Continue to enhance the effectiveness of the "National Unity in Building a Culturally Rich Life" movement.

On the afternoon of January 16th, Deputy Prime Minister Mai Van Chinh, Head of the Central Steering Committee for the "National Unity in Building a Culturally Rich Life" Movement, chaired a meeting to summarize the movement's work in 2025 and to implement key tasks for 2026 of the Steering Committee.

Attending the meeting were Ms. Ha Thi Nga, Vice Chairwoman and Secretary General of the Central Committee of the Vietnam Fatherland Front - Standing Member of the Steering Committee; Ms. Trinh Thi Thuy, Deputy Minister of Culture, Sports and Tourism - Standing Member of the Steering Committee; and leaders of central committees, ministries, and agencies who are members of the Steering Committee.

Deputy Prime Minister Mai Van Chinh chaired the meeting to summarize the work of the movement in 2025 and implement key tasks for 2026 of the Central Steering Committee of the "All People Unite to Build a Culturally Rich Life" Movement.

At the meeting, Deputy Minister of Culture, Sports and Tourism Trinh Thi Thuy reported on the results of the "National Unity in Building a Culturally Rich Life" movement in 2025 and the direction and tasks for 2026.

After listening to the discussions of the Steering Committee members and concluding the meeting, Deputy Prime Minister Mai Van Chinh basically agreed with the draft report of the Ministry of Culture, Sports and Tourism and the opinions, proposals, and recommendations of the delegates attending the meeting. He also assigned the Ministry of Culture, Sports and Tourism to take the lead in incorporating the feedback; finalize the draft summary report and related draft documents; and coordinate with the Government Office to finalize the draft notice of the meeting's conclusions.

Regarding the performance results for 2025, the Deputy Prime Minister emphasized that, alongside advantages, our country also faces many difficulties and challenges. In these circumstances, we see even more clearly the role of culture in general in the sustainable development of the country.

Cultural movements and events were successfully implemented and organized over the past year, having a very positive ripple effect. Major policies and guidelines on cultural development continue to receive special attention from the Party and State (typically the Politburo's Resolution on the development of Vietnamese culture, the Politburo's Conclusion on continuing to implement Resolution 33 on "building and developing Vietnamese culture and people to meet the requirements of sustainable national development", the continued implementation of Resolution 23 on the development of literature and art, and the implementation of the National Target Program on cultural development for the period 2026-2035); thereby further affirming that "culture is a solid spiritual foundation and an important endogenous driving force" for national development in the new era.

Therefore, the "National Unity for Building a Culturally Rich Life" movement is not simply about mobilizing the masses, but also a strategic solution contributing to preserving the nation's beautiful cultural identity, building a healthy, civilized, and humane cultural environment, and developing well-rounded Vietnamese people.

Through evaluating the implementation of the 2025 work program, the "National Unity for Building a Culturally Rich Life" movement has achieved many positive results; many activities have been promoted and become more systematic, such as building a civilized lifestyle, culturally rich families, managing and organizing festivals, developing and implementing village regulations and conventions, etc., and continuing to effectively integrate and combine with related movements, programs, and plans such as: the National Unity for Building New Rural Areas and Civilized Urban Areas, the National Movement for Protecting National Security, the National Movement for Environmental Protection, the Movement for the Poor and Leaving No One Behind, building clean, green, and environmentally friendly residential areas…

    Strengthening the personnel of the Central Steering Committee for the "National Unity in Building a Culturally Rich Life" Movement.

In 2025, good practices and models continued to be researched and replicated, such as: "Model residential areas"; "Waste-free residential areas"; "Learning and cultured families"; "Civilized festivals"; in addition, in 2025, member agencies of the Central Steering Committee of the Movement effectively implemented the emulation movement "Eliminating temporary and dilapidated houses" nationwide. They also participated in the "Quang Trung Campaign" to rapidly rebuild and repair houses for households damaged by storms and floods in the Central region.

The Ministry of Culture, Sports and Tourism and the member agencies and organizations of the Central Steering Committee have all made efforts to implement the contents of the Movement according to the Regulations on the organization and operation of the Central Steering Committee, achieving positive results.

The Steering Committees at all levels have implemented tasks and solutions in a focused and targeted manner, strengthening coordination, promoting propaganda and education, and continuing to raise public awareness; organizing many activities such as the National Unity Day; improving the quality of evaluation and recognition of emulation titles of the Movement; and researching investment in the construction of cultural and sports centers to serve workers.

The key aspects of the Movement, such as building culturally advanced agencies, culturally advanced residential areas, and culturally advanced families, have truly become vibrant and widespread emulation movements.

By 2025, it is estimated that nearly 90% of households will achieve the title of "Culturally Advanced Family"; many localities will actively implement models such as "Exemplary Culturally Advanced Family", "Learning Family", "Family with 5 No's and 3 Cleanliness Standards"...; implement the set of criteria for building happy families in 2025 and 2026, integrating the contents of national values, culture, family and the standards of Vietnamese people in the new era; most villages and hamlets will achieve the title of "Culturally Advanced Village/Hamlet"; many agencies, units and businesses will achieve the title of "Agency, Unit, Business Meeting Cultural Standards". This will continue to be integrated with economic and social development plans and key tasks.

