sustainably, despite the constant increase in pressure to resolve cases," said Chief Justice Nguyen Van Quang.
Regarding criminal cases, the rate of criminal case settlement reached 98.63% in terms of number of cases and 97.38% in terms of number of defendants, an increase compared to the previous year and exceeding the target assigned by the National Assembly by 10.63%. Notably, the whole sector did not detect any cases of wrongful conviction of innocent people, a target that the National Assembly always pays special attention to. The trial of corruption and negative cases, especially those under the supervision of the Central Steering Committee on Anti-Corruption and Negative Cases, was conducted promptly and strictly, ensuring the recovery of assets obtained from crimes. This is an important highlight demonstrating the role of the Court in the fight against corruption, strengthening people's trust.
Regarding civil and administrative cases, the Courts achieved a settlement rate of 88.64%, exceeding the assigned target by 10.64%. Mediation and dialogue work was effectively implemented, contributing to reducing trial pressure and creating social consensus.
Notably, administrative cases - a field with a low resolution rate for many years - have made great progress with a rate of 81.99%, an increase of 5.07% and exceeding the target assigned by the National Assembly by 21.99%. Dialogue between the people and administrative agencies has been strengthened; the situation of overdue cases due to subjective reasons has been thoroughly resolved.
Regarding cassation and retrial, the Supreme People's Court and the High People's Court have focused on resolving petitions for cassation and retrial, reaching a rate of 64.22%, exceeding the target assigned by the National Assembly by 4.22%. The quality of responses to petitions and arguments in cassation and retrial decisions has been significantly improved, ensuring persuasiveness and legality.
In addition to the task of adjudication, the Court sector continues to be one of the agencies with important contributions to the work of law-making... A bright spot of the sector is the promotion of digital transformation. In 2025, the Courts organized 16,383 online court sessions, creating favorable conditions for people, reducing social costs and ensuring publicity and transparency. Nearly 1.8 million judgments and decisions were published on the Supreme People's Court Electronic Information Portal, attracting 222 million visits, contributing to spreading the message of judicial transparency and creating an important data warehouse for legal research.
In addition to many positive results, the Report frankly pointed out some shortcomings such as judgments being annulled or amended due to subjective errors, the lack of facilities and equipment in some regional courts, the violations of discipline by some civil servants, and the slow progress of some projects due to the need to adjust to the new organizational model... These limitations require greater determination from the entire industry in tightening public discipline, standardizing facilities and perfecting internal processes.
Presenting the review report, Chairman of the National Assembly's Committee on Law and Justice Hoang Thanh Tung highly appreciated the efforts of the Court sector in ensuring the progress and quality of case settlement; many targets far exceeded the National Assembly's requirements; no wrongful convictions occurred. Dialogue in administrative cases and mediation in civil cases have clearly changed, contributing to reducing disputes and enhancing the prestige of the judicial agency...
The Committee recommends that the Supreme People's Court continue to review the law, detect overlapping and inconsistent regulations, especially in areas prone to disputes such as land, minerals, banking, cyber security, food safety, etc., to propose timely amendments. At the same time, the sector needs to promptly issue documents guiding the implementation of new laws passed by the National Assembly at the 10th Session; ensuring the Party's comprehensive leadership over judicial agencies.
In addition, the Committee also recommended increasing investment in facilities, equipment, and funding for the Courts, especially the Regional People's Courts - a new institution that plays a core role in the three-level judicial model. The Committee also requested the Ministry of Public Security, the Supreme People's Procuracy, and the Supreme People's Court to coordinate in issuing general guidelines on organizing litigation activities in the context that the district level no longer has an investigation agency and the Courts and Procuracies are organized at only two new levels.
Limit wrongful prosecution, protect the rights and legitimate interests of organizations and individuals

Also at the meeting, presenting the report, Chief Justice of the Supreme People's Procuracy Nguyen Huy Tien said that in 2025, in the context of the situation of crime and law violations continuing to develop complicatedly, the Procuracy has focused on enhancing the responsibility of prosecution, strengthening supervision right from the stage of receiving denunciations and reports of crimes, ensuring full and lawful handling. The whole sector has resolved 134,427 reports of crimes, reaching 100%, and decided to prosecute 133,033 cases, an increase of 23.3% over the previous year. In the field of trial, hundreds of thousands of cases were prosecuted, no case was found where the Court declared the accused and defendants prosecuted by the Procuracy not guilty.
In addition, the investigation work of the investigation agency under the Procuracy also achieved a very high rate of resolving denunciations and crime reports, especially in very serious and especially serious cases; at the same time, strengthening the recovery of assets in corruption and economic cases. The work of requests and recommendations in the proceedings was focused on; many recommendations were accepted by the prosecution agencies, contributing to improving the quality of investigation and trial, overcoming shortcomings in judicial activities.
The work of criminal, civil and administrative prosecution all met and exceeded the set targets: In 2025, the Procuracy resolved 13,469 administrative cases, an increase of 3.9%, the rate of accepted protests reached 74.8%; in the civil, commercial and labor fields alone, 575,520 cases were resolved, an increase of 15.5%, the rate of accepted protests was nearly 80%. The work of civil judgment enforcement reached 84.2%, exceeding the target assigned by the National Assembly by 16.2%.
The audit report presented by Chairman of the Committee on Law and Justice Hoang Thanh Tung assessed that the Procuracy continues to affirm its important role in performing the functions of prosecution and supervision of judicial activities. The audit report also acknowledged many positive changes of the Procuracy, especially in supervising investigation activities, enhancing the cancellation of unfounded decisions of investigation agencies, contributing to limiting wrongful prosecutions, protecting the rights and legitimate interests of organizations and individuals and ensuring the rule of law.
Notably, the Chairman of the Law and Justice Committee emphasized that during the year, there was no case prosecuted by the Procuracy and the Court declared that the crime was not committed, demonstrating the enhanced responsibility of the prosecution; The rate of protests accepted by the Court was much higher than the requirements. The investigation of very serious and especially serious cases was carried out fully and resolutely, contributing to the strict handling of acts that violate social order.
Reporting on the enforcement of judgments in 2025, Minister of Justice Nguyen Hai Ninh said that civil enforcement agencies have exceeded their targets in terms of work and money. The results of the enforcement of criminal cases on economic and corruption cases have had many positive changes in value. 6,471 cases have been executed, collecting over VND 27,416 billion for the amounts misappropriated in criminal cases on economic and corruption (an increase of over VND 5,239 billion compared to 2024).
