- After the reorganization and merger of commune-level administrative units, the organization and operation of the Veterans Association at the grassroots level in the area have remained stable. To adapt to the new organizational model and continue to promote the tradition of "Uncle Ho's Army", the Provincial Veterans Association has proactively reviewed and improved the organizational structure and personnel, ensuring consistent leadership and direction.
After the reorganization, the province has 65 War Veterans Associations of communes and wards (reduced by 157 associations) and 1 War Veterans Association of the Provincial People's Committee with nearly 35,500 members operating in 1,627 branches. In the newly established communes, the Provincial War Veterans Association has appointed the positions of president and vice president for the War Veterans Associations of 65 communes and wards, and at the same time, the consolidation of the Executive Committee, Standing Committee, and Inspection Committee of the War Veterans Associations of communes and wards has also been basically completed.
According to information from the Provincial Veterans Association, the appointment and completion of personnel ensures that the selected comrades are worthy, have prestige with the Party Committee, government, members and people; are active and dynamic in mobilizing, organizing activities and movements of veterans at the grassroots level. At the same time, the position of Chairman of the Commune and Ward Veterans Association concurrently holds the position of Vice Chairman of the Vietnam Fatherland Front Committee at the same level to streamline the apparatus, improve operational efficiency and promote the core role of the association in the political system at the grassroots level.
Mr. Pham Viet Van, Vice Chairman of the Provincial Veterans Association, Head of the Provincial Veterans Affairs Committee, said: Implementing the Project on reorganizing and streamlining the apparatus of the Vietnam Fatherland Front Committee of the province and socio-political organizations and mass organizations assigned by the Party, the Provincial Veterans Association has advised the Party Committee to direct the establishment of 65 Veterans Associations at the commune and ward levels in the whole province. At the same time, the positions of President, members of the Executive Committee, Standing Committee and Inspection Committee of the grassroots associations were appointed in accordance with regulations. From July 1, the Veterans Associations at the commune and ward levels have officially come into operation, strictly implementing the Charter of the Vietnam Veterans Association and the instructions of the Central Association.
To continue improving the quality of operations, we direct the grassroots Veterans Associations to perform well their functions and tasks of advising the Party Committee on veteran affairs; maintain the routine of activities and activities of the Association in accordance with the Association's Charter; strive for the Veterans Association to truly become a trustworthy political and social organization, a core force, a solid support for the Party Committee and local authorities, especially in the context of the two-level government apparatus in operation. Ky Lua Ward was newly established on the basis of merging the entire natural area and population of Hoang Van Thu Ward, Cao Loc Town and Hop Thanh, Tan Lien and Gia Cat Communes (old). After the merger, Ky Lua Ward currently has 48 branches with 1,414 members. Since officially coming into operation on July 1, the officers of the Ward Veterans Association have been focusing on completing the process of consolidating the Executive Committee, Standing Committee, Inspection Committee, and at the same time developing a work plan for the last 6 months of the year.
Mr. Ly Van Liem, Vice Chairman of the Vietnam Fatherland Front Committee of the ward, Chairman of the Association of War Veterans of Ky Lua ward said: Due to the characteristics of merging many units, the large number of members, and the large area, from the beginning we have focused on grasping the thoughts of members, at the same time promoting propaganda on the policy of merging, implementing two-level local government as well as preparing for the Party Congress at all levels for the 2025-2030 term. In addition, we also continue to deploy and mobilize members to actively participate in emulation movements such as: "Exemplary war veterans", "War veterans help each other reduce poverty, do good business", and many other emulation movements launched by local Party committees and authorities. Thereby, promoting the role and responsibility of the war veterans in building the locality to be increasingly developed.
After the merger, the grassroots Veterans Association has done a good job of receiving and handing over membership records, accurately counting the number of members in the newly merged area, including information on family circumstances, health, support needs; well managing records, documents, funds, membership fees, etc. Thereby ensuring continuity and efficiency in the transition period after the merger of administrative units.
Mr. Duong Thanh Luan, Vice Chairman of the Vietnam Fatherland Front Committee of the commune, Chairman of the Association of War Veterans of Vu Lang commune, said: The whole commune currently has 743 War Veterans members operating in 25 branches. After the reorganization, the Executive Committee of the association now has 21 members, the Standing Committee has 7 members and the Inspection Committee has 5 members. The reorganized members (in addition to the Chairman and Vice Chairman of the Association of War Veterans of the commune) are prestigious and capable branch heads who have performed well in the tasks of organizing activities, propagating and mobilizing, gathering and supporting members. It is expected that after the reorganization, The Party Congress of Vu Lang commune will be held on July 23. The Executive Committee, Standing Committee and Inspection Committee of the Commune Veterans Association will meet to deploy tasks for the last 6 months of 2025, and at the same time work with the branches to effectively resolve outstanding issues, quickly stabilize the situation, and put the association into orderly and effective operation.
To continue to effectively carry out the key tasks set out, in the coming time, the Provincial Association of War Veterans will continue to pay attention to closely directing the War Veterans Associations of communes and wards in implementing the association's work and emulation movements; strengthen the organization of training courses, fostering and improving professional skills for cadres of the War Veterans Association at the commune level, heads of War Veterans Associations of villages and residential areas; actively propagate and mobilize members to be exemplary in participating in activities and emulation movements for socio-economic development...
Streamlining the organizational apparatus is a major policy to improve the efficiency and effectiveness of the political system in general, including the Veterans Association at all levels. Despite changes in organization, personnel, and operating areas, with the courage, spirit of solidarity, self-reliance, and the tradition of "Uncle Ho's Army", the cadres and members of the Veterans Association in the province still maintain their faith, proactively adapt, and continue to make positive contributions to the development of the locality in the coming time.
