The 14th National Congress of the Party took place precisely as the country entered its 40th year of the Doi Moi (Renovation) process (1986-2026). This is a sufficiently long period to test the Party's governing capacity and its leadership in innovation and national development.
If the international context and the times present both "opportunities and challenges," then the core content of the 14th National Congress of the Party is the strategic solution to the nation's development problem.
True to its theme: “Under the glorious banner of the Party, united in determination to successfully achieve the national development goals by 2030; strategic autonomy, self-reliance, self-confidence, and strong progress in the era of national development, for peace , independence, democracy, prosperity, civilization, happiness, and steadily advancing towards socialism,” the 14th National Congress of the Party was a high-level convergence of the Party's leadership vision and the burning aspirations of over 100 million compatriots.
The Congress documents are the culmination of the wisdom of the entire Party and the entire people, a convergence point of "the Party's will and the people's aspirations" and the desire for a strong and prosperous Vietnam.

Today, January 20, 2026, the 14th National Congress of the Communist Party of Vietnam officially opened solemnly in Hanoi. This is a momentous political event for the country in the Ho Chi Minh era, marking a historical milestone that will usher the Vietnamese nation into a new era of strong, prosperous development.
Guided by the light of Marxism-Leninism and Ho Chi Minh Thought, for the past 96 years, the Party has led our people from one victory to another.
Taking on the historic responsibility of ushering in a new era for the country, the 14th National Congress of the Party set the strategic goal of continuing to maintain a peaceful and stable environment; developing the country rapidly and sustainably and firmly protecting the Fatherland; comprehensively improving and enhancing the people's lives; achieving strategic autonomy, self-reliance, self-confidence, and strong progress in the new era of the nation.
In that common goal, the Hanoi City Party Committee, with its exemplary role and responsibility in leading the implementation of the political tasks of the Central Government and the Capital, will steadfastly adhere to the motto "Discipline, professionalism - Breakthrough, creativity - Efficiency, sustainability," resolutely acting strongly, promoting its central and leading role, creating a foundation and driving force for the development of the country in the new era.
Hanoi enters a new era: The responsibility of pioneering and leading development.
Lesson 1: The Special Responsibilities of the Capital City
Recognizing its role and position, the Party Committee, government, and people of Hanoi have determined that the tasks assigned to Hanoi by the Central Government are not merely ordinary development requirements, but special political responsibilities, making a significant contribution to enhancing the position, role, and prestige of our Party and State in the new era.
Highly appreciating Hanoi as a leading locality in proposing a new growth model to achieve double-digit growth targets, General Secretary To Lam said that, with the exemplary spirit of the capital in national development, Hanoi needs to unlock new driving forces, resolutely and steadfastly pursue the goal of continuous double-digit growth, and in the immediate future must achieve the growth target for 2026.
Politburo member and Hanoi Party Secretary Nguyen Duy Ngoc affirmed: “The city government puts the people at the center, serving the people, and prioritizing the people above all else. The work we are doing is very good; people see that the capital is neat, clean, and beautiful. We must maintain this well to serve the people, especially during the upcoming Lunar New Year 2026, ensuring the spread of Hanoi's brand. Only then can we thoroughly implement the motto: What we say, we do; we do it quickly, correctly, effectively, and to the end.”
Institutions – a lever for rapid and sustainable development.
The 14th National Congress of the Party is expected to continue to formulate many policies, remove institutional obstacles, and shift from a management mindset to a development-oriented mindset – the "key" to enabling Vietnam to accelerate faster and more sustainably in the new era – the era of national resurgence.
A major bottleneck is the cumbersome administrative procedures, despite numerous reform efforts. Many areas still have complex paperwork and processes, often characterized by a "request-and-grant" system, increasing compliance costs, reducing competitiveness, diminishing the attractiveness of the investment environment, and eroding investor confidence.
The key solution is to reform the administrative apparatus to be streamlined and efficient, reducing intermediate levels to enhance the effectiveness of policy implementation. A revolution in administrative reform is taking place in 2025. The central government apparatus has been streamlined since March 1, 2025. Local governments have been reduced from three levels to two levels since July 1, 2025.
To make Hanoi worthy of being the science and technology center of the country and the region.
After more than a year of implementing Resolution No. 57-NQ/TƯ of the Politburo on breakthroughs in the development of science, technology, innovation and national digital transformation, along with the Capital City Law (2024) and a series of specialized resolutions and action programs, Hanoi is gradually realizing that central role with high political determination, breakthrough thinking and strong commitments in institutions, resources and human resources.
The overarching spirit in General Secretary To Lam's major directives, and specifically in the documents of the 14th Party Congress, is to affirm that science, technology, innovation, and digital transformation are the main drivers of growth and determine national competitiveness in the new development era.
Rapid but sustainable development, based on knowledge, technology, and high-quality human resources; a shift in mindset from extensive to intensive growth; from "applying technology" to "mastering technology." These are strategic requirements set for the entire country and for each locality, especially Hanoi. With its special position and responsibility, Hanoi must take the lead, set an example, and guide.
