The seminar was chaired by Head of the City Party Committee's Internal Affairs Committee Vo Cong Chanh, aiming to concretize the Central Government's policies on preventing juvenile delinquency.
Delegates were informed of the basic provisions of the Law on Juvenile Justice passed by the National Assembly on November 30, 2024, effective from January 1, 2026. The discussion content stated that the increase in violations stems from the combined impact of many factors. Objective causes include the negative side of urbanization, lack of healthy playgrounds, early exposure to violent content on social networks and loose inter-sectoral coordination.
The subjective cause is due to the limited life skills and legal awareness of a part of the youth; lack of attention from family and educational programs in schools.
At the seminar, delegates proposed key groups of solutions such as: enhancing parents' responsibility in educating their children; diversifying propaganda content, educating students on law, ethics, and lifestyle; innovating the activities of youth organizations, associations, and teams to attract youth participation.
At the same time, it is necessary to strengthen inter-sectoral coordination to review, create management lists, and take timely measures to educate and reform high-risk youth.
Research and flexible application of diversion measures according to the Law on Juvenile Justice is necessary to help children correct their mistakes right in the community.
