In January 2026, the city's Industrial Production Index (IIP) increased by 36.2% compared to January 2025.

Accelerate

Despite the extended New Year's Day holiday in January, the city, as the industrial hub of the North and the entire country, experienced spectacular growth in industrial production.

The industrial picture in January showed a bright outlook across all sectors. Specifically, the manufacturing industry increased by 38.78%; the electricity, gas, hot water, steam and air conditioning production and distribution industry increased by 3.69%; and the water supply, waste management and wastewater treatment industry increased by 9.31%... compared to the same period in 2025.

The Tien Lang Airport Industrial Park – Zone B project was officially launched on January 15.
When operational, the Tien Lang Airport Industrial Park - Zone B is expected to attract approximately $1.5 billion in investment and create jobs for around 20,000 workers.

The development of new industrial parks was a prominent highlight of Hai Phong in January. On January 15th, the city, in coordination with investors, commenced construction on three industrial parks: Tien Lang 1; Tien Lang Airport - Zone B; and Vinh Quang Industrial Park (Phase 1), with a total investment of nearly 20,000 billion VND.

The simultaneous commencement of construction on three industrial parks with a total area of over 1,000 hectares in the early days of 2026 shows that Hai Phong is entering a new phase of development, with increasingly higher scale and quality, befitting its role as an industrial and logistics center of the Northern region.

The high increase in the industrial production index in the first month of the year is even more significant as it marks the beginning of 2026 – a pivotal year in achieving the targets of the Resolution of the First Congress of the Hai Phong City Party Committee and implementing the socio -economic development plan for the period 2026-2030.

The strong start from the industrial sector creates solid confidence for businesses to invest and expand production; workers have more jobs and income; and the city achieves its GRDP growth target of 13%.

Economic driving force

Import and export cargo through Hai Phong’s seaport.
The city pays attention to and promptly resolves obstacles related to import and export activities to support businesses.

According to Nguyen Hoang Long, Director of the Department of Industry and Trade, achieving the target of a 15.5% to 16% increase in the Industrial Production Index (IIP) by 2026 (with a total industrial production value of approximately VND 2,025 billion) is a huge challenge requiring high determination, comprehensive solutions, decisive, flexible, and effective actions. This is especially true given that in 2025, the city's IIP was one of four targets that did not meet the plan, creating significant pressure on this sector.

The Department of Industry and Trade will coordinate with other city departments and agencies to compile a list of 214 businesses with revenues exceeding 1,000 billion VND in order to closely monitor their production and business activities, prioritize electricity supply, and streamline administrative procedures through a green channel mechanism, helping businesses feel secure in their production and contribute more to growth.

At the same time, in coordination with the Management Board of the Economic Zone, efforts will be focused on urging and proactively supporting 102 industrial project investors with a total investment of over 1.63 billion USD, accelerating construction progress to ensure they begin production in 2026, contributing new production capacity to industrial growth.

According to the Hai Phong Economic Zone Management Board, as of the end of January 2026, the city has 2 economic zones with a total area of 42,540 hectares and 44 industrial parks with a total area of over 12,000 hectares. The city has 2 eco-industrial parks, among the first 5 industrial parks in the country; and 1 free trade zone with the characteristics of a comprehensive free trade zone, organized into functional areas including: production zones, port and port logistics zones, logistics centers, trade and service zones, and other types of functional zones as prescribed by law.

The average investment per hectare is estimated at $13 million, more than three times higher than the national average investment per hectare (approximately $4 million).

To contribute to the target of 15.5% to 16% growth in the Industrial Production Index (IIP) in 2026, Deputy Head of the Hai Phong Economic Zone Management Board, Nguyen Thi Bich Dung, shared that the Board is focusing intensely and coordinating well with the Department of Industry and Trade and other city departments and agencies to accelerate the progress of 12 industrial parks with an area of 3,203 hectares; and the next port terminals from berths 7 to 12 at Lach Huyen... At the same time, it is promoting investment attraction, maximizing the potential, advantages, and outstanding special mechanisms and policies of the Southern Hai Phong Coastal Economic Zone and the Free Trade Zone...

"The unit is strengthening the implementation of tasks related to connecting domestic manufacturers of supporting industrial products with FDI enterprises to develop the private economy; supporting the city's businesses to participate in the supply chains of FDI corporations...", added Ms. Nguyen Thi Bich Dung.

From now until the end of the year, there are many opportunities and challenges for industrial development. However, the impressive IIP growth results in January have helped Hai Phong city further strengthen its confidence in achieving the targets and tasks set for this key sector.

Maintaining a high growth rate, combined with promptly addressing obstacles and bottlenecks; supporting industrial zones, clusters, and secondary enterprises to start operations early to supplement capacity, increase productivity and product output, will help the industrial sector become a solid pillar and a strong driving force, effectively contributing to Hai Phong city's growth target of 13% or more in 2026.
