Streamlining the apparatus, promoting decentralization, accelerating administrative reform

(Chinhphu.vn) - In the first 6 months of 2025, administrative reform has achieved many positive results, contributing to promoting the operation of the administrative apparatus, improving the quality of service for people and businesses, especially in the context of operating the 2-level local government model from July 1, 2025.

At the 3rd meeting of the Government Steering Committee on science , technology, innovation, digital transformation and Project 06 held on the morning of July 20, Deputy Minister of Home Affairs Truong Hai Long reported on the results of administrative reform in the first 6 months of the year and the direction and tasks for the last 6 months of 2025.

Deputy Minister Truong Hai Long said that in the first 6 months of the year, ministries, branches and localities issued 2,758 documents to direct, urge and implement administrative reforms. The central ministries and branches have completed 247/586 administrative reform tasks, reaching 42.15%; the local sectors have completed 1,407/3,123 administrative reform tasks, reaching 45.05%.

In the field of administrative procedure reform, the Government and the Prime Minister have paid special attention to directing the process of arranging administrative units and operating the 2-level local government organization model. The settlement of administrative procedures for people and businesses has been ensured to be smooth, effective, and uninterrupted in accordance with the directions in the conclusions of the Politburo and the Secretariat.

Implementing Resolution 66 of the Government, ministries and branches have cut 872 administrative procedures and 90 business conditions. 13/14 ministries and agencies have updated and publicized statistical results and costs of compliance with administrative procedures on the National Database. 9/14 ministries have developed plans to cut and simplify administrative procedures.

Along with institutional reform, ministries, branches and localities have also promoted the provision of full-process online public services. The Government Office has coordinated with ministries and agencies to publicize a detailed list of 2,045 administrative procedures eligible for full-process online public services on the National Public Service Portal. Of which, 1,200 procedures are eligible for full-process public services under the authority of the ministry level, 939 procedures at the provincial level, and 275 procedures at the commune level.

Ministries and branches have also integrated and provided online public services for over 727 administrative procedures out of a total of 1,200 eligible administrative procedures under the authority of ministries and branches, reaching a rate of 60%.

Review job positions, evaluate civil servants based on output results

Regarding the organizational structure, the Government has directed the reorganization and streamlining of administrative agencies, and issued decrees regulating the functions and tasks of ministries and branches. Localities have also organized specialized agencies in accordance with the two-level local government model, which will begin operating from July 1, 2025.

At the same time, decentralization and delegation of power continue to be promoted. As of July 15, the Government has issued 29 decrees on decentralization, delegation of power and assignment of authority; ministries and branches have issued 63 circulars. Accordingly, 1,248 tasks have been assigned authority and 1,065 tasks have been decentralized and assigned from central ministries and branches to local authorities.

In the field of reforming the civil service and civil servant regime, the Government has issued 13 decrees related to policies and regimes for cadres, civil servants and public employees. The Ministry of Home Affairs has issued 10 circulars under its authority to promptly institutionalize the Party's policies on streamlining the organizational apparatus and improving the quality of cadres and civil servants.

Regarding the implementation of policies and regimes for cadres, civil servants and employees affected by the arrangement under Decree No. 178 and Decree 67, as of July 17, the total number of people who have decided to quit their jobs is 83,399; the total number of people who have quit their jobs is 75,871 (retired and terminated).

Regarding public finance reform, according to the report of the Ministry of Finance, by the end of June 30, the estimated payment of investment capital from the State budget was more than VND 268,000 billion, reaching 32.46% of the plan assigned by the Prime Minister, higher than the same period in 2024 in both amount and percentage.

In addition to the results achieved in the first half of the year, the task of administrative reform in the coming time continues to be set with higher, more comprehensive and more substantial requirements.

Deputy Minister Truong Hai Long emphasized that in the last 6 months of the year, ministries, branches and localities will focus on comprehensively and synchronously implementing administrative reform tasks, preparing to summarize the Administrative Reform Program for the 2021-2025 period and building the program for the 2026-2030 period.

The focus is on perfecting institutions and the legal system to remove economic development bottlenecks and implement the four key resolutions of the Politburo.

Continue to innovate, improve and implement the one-stop, one-stop mechanism in handling administrative procedures. In particular, continue to focus on promoting the digitalization of administrative procedure records and promoting the implementation of administrative procedures regardless of administrative boundaries.

At the same time, focus on resolving difficulties and obstacles and organizing the synchronous and effective operation of the two-level local government, ensuring smooth, uninterrupted operation without legal gaps and strengthening inspection, monitoring and handling of obstacles in the operation of the two-level local government, serving the people and businesses.

Synchronously implement the Law on Cadres and Civil Servants passed by the National Assembly and the revised Law on Public Employees expected to be submitted to the National Assembly in October 2025. Review job positions, innovate the assessment of cadres and civil servants based on output results based on job positions, strengthen training and fostering, especially for commune-level cadres and civil servants to ensure smooth operation of two-level local governments.
