Criteria for supporting activities to improve scientific and technological capacity

(Chinhphu.vn) - The Minister of Science and Technology has issued Circular 43/2025/TT-BKHCN regulating the management of support for activities to improve scientific and technological capacity.

Supporting activities to enhance scientific and technological capacity to develop national scientific and technological potential

This Circular provides for the contents, criteria, conditions, order, procedures for considering funding, signing contracts, managing and organizing the implementation of support for activities to improve the scientific and technological capacity of the National Science and Technology Development Fund; support for activities to improve the scientific and technological capacity of the Science, Technology and Innovation Development Fund of ministries, ministerial-level agencies, government agencies, other central agencies and provincial People's Committees as prescribed in Clause 1, Article 42 of Decree No. 267/2025/ND-CP dated October 14, 2025 of the Government detailing and guiding a number of articles of the Law on Science, Technology and Innovation on programs, tasks of science, technology and innovation and a number of regulations on promoting scientific research, technology development and innovation activities.

According to the Circular, the agency supporting the activities is the National Science and Technology Development Fund or the Science, Technology and Innovation Development Fund of ministries, ministerial-level agencies, government agencies, other central agencies and provincial People's Committees.

Ensure no duplicate support for activities with similar content and objectives

The Circular clearly states that supporting activities to improve scientific and technological capacity aims to develop national scientific and technological potential; enhance the capacity and quality of scientific research and technological development of organizations and individuals; serve socio- economic development, ensure national defense, security and international integration.

Support must ensure objectivity, democracy, and equality; information on support activities and procedures is made public on the electronic information portal of the agency supporting the activities and the national digital platform for science, technology, and innovation management.

Respond to the requirements of development and integration in scientific research, technology development and innovation. Ensure that there is no duplicate support for activities with similar content and objectives that have been funded from the state budget.

Support methods

Depending on the type of scientific and technological capacity building activities, support funding is provided in one of the following two ways:

One-time grant from the supporting agency to the supported agency or organization according to the approved research outline and explanation. The supported agency or organization is responsible for approving, managing and organizing the implementation of support activities to improve scientific and technological capacity through basic scientific, technological and innovation tasks.

Issued to agencies and organizations based on the results of application review.

Support for organizing scientific conferences in Vietnam

According to the Circular, the support content is implemented according to the provisions of Clause 1, Article 43 of Decree No. 267/2025/ND-CP.

Conditions for consideration of support

Organized by prestigious organizations in the field: has an official website introducing the conference; has prestigious scientists in the field registered to participate and present scientific reports.

Content is appropriate to the field of operation of the organizing unit.

Criteria for support consideration

The quality of scientific conferences is assessed through: the reputation and capacity of the organizing unit, organizing committee, and program committee; the composition of scientists participating in the conference; the results and quality of previous conferences (if any); and the scientific achievements of foreign scientists requesting financial support to participate in the conference.

Significance of scientific conferences for the research field or for the country, ministry, industry, or locality: the ability to create further results such as research cooperation, application of research results, or technology transfer;

Budget estimates are in accordance with current regulations.

Support the development of scientific journals

Support content is implemented according to regulations in Clause 1, Article 44 of Decree No. 267/2025/ND-CP; criteria for considering support are implemented according to regulations in Clause 3, Article 44 of Decree No. 267/2025/ND-CP.

Conditions for consideration of support

Is a scientific journal that meets the criteria specified in Clause 2, Article 10 of Circular No. 27/2025/TT-BKHCN dated October 31, 2025 of the Minister of Science and Technology regulating scientific articles and evaluation and classification of Vietnamese scientific journals.

There is a process for receiving, appraising and publishing articles according to the provisions of Article 38 of Decree No. 262/2025/ND-CP dated October 14, 2025 of the Government detailing and guiding the implementation of a number of articles of the Law on Science, Technology and Innovation on information, statistics, assessment, digital transformation and general issues.

In addition, the Circular also clearly states the conditions and criteria for supporting initiatives, technical improvement solutions or production rationalization; supporting scientific communication, technology and innovation activities, knowledge dissemination; supporting internships and short-term research abroad; supporting research activities of post-doctoral researchers; supporting research activities of doctoral students and master's students; supporting research activities of excellent scientists with outstanding achievements in scientific research and technology development; supporting inviting excellent foreign scientists to Vietnam for short-term academic exchanges...
