The Dong Nai Provincial Party Committee has issued a plan for universal health insurance in the new phase.

(Dong Nai) - The Standing Deputy Secretary of the Dong Nai Provincial Party Committee, Ton Ngoc Hanh, has signed and issued Action Plan No. 46-KH/TU dated January 19, 2026, to implement Directive No. 52-CT/TW dated October 3, 2025, of the Party Central Committee on implementing universal health insurance in the new phase.

According to the plan, the main objective is to raise awareness and responsibility among Party committees, Party organizations, government agencies, and the entire society regarding the role and significance of health insurance policies; and to clearly define the tasks of each level and sector in implementing universal health insurance in a sustainable, effective manner, in accordance with the practical situation of each locality.

The Standing Committee of the Provincial Party Committee requests that Party committees and authorities at all levels consider the implementation of universal health insurance as a regular and long-term political task; and include the health insurance coverage target in resolutions, programs, and annual and long-term socio-economic development plans. Currently, Dong Nai province has more than 4.2 million people with health insurance cards, reaching 95% of the population. The province aims to achieve a health insurance coverage rate of over 96% of the population by 2026 and complete the goal of universal health insurance by 2030.

The plan also emphasizes research and proposals to improve policies and laws on health insurance, aiming to expand benefits, diversify health insurance packages, and ensure the balance and sustainable development of the health insurance fund. Simultaneously, it aims to gradually expand coverage for preventive healthcare services, chronic disease management, routine health check-ups, and early screening for certain diseases, especially non-communicable diseases.

Furthermore, late or evaded payment of health insurance contributions will be severely punished, with relevant agencies, units, and businesses held accountable. In addition, efforts will continue to improve the quality of health insurance-covered medical examinations and treatments; invest in medical facilities and equipment, especially at the grassroots level; and promote administrative reform, digital transformation, and the application of artificial intelligence and big data in managing and monitoring health insurance costs, maximizing convenience for citizens in accessing healthcare services.

The Standing Committee of the Provincial Party Committee assigned the Provincial Party Committee's Propaganda and Mass Mobilization Department to take the lead in monitoring, inspecting, and urging the implementation; the Provincial People's Committee Party Committee led the concretization of tasks and solutions; and the Party committees under the province organized the serious implementation, periodically reporting on the results as prescribed, contributing to the successful achievement of the goal of universal health insurance in the new phase.
