The RECAF Khanh Hoa project is implemented by the Khanh Hoa Provincial Investment and Construction Project Management Board; the funding comes from the Green Climate Fund (GCF) and IFAD, with a total investment of over VND 475.5 billion. The project is being implemented in 12 communes: Ninh Hai, Xuan Hai, Vinh Hai, Thuan Bac, Cong Hai, Ninh Son, Lam Son, Anh Dung, My Son, Bac Ai Dong, Bac Ai, and Bac Ai Tay; the implementation period is from 2023 to 2027.
Thanks to the efforts of all parties involved, the project financing agreement and the sub-loan agreement between the Khanh Hoa Provincial People's Committee and the Ministry of Finance have been signed; the overall project plan has received a Letter of No Objection from IFAD; the Provincial Investment and Construction Project Management Board has sent out documents to relevant units for comments and is currently compiling them, with the aim of submitting them to the Provincial People's Committee for approval by the end of May 2026 to proceed with the next steps.
Regarding the proposed additional IFAD loan funding for the 2026-2030 period, the Provincial Investment and Construction Project Management Board has currently solicited feedback from units and localities on the investment portfolio (water infrastructure, transportation infrastructure, adaptation infrastructure) serving rural agricultural development, value chains, climate change adaptation, and support for vulnerable groups (poor households, ethnic minorities, women, youth). Initial information has been compiled, estimating 36 projects with a capital requirement of approximately US$40 million.

During the meeting, leaders of departments and agencies proposed that IFAD provide further guidance on the implementation plan for the additional IFAD funding; develop a separate project to implement the additional funding; provide guidance on criteria for selecting implementation locations, beneficiaries, and prioritized activity groups for using this additional funding.
Speaking at the meeting, Comrade Trinh Minh Hoang highly appreciated the importance and significance of the project, and also suggested researching and adding components to the project to ensure water security and protect water sources in reservoir areas in the province, thereby reducing the risk of forest degradation.
The IFAD delegation thanked the province for its active cooperation in promoting the project and stated that it would be ready to send a team of experts to support Khanh Hoa province in adding components to the project, the implementation sequence, and the use of additional loan funds in the future.

The People's Committee of Khanh Hoa province and IFAD also expressed confidence in the project's future success, aiming towards the common goal of minimizing emissions from deforestation and forest degradation by addressing factors in agriculture and forestry, encouraging strategic and effective investment to restore and sustainably manage forest areas; empowering and improving the adaptability of communities to improve livelihoods, reduce poverty, and better respond to climate change; reducing greenhouse gas emissions from agriculture, forestry, and other land use, contributing to the sustainable and climate-resilient development of communities dependent on forests.
