Thanh Hoa province continues to accompany the construction of the 500 kV line 3 project from Quang Trach (Quang Binh) to Pho Noi (Hung Yen)

On the afternoon of July 22, Prime Minister Pham Minh Chinh chaired an online conference on the implementation of the 500 kV line 3 project from Quang Trach ( Quang Binh ) to Pho Noi (Hung Yen) in the three provinces of Thanh Hoa, Nghe An, and Ha Tinh.

Overview of the conference at Thanh Hoa bridge

Attending the conference at Thanh Hoa bridge were comrades: Do Trong Hung, member of the Party Central Committee, Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council; Mai Xuan Liem, member of the Provincial Party Standing Committee, Vice Chairman of the Provincial People's Committee; representatives of leaders of relevant departments, branches and districts and towns.

According to the report, by July 21, 2024, the site clearance compensation work has completed the handover of all column foundation and route corridor locations. Up to now, 1,132/1,177 synchronized column locations have been completed, reaching 96%. Additional handover of some missing or incorrect bar and accessory details of the remaining 45 column locations is underway. The work of supplying materials and equipment including conductors, insulators, optical cables, and accessories has been basically completed and handed over to construction contractors. Currently, the foundation casting for all 1,177/1,177 locations has been completed. The erection of 1,003/1,177 column locations (85%), the erection of the remaining 174 column locations is underway. The pulling of wires for 156/513 anchor intervals (30%) has been completed.

Regarding the construction implementation plan, by the end of June 2024, the construction and energization of the 500 kV Nam Dinh 1 - Thanh Hoa transmission line project had been completed and energized (June 30, 2024, on schedule) and the component projects: Expanding the bays at the 500 kV Quang Trach transformer station (June 8, 2024, 22 days ahead of schedule); expanding the bays at the 500 kV Pho Noi transformer station (June 18, 2024, 12 days ahead of schedule); the 220 kV branch line from the 500/220 kV Thanh Hoa station to the 220 kV Nong Cong - Ba Che transmission line, 6 220 kV bays and all 500 kV bays at the 500 kV Thanh Hoa station (June 28, 2024, 2 days ahead of schedule).

For the remaining 3 projects (Nam Dinh I - Pho Noi, Quang Trach - Quynh Luu and Quynh Luu - Thanh Hoa), currently, EVN/EVNNPT leaders are directly managing the construction work at the construction site, directing the Project Management Board/Consultants and Contractors to focus all resources to urgently construct the remaining work, expected to be completed and energized in August 2024...

Speaking at the conference, Provincial Party Secretary Do Trong Hung expressed his high agreement with the comments and assessments of the Prime Minister and ministries, branches and units on the project implementation process. Thanh Hoa province is deeply aware that this is a national key project, with a great role and impact on socio-economic development and ensuring national defense and security. Therefore, with the close direction of the Prime Minister, the close coordination of ministries, branches and sectors, especially the Vietnam Electricity Group, since the beginning of the year, the Party Committee, government and people of Thanh Hoa province have identified this as a key task. Therefore, they have focused highly on leadership, direction and implementation, in which the Thanh Hoa 500 kV Transformer Station Project was completed and energized on June 28; the Nam Dinh I - Thanh Hoa Thermal Power Plant 500 kV Transmission Line Project was completed and energized on June 30, 2024.

Currently, the remaining volume is to continue erecting poles and pulling wires in difficult terrains, high mountains or low-lying areas. Therefore, Thanh Hoa province is determined to accompany the investor and construction units, determined to implement in accordance with the direction of the Prime Minister.

During the implementation process, Thanh Hoa province has drawn some lessons: Identifying this as a key, important, time-bound task, therefore, it is necessary to do a good job of leadership, close and decisive direction. In the most difficult and arduous areas, those in charge, especially the leaders, must roll up their sleeves, regularly inspect and urge to remove bottlenecks.

We must focus highly on propaganda work to create consensus with the extremely important policies of the Party and State to win people's hearts to carry out major tasks, while doing a good job of launching emulation movements as the Prime Minister directed from the beginning of the year, along with timely encouragement, praise and rewards.

The task is still extremely heavy, so the entire political system of the province, of the districts, towns and cities where the line passes through will continue to promote the combined strength, focus on leadership and direction to provide the highest support for the units to erect poles, pull wires, inspect and energize according to the plan. With the work that requires mobilizing the strength of the forces and the people, Thanh Hoa province will be ready to respond in all situations, both in terms of technical logistics, security - order and serving the material and spiritual life of the construction force.

Thanh Hoa province recommends that for the time of pulling the wire, the investor proactively notifies the People's Committees of related districts and towns of Thanh Hoa province for close coordination and support during the construction process; review and direct the construction contractor to promptly restore the local traffic infrastructure if damaged during the construction process, transporting construction machinery and equipment in the area, ensuring compliance with the commitment of the units to the locality before organizing the construction.

In his concluding remarks at the conference, Prime Minister Pham Minh Chinh highly appreciated the Provincial Party Secretaries of localities where the project has passed through for regularly directing the Provincial People's Committee and relevant departments and branches, along with local Party committees and authorities to make efforts to overcome difficulties to accompany investors and contractors in implementing the project.

The Prime Minister emphasized the extremely important role of the project for the development of the country and localities, and welcomed the Vietnam Electricity Group, ministries and branches at the central level and nearly 10,000 cadres, engineers and workers at the construction site who have upheld the spirit of "only working, not retreating"; "overcoming the sun, overcoming the rain", working in 3 shifts, 4 shifts to resolutely implement the project; thanked the people for following the Party's policies and the State's laws to hand over the site for the project.

The Prime Minister pointed out 6 lessons learned in the process of implementing the project and requested that in the coming time, Vietnam Electricity Group rebuild the road to complete the project before August 19, 2024. In addition, it is necessary to ensure progress, quality, construction techniques, labor safety, environment... Along with that, agencies and localities coordinate closely to resolve the work on schedule; prepare well for the acceptance of the project in accordance with the provisions of law.

Vietnam Electricity Group and localities need to be determined to overcome challenges and difficulties to complete the project on schedule; at the same time, do better in propaganda work to create motivation and trust among the masses. Along with that, strengthen inspection and supervision to resolve difficulties and obstacles in the process of project implementation with the highest determination...

Speaking at the Thanh Hoa bridge, Provincial Party Secretary Do Trong Hung requested the Provincial People's Committee and relevant departments, branches and localities to fully absorb the Prime Minister's conclusions. He requested that local authorities and Party committees where the project passes through need to take care of the material and spiritual lives of affected people; ensure all favorable conditions for investors and contractors to carry out construction on schedule. Pay attention to supporting human resources so that construction at the construction site is guaranteed to go smoothly.
