Suoi Cat commune has 7 villages with more than 11,480 people, of which more than 2,460 are ethnic minorities, concentrated in 3 villages of Suoi Lau. Because people mainly live on agriculture and lack production experience, life is still difficult, the rate of poor and near-poor households is still high. In recent years, the situation of consanguineous marriage no longer occurs, but the situation of early marriage still exists. From 2020 to 2024, there were 15 cases of early marriage in the commune. The main reason is that the awareness of a part of the people, especially young people, about marriage, family, reproductive health, gender, and awareness of law compliance is still limited, not seeing all the harms of early marriage and consanguineous marriage.

Ms. Nguyen Thi Yen - Vice Chairman of Suoi Cat Commune People's Committee said: In recent times, the Party Committee, the government and socio- political organizations have increased propaganda through the form of distributing leaflets; communicating at schools; on the commune's radio system; installing billboards at the communal houses of Suoi Lau 3 and Suoi Lau 2 villages; organizing contests to learn about the status of early marriage and consanguineous marriage... In addition, the Propaganda Team regularly goes to villages to propagate and disseminate the Law on Marriage and Family; integrating regulations on marriage age, marriage registration, commitment to not marrying consanguineous. At the same time, building a club not to have a third child and not to have early marriage,... associated with appropriate forms of rewards and commendations. Thanks to that, in 2024, there will be no more consanguineous marriages in the commune, with only 2 cases of early marriage; in the first 5 months of 2025, no cases of early marriage were recorded in the commune.

According to Ms. Nguyen Thi Phuoc Ngoc - Vice Chairwoman of Cam Phuoc Tay Commune People's Committee, in previous years, Van Son village of the commune was one of the villages with cases of early marriage. However, thanks to the active participation of departments, branches and local authorities in propagating and mobilizing people to implement the Law on Marriage and Family, since the beginning of the year, the commune has not recorded any cases of incestuous marriage or early marriage.

Synchronously deploy solutions

Cam Lam district has about 1,670 households, with 7,241 ethnic minority people, mainly concentrated in the communes of Cam Phuoc Tay, Son Tan and Suoi Cat. Implementing Sub-project 2, Project 9 under the National Target Program on socio -economic development in ethnic minority and mountainous areas for the period 2021 - 2025, since 2021, the district has had specific plans to implement with the goal of reducing child marriage and incestuous marriage in ethnic minority and mountainous areas.

Accordingly, the district has strengthened inspection, supervision, grasped the situation at the grassroots level, and disseminated the law through village meetings, conferences, meetings, and dialogues. In cases showing signs of early marriage, the locality promptly mobilized, combined with handling violations according to the provisions of the law and village conventions. The district also organized propaganda classes on early marriage and incestuous marriage for more than 1,000 people in communes with ethnic minorities. In 2024 alone, the district distributed 600 leaflets and installed 12 propaganda billboards with slogans such as: Do not marry when the son is under 20 years old, the daughter is under 18 years old; school-age children must study and play; do not marry incestuously with people of direct bloodline, with relatives within 3 generations; incestuous marriage degrades the race; Incestuous marriage directly affects family economy, is a barrier to the development of social life...

In addition, the District Women's Union organized 3 staged communication sessions with the theme "Early marriage and consanguineous marriage" in extremely disadvantaged villages in the ethnic minority areas. Schools regularly organize communication sessions on the harmful effects of early marriage and consanguineous marriage to help students gain knowledge to protect themselves, and at the same time become active propagandists to communicate to friends and relatives. In addition, the district has coordinated the implementation of sub-projects such as: Taking care of people's health, improving the physical condition and stature of ethnic minorities; preventing and combating child malnutrition; Implementing gender equality and solving urgent issues for women and children in the period 2021 - 2025...
