The Ministry of Home Affairs has issued Circular 07/2023/TT-BNV stipulating criteria and standards for assessing the quality and acceptance of public career services using the state budget in the field of Home Affairs on training of cadres, civil servants and public employees.

The Circular stipulates that the content of the assessment of the quality of public career services using the state budget in the field of Home Affairs on training of cadres, civil servants and public employees includes: Programs, documents; trainees; lecturers; facilities and support activities; training courses; training effectiveness.
Criteria and standards for the quality of public career services using the state budget in the field of Home Affairs on training of cadres, civil servants and public employees are specified in the Appendix attached to the Circular, including the following 6 groups of criteria:
1- Group of evaluation criteria for training programs and materials.
2- Group of criteria for evaluating students.
3- Group of criteria for evaluating lecturers.
4- Group of criteria for evaluating facilities and support activities.
5- Evaluation criteria for training courses.
6- Group of criteria for evaluating training effectiveness.
Evaluation and acceptance of service quality on training of civil servants and public employees
In addition, the Circular clearly states that service quality assessment is carried out based on assessment criteria using a scoring method on a 100-point scale.
Specifically, service quality is assessed according to the following levels:
- Good: Total score from 70 points to under 80 points.
- Pass: Total score from 50 points to under 70 points.
- Failed: Total score below 50 points.
When the service quality is assessed as satisfactory or higher, it will be accepted and paid according to the provisions of the State Budget Law and other legal provisions.
Service quality is assessed as good and is one of the bases for the ordering agency to consider and prioritize the selection of suppliers when implementing similar services according to current state regulations.
The head of the ordering agency shall submit to the competent authority the establishment of a Service Quality Assessment Council to determine the level of achievement as a basis for acceptance of service volume, quality and payment.
The service quality assessment council has an odd number of members and at least 05 members including: Chairman who is the head of the ordering agency; 01 Vice Chairman who is the deputy of the head of the ordering agency; members who are representatives of relevant units and experts with experience in the field of training and fostering; 01 Council secretary.
The Service Quality Assessment Council operates on the principle of democratic centralism and consensus discussion. The survey results obtained from the quality assessment forms for training cadres, civil servants and public employees (if any) are the basis for the Council to consider and assess service quality.
The supplier shall establish and settle the budget in accordance with the provisions of the State Budget Law and current regulations on advances, management and use of the state budget.
This Circular takes effect from August 1, 2023.
