He urged residents to avoid traveling to southern regions of Russia, including neighboring Voronezh, RT reported. Lipetsk is about 370 kilometers south of Moscow and 590 kilometers north of Rostov-on-Don.
"The latest events have troubled us all. But I ask everyone to remain calm," he announced on Telegram.
