On the afternoon of November 13, the Hanoi People's Council, term XVI, 2021-2026, held a thematic session (the twenty-seventh session) to review and decide on a number of contents under the authority of the City People's Council.

At the meeting, delegates dismissed comrade Nguyen Ngoc Tuan from the position of Chairman of the City People's Council due to the age requirement of not being re-elected; elected comrade Phung Thi Hong Ha, Deputy Secretary of the City Party Committee, Permanent Vice Chairman of the City People's Council to hold the position of Chairman of the City People's Council for the 16th term, 2021-2026 term; elected comrade Tran The Cuong, member of the Standing Committee of the City Party Committee, Director of the Hanoi Department of Education and Training to hold the position of Vice Chairman of the City People's Council for the 16th term, 2021-2026 term.

At the session, the Hanoi People's Council also carried out the procedure to dismiss comrade Tran Sy Thanh from the position of Chairman of the Hanoi People's Committee because he was mobilized, assigned and elected by the Central Committee to hold the position of Chairman of the 13th Central Inspection Committee ; at the same time, elected comrade Nguyen Duc Trung, Deputy Secretary of the City Party Committee, to hold the position of Chairman of the City People's Committee for the 2021-2026 term; elected comrade Nguyen Xuan Luu, member of the Standing Committee of the City Party Committee, Director of the Hanoi Department of Finance, to hold the position of Vice Chairman of the City People's Committee for the 2021-2026 term.

The 11th Central Conference of the 13th tenure approved the basic content of the draft documents to be submitted to the 14th National Party Congress, in which the Congress theme was determined: "Under the glorious flag of the Party, join hands and unite to successfully implement the country's development goals by 2030; be strategically autonomous, self-reliant, and confidently advance in the era of the nation's rise for peace, independence, democracy, wealth, prosperity, civilization, happiness, and steadily advance towards socialism".

General Secretary To Lam affirmed: “The great achievements gained after 40 years of renovation under the leadership of the Party have helped Vietnam accumulate position and strength for breakthrough development in the next period… Vietnam has become a developing country with average income, deeply and widely integrated into world politics, the global economy, and human civilization…”.

On the international level, General Secretary To Lam commented: “The world is in a period of epochal change; from now until 2030 is the most important period to establish a new world order, and also a period of strategic opportunity for the Vietnamese revolution to achieve the goal of 100 years under the Party's leadership.”

From recent direct dialogues between Party committees and authorities with the Fatherland Front, socio-political organizations and people in communes in Hanoi, many issues of people's livelihood, infrastructure, land and environment have been raised, discussed clearly, and timely solutions have been proposed.

In O Dien commune, in preparation for the dialogue conference between the heads of the Party Committee and government with the Fatherland Front, socio-political organizations and people, there were hundreds of comments.

Vice Chairman of the People's Committee of O Dien Commune, Pham Van Khoi, informed that the commune has coordinated with the Land Registration Office to review and determine that, to date, there are still 198 files that need to be adjusted. At the same time, the commune also developed a plan to completely handle land exchange cases related to the Tan Hoi B Kindergarten project and key infrastructure projects.

Hanoi City has just established the Forest Protection and Development Fund. This is considered a special financial tool mobilized from social resources for the management, protection and sustainable development of forests in the capital.

As one of the localities with large forest areas in Hanoi, Deputy Head of the Economic Department of Huong Son Commune Nguyen Thi Huong Giang said that the establishment of the Forest Protection and Development Fund is a correct policy and is of great interest to the people.

Deputy Director of the Hanoi City Forest Protection and Development Fund Bui Huy Khoi said that in the first phase, the unit will coordinate with communes with forests to review the area, determine payment objects and organize training and guidance on forest environmental service policies.