On behalf of the Central Steering Committee, the Deputy Prime Minister acknowledged, highly appreciated, and commended the sense of responsibility of the member agencies of the Central Steering Committee and the Steering Committees of the Movement at all levels; the efforts of Party committees, governments, armed forces, political and social organizations, press and media agencies, and especially the positive response of the people in implementing the Movement in recent years.

The Deputy Prime Minister also pointed out some limitations, obstacles, and difficulties such as: The negative aspects of the market mechanism have been and are impacting social values, moral standards, traditional values, and professional ethics. The coordination between families, schools, and society in educating ethics and lifestyles is not yet synchronized, and has not fully utilized the combined strength of the political system and the entire society.

The operation of some cultural and sports facilities is not very effective in some areas. Attention, investment, and encouragement for organizations and individuals to develop grassroots cultural facilities and cultural and sports facilities for workers in industrial zones remain limited.

Evaluating the results of achieving the criteria for civilized urban areas in some localities still faces certain difficulties. In some places, the quality of cultural titles remains superficial and lacks depth; inspection, supervision, preliminary and final reviews are still limited. Resource allocation and social mobilization are still limited, especially in disadvantaged areas, ethnic minority regions, and remote areas.

Regarding tasks and solutions for 2026 and subsequent years, the Deputy Prime Minister stated that 2026 is of particular importance, as it will be the year of the 14th National Party Congress, the election of National Assembly and People's Council representatives at all levels for the new term; the first year of implementing the 5-year socio-economic development plan 2026-2031; the implementation of the Resolution of the 14th Party Congress, Resolution No. 80-NQ/TW dated January 7, 2026 of the Politburo on the development of Vietnamese culture, and in the context of rapid and complex changes in the world, including the competition for value and the influence of the cultural industry. Therefore, to continue to improve the effectiveness of activities, create positive changes in the organization and implementation of the movement, awaken the tradition of patriotism, consolidate faith and the strength of national unity, in the coming period, it is necessary to focus on the following main contents:

Regarding some key tasks and solutions for the members and member agencies of the Steering Committee:

Firstly, continue to strengthen accountability, especially of leaders, and effectively implement the contents of the Movement according to their assigned functions, duties, and authority.

Actively disseminate and implement the Party's guidelines, policies, and strategies on cultural development, including the Resolution of the 14th Party Congress; Resolution No. 80-NQ/TW dated January 7, 2026, of the Politburo; and the National Target Program for Cultural Development for the period 2026-2035.

Continue to innovate in thinking, content, and methods of implementing the Movement in conjunction with digital transformation, promoting the self-governance role of the community, and truly putting the people at the center and as the main actors.

Review the relevant legal documents and propose to the competent authorities for consideration of amendments, additions, and new regulations to suit current practices and the two-tiered local government model.

Research and propose solutions to improve the quality of cultural titles in line with the orientation and strategy of cultural development and the building of Vietnamese people.

Local authorities proactively launch emulation movements that are appropriate to their local realities.

Secondly, we must strengthen the dissemination and education of ethics and lifestyles within families, schools, and society; focus communication on key areas and emphasize innovation in content and methods; and resolutely combat anti-cultural and deviant cultural behaviors. We must enhance effective integration with cultural movements, programs, and activities, and promote the role of associations and organizations in the community.

Thirdly, strengthen coordination, proactively review and promptly handle, within the scope of authority, or report to competent authorities for resolution, difficulties and obstacles, especially regarding mechanisms, policies, and resources.

Fourth, continue to effectively implement relevant coordination programs among member agencies of the Steering Committee at all levels. Organize on-site inspections of the implementation of the Movement in a number of ministries, sectors, and localities in 2026; in which, strengthen the inspection and supervision of the Central Steering Committee over the Steering Committees at all levels, focusing on summarizing and evaluating the results of the 25-year review of the Movement's implementation in localities.

Fifth, continue selecting themes and identifying "key points" for appropriate implementation, such as launching movements with strong widespread impact like the digital literacy movement, paying more attention to issues of environmental sanitation, traffic culture, and preventing and combating school violence... Implementation needs to be persistent, regular, and have a specific plan with clear content, methods, resources, and evaluation criteria; it should include launching, implementation, inspection, preliminary and final reviews, recognition, and rewards…; based on this, build and replicate good models and practices.

Sixth, we encourage individuals, organizations, businesses, and communities to continue actively participating in and supporting the Movement through various appropriate forms.

The Deputy Prime Minister also gave his opinion on several specific proposals, such as organizing a national conference to summarize 25 years of implementing the Movement; developing and promulgating the Program for implementing the Movement for the period 2026-2030, with a vision to 2035; developing regulations on the organization and operation of the Central Steering Committee; reviewing, amending, and supplementing relevant regulations to conform with legal regulations on emulation and commendation and the two-tier government model; the proposal of the Vietnam General Confederation of Labor regarding the authority to consider and recognize the title "Agency, unit, enterprise meeting cultural standards"; and researching, amending, and supplementing regulations and guidelines on funding…

With the efforts and determination of the entire political system under the leadership of the Party, the Deputy Prime Minister believes that the "National Unity Movement for Building a Culturally Rich Life" in the "new era" will continuously innovate and improve in all aspects, ensuring suitability to the new context, conditions, and requirements, thereby making an important contribution to creating positive changes in building and developing comprehensively the Vietnamese people and building an advanced Vietnamese culture rich in national identity, arousing patriotic traditions and national pride, and leading the country to prosperous, strong, and happy development.
