
The official document states: In implementation of Conclusion No. 228-KL/TW dated December 31, 2025, of the Politburo and the Secretariat on the situation and results of the operation of the political system and local government at two levels; considering the proposal of the Ministry of Interior in Report No. 153/BC-BNV dated January 9, 2026, in order to further improve and enhance the effectiveness and efficiency of the operation of the two-level local government model, the Prime Minister requests ministries, sectors, and localities to seriously implement the following tasks:
Review legal documents and amend or supplement regulations that are no longer consistent with the two-tiered government model.
1. For central ministries and agencies
Continue to thoroughly understand and implement the conclusions of the Central Committee, the Politburo , and the Secretariat; urgently review the entire system of legal documents according to sectors and fields of management, promptly amend, supplement, issue new regulations, or repeal regulations that are no longer consistent with the two-tiered local government model, focusing on the areas of finance and budget, land, planning, organizational structure, personnel, administrative reform, digital transformation, science and technology, and education and training. Strictly implement decentralization, delegation of power, and delineation of authority; accelerate administrative procedure reform, digital transformation, and improve the effectiveness and efficiency of state management.
Specifically, the focus will be on the following key tasks:
- Ministry of Interior Urgently review and propose amendments and additions to regulations related to labor and employment to ensure compliance with the Law on Organization of Local Government, providing localities with a basis for delegating authority to commune-level People's Committees to effectively manage affairs, in line with the two-tiered local government model; urgently advise and submit to competent authorities amendments to Government Decree No. 126/2024/ND-CP dated October 8, 2024, regulating the organization, operation, and management of associations, and amendments to Prime Minister 's Decision No. 30/2011/QD-TTg dated June 1, 2011, on the remuneration regime for retired individuals holding full-time leadership positions in associations, after receiving approval from the Politburo.
- Ministry of Finance Continue to strengthen inspection, supervision, and guidance for localities in implementing the arrangement, organization, and handling of public offices and assets after the reorganization of the organizational structure and administrative units, ensuring compliance with the directives of competent authorities and legal regulations; publicly disclose information on the progress of arranging and handling public offices and assets of each locality on the Ministry of Finance's electronic portal and other mass media. Adhering closely to the Politburo's guidelines and directives in Conclusion No. 202-KL/TW dated October 31, 2025, continue to guide the implementation of the transfer and conversion of the functions of buildings and land for use as offices, operational facilities, medical facilities, educational, cultural, sports facilities, public purposes, national defense, security, and other purposes in accordance with the local land use plan and relevant plans (through land allocation, land leasing, etc., as prescribed by land law).
- The Ministry of Agriculture and Environment regularly reviews and rectifies errors in the information system under its management (publishing information on animal feed, etc.), ensuring its compatibility with the two-tiered local government model. It provides guidance and simplifies procedures, documents, and forms for land-related matters at the commune level; and directs the deployment of the agricultural sector database and open data catalog down to the commune level.
Achieve the targets for reducing and simplifying administrative procedures.
- The Ministry of Public Security and the Ministry of Science and Technology, in coordination with relevant ministries and agencies, will synchronously deploy digital infrastructure and shared databases, ensuring interoperability and effectively serving citizens and businesses.
- The Ministry of Justice advises the Government and the Prime Minister on the completion of targets for reducing and simplifying administrative procedures and business conditions; providing online public services; and implementing administrative procedures regardless of administrative boundaries within the provincial level.
Ensuring the adequate provision of essential public services to citizens and businesses.
2. For People's Committees of provinces and centrally-administered cities
- Organize and strictly implement Conclusion No. 228-KL/TW and the directives of the Central Committee, the Government, and the Prime Minister on the operation of the two-tiered local government model.
- Urgently bring specialized organizations and units such as agricultural extension services, land registration offices, and management boards into effective and efficient operation, ensuring the provision of essential public services to citizens and businesses.
- Strengthen training, professional development, and placement of commune-level officials and civil servants according to their expertise, especially in the fields of finance, land, planning, and information technology; simplify internal procedures, promote the application of information technology and digital transformation.
- Complete the digital infrastructure, digital platforms, and databases; standardize work processes; accelerate administrative procedure reforms, ensuring that work is handled quickly, openly, and transparently; continue digitizing records and documents to support the operation of the two-tiered local government model.
The Prime Minister requested that Ministers, heads of ministerial-level agencies, and chairpersons of People's Committees of provinces and centrally-administered cities be held accountable to the Prime Minister for the results of implementation.
The Ministry of Interior shall preside over and coordinate with relevant agencies to monitor, supervise, and compile the implementation situation and promptly report to the Prime Minister.
