On January 13, 2026, Binh Son Refining and Petrochemical Joint Stock Company ( BSR ), in coordination with the Quang Ngai Provincial Police, held a conference to summarize 10 years of implementing Coordination Regulation No. 02/QCPH-CAT-BSR and signed a new Coordination Regulation on ensuring security and order at the Dung Quat Refinery.
In his opening remarks at the conference, BSR Chairman Bui Ngoc Duong emphasized: To date, BSR has achieved nearly 55 million safe working hours, without any incidents related to fire, explosion, security, or the environment, affirming the management and safe and stable operation capabilities of the Dung Quat Refinery. Over the past year, BSR continued to receive close and timely support from the Quang Ngai Provincial Police, significantly contributing to the company's effective production and business operations, completing and exceeding all planned targets. BSR's outstanding results have made a positive contribution to the double-digit economic growth of Quang Ngai province in 2025. This is vivid evidence of the effectiveness of the cooperative relationship between BSR and the provincial departments and agencies, especially the Quang Ngai Provincial Police. On this occasion, BSR Chairman Bui Ngoc Duong expressed his wish for the two units to continue strengthening coordination, sharing information, and ensuring absolute security and safety for the plant in all situations.

The conference was co-chaired by Colonel Vo Van Duong – Deputy Director of the Provincial Police and Mr. Nguyen Viet Thang – General Director of BSR.
Reporting at the conference, Lieutenant Colonel Huynh Tan Vu, Head of the Economic Security Department of the Quang Ngai Provincial Police, stated: On October 30, 2015, the Quang Ngai Provincial Police and Binh Son Refinery and Petrochemical Company signed Coordination Regulation No. 02/QCPH-CAT-BSR (hereinafter referred to as Regulation No. 02) on ensuring security and order at the Dung Quat Refinery. Over the past 10 years of implementation, security and order at the refinery have been consistently maintained, ensuring absolute safety and preventing any complex, unexpected, or disruptive incidents.

Besides the positive results, Lieutenant Colonel Huynh Tan Vu also pointed out some emerging issues that need continued attention. Every year, the encroachment of fishermen into the protected area around the refinery continues to recur. Although functional forces have coordinated to control, prevent, and promptly handle the situation, the use of explosives by some fishermen outside the refinery's boundaries for fishing still poses a potential risk to the security and safety of the crude oil import port.
Furthermore, illegal construction of houses and shops by residents, planting trees within the factory's protection corridor; re-encroachment on the factory's upgrade and expansion project site; obstruction of contractors' construction of the factory fence; and the harvesting of acacia and eucalyptus trees and burning of undergrowth after harvesting along the product pipeline corridor and storage tank area still occur, posing a risk of fire and explosion, directly threatening the factory's safety. The security and order situation related to workers is generally stable; however, there are still some cases of contractor personnel violating the factory's rules and regulations, affecting security and safety efforts.

BSR General Director Nguyen Viet Thang emphasized the role of coordination with the Quang Ngai Provincial Police in ensuring security and order at the Dung Quat Refinery.
In conjunction with the implementation of Coordination Regulation No. 02, the leaders of the two units have proactively led, directed, and effectively implemented plans and directives on ensuring security and order at the plant. On the BSR side, the company has developed and implemented a counter-terrorism plan; a comprehensive fire fighting plan; and issued and strictly enforced procedures, regulations, and rules on plant security and safety, such as procedures for controlling the entry and exit of people and vehicles; regulations on fire prevention and control; and plant regulations. On the part of the Provincial Police, plans have been developed and implemented to ensure security and order at the plant; to ensure security and order in the Dung Quat Economic Zone and other industrial parks; and to ensure security and order during the three comprehensive maintenance periods of the plant.
In terms of advisory and coordination work, BSR and the Quang Ngai Provincial Police have collaborated to advise the Party Committee and local government on leading and directing the work of ensuring security and order at the plant; coordinated in disseminating information and preventing crime; exchanged information, inspected, guided, and promptly handled any incidents that arose.
In particular, coordinated security, patrol, guarding, and fire prevention and control efforts have been implemented synchronously and systematically. The Quang Ngai Provincial Police established an Armed Police Unit to protect the Dung Quat Refinery (now the Armed Police Platoon protecting the Refinery), with 24/7 guard duty. BSR hired a professional security unit to protect the Refinery on a shift basis, 24/7; invested in and equipped a surveillance camera system along the fence and in the workshops; an intrusion detection system (IDS); and equipped explosive detectors and automatic metal detectors at the security gates.

At the conference, the Quang Ngai Provincial Police awarded certificates of commendation to BSR collectives and individuals for their outstanding achievements in coordinating efforts to ensure security and safety at the Dung Quat Refinery.

The specialized forces of the two units regularly coordinate patrols and inspections inside and outside the factory, ensuring security and safety for all production and business activities; they also coordinate to ensure traffic order and safety, especially during major maintenance periods and the Covid-19 pandemic. Fire prevention and control are always emphasized; both sides regularly coordinate inspections and corrective actions to address shortcomings; they strengthen personnel and equipment and invest in fire-fighting water systems to effectively handle incidents when they occur.
In the coming period, given the complex and unpredictable developments in the world and the region; the escalating Russia-Ukraine conflict threatening global energy security; increasingly sophisticated terrorist activities; increased subversive activities by hostile and reactionary forces; the complex development of high-tech crime; and the potential security and order issues arising from the upgrading and expansion project of the Dung Quat Refinery, the leaders of the two units have determined to continue strengthening close coordination, proactively monitoring the situation, promptly advising and effectively handling emerging issues, ensuring absolute security and safety for the Dung Quat Refinery in all situations.

Concluding the conference, Colonel Vo Van Duong, Deputy Director of the Quang Ngai Provincial Police, emphasized: To ensure the fulfillment of political tasks and maintain safety and security for the Dung Quat Refinery, on behalf of the functional units of the Quang Ngai Provincial Police, requested BSR to continue to cooperate closely in several key tasks. Specifically, BSR needs to proactively advise the Provincial Party Committee, the People's Committee of Quang Ngai province, and Petrovietnam to strengthen the effectiveness of state management in ensuring security and order at the refinery; focusing on information security, preventing illegal intrusion, and preventing fires and explosions. Both sides should maintain regular information exchange and sharing to promptly handle complex situations, especially during the period when BSR is implementing the Dung Quat Refinery Upgrade and Expansion Project. At the same time, they should periodically organize drills on counter-terrorism, riot control, and response to fire, explosion, and oil spill incidents. Strengthen propaganda and raise awareness among people in the area surrounding the factory about the significance and importance of ensuring security and order at the factory.
