In Conclusion 210, the Central Committee of the Party unanimously assessed that, after 8 years of implementing Resolution No. 18, the restructuring and streamlining of the organizational apparatus has been comprehensively, thoroughly, and synchronously implemented nationwide on a large scale.
Nationwide, the number of centrally-affiliated agencies was reduced by 34.9%, and the number of Party committees and Party leadership boards was eliminated by 100%; provincial-level administrative units were reduced by 46%, and commune-level administrative units by 66.9%. For the first time since 1945, we reduced one administrative level (eliminating the district level), implementing a two-tiered local government system.

The review of the implementation of Resolution 18 on restructuring and streamlining the political system apparatus was discussed by the Central Committee of the Party at the recent 14th Central Committee meeting of the 13th term.

The achievements made in the past period have affirmed the breakthrough and innovative thinking in leadership, guidance, and implementation, truly a revolution, a "reorganization of the nation." It has reorganized and expanded the country's development space, creating a new strategic, long-term development model.
At the same time, it promotes national and local governance, shifting from a management model to a service-oriented model, fostering development, and ushering the country into a new era of strong, prosperous growth; demonstrating the determination of the Party, the State, and the people to fundamentally and vigorously reform the organizational structure of the political system.
The results of the revolution to streamline the organizational structure of the political system show that this is a very correct and effective policy with historical significance, supported by cadres, Party members and the people, and highly appreciated by international public opinion.
Continue reorganizing villages and residential areas within wards and communes.
Based on the assessment of the achievements, the Central Party Committee directed Party committees at all levels, agencies, and units, especially their leaders, to strengthen and maintain internal unity; to promote the preliminary and comprehensive review of practical experiences and theoretical research; and to continue supplementing and perfecting the overall organizational model of the political system and the two-tiered local government model to operate effectively and efficiently, in line with the reform line and the path to socialism in Vietnam.
Regarding institutional reform, the Central Party Committee requires the highest concentration of resources to continue the comprehensive improvement of institutions related to the functions, tasks, powers, and organizational structure of agencies, units, and organizations within the political system, in order to achieve rapid and sustainable national development.
The delineation of authority and responsibilities of the National Assembly , the Government, the executive branch, and the judicial branch, as well as the interconnected authority between the three levels (central, provincial, and commune) for each field, eliminates overlapping and gaps in responsibilities, and ensures consistency, uniformity, and clarity in accordance with the conclusions of the Central Committee and the draft documents submitted to the 14th Party Congress and the 2013 Constitution.
Regarding organizational structure and personnel management, the Central Party Committee requires focused leadership and guidance in restructuring public service units, the two academies of social sciences and science and technology, schools, educational institutions, medical facilities, and state-owned enterprises in accordance with the Central Committee's guidelines and tailored to each sector, field, and locality.
In particular, special attention should be paid to education and healthcare in disadvantaged, mountainous, and remote areas; policies should be enacted to strongly promote financial autonomy for public service units. The review and streamlining of internal organizations within agencies, units, and organizations in the political system should continue to ensure efficient, effective, and effective operation.
Urgently complete the reorganization of internal structures within the Fatherland Front, political and social organizations, and mass associations at all levels assigned tasks by the Party and State; reorganize newspapers, magazines, and public service units under political and social organizations (at the central and provincial levels) according to the Central Committee's conclusions, ensuring synchronicity, smooth operation, streamlining, effectiveness, efficiency, closeness to the people, grassroots engagement, and the establishment of corresponding and appropriate Party organizations for each political and social organization.
The Central Party Committee also requested that villages and residential areas in communes and wards, as well as part-time officials in villages and residential areas, be reorganized to suit the requirements of the new situation.
Implement appropriate salary reforms and streamline the organizational structure.
Regarding personnel, the Central Party Committee requested the urgent, effective, and synchronized implementation of the institutional framework for personnel work; in particular, focusing on strictly implementing newly issued regulations in accordance with the principle of "in and out," and "promotion and demotion."
Continue to implement decisively, synchronously, and effectively the arrangement of appointing Party committee secretaries, chairmen of People's Committees, heads of inspection committees, chief inspectors, etc., who are not from the local area. Study the implementation of appointing heads of provincial-level sectors and fields such as prosecution, courts, and taxation who are not from the local area.
Strengthen the control of power in personnel work in a substantive and effective manner; resolutely overcome weaknesses, shortcomings, and loopholes in personnel work. Fight fiercely and effectively against acts of seeking positions and power through illicit means.
Simultaneously, allocate sufficient resources and organize mandatory training in professional skills, expertise, and management capabilities (including data management) to build a team of cadres, civil servants, and public employees within the political system who are capable of operating the restructured organizational apparatus from the central to local levels, meeting the very high demands and tasks in the new development phase.
