The government calls for the comprehensive development of socio-cultural fields, ensuring social security, improving the material and spiritual lives and health of the people. It also calls for the successful organization of cultural and artistic programs to serve the people during the Lunar New Year of the Horse 2026.

The Government issued Resolution No. 23/NQ-CP on the regular Government meeting in January 2026, which requires localities to make thorough preparations for the people to celebrate the Lunar New Year of the Horse 2026; to pay attention to, support, and care for the material and spiritual lives of all strata of the people, ensuring that everyone and every family can enjoy the Spring Festival and celebrate the New Year.

The resolution states that, in the coming period, the global situation is expected to continue to be complex and unpredictable; geopolitical tensions, military conflicts, and strategic competition among major powers will continue; global economic growth, trade, and investment will be slow and fraught with risks... For our country, 2026 is the first year of implementing the Resolution of the 14th National Congress of the Party. We will focus on implementing key tasks and solutions for socio-economic development in 2026, including achieving double-digit growth targets, while continuing to reorganize the organizational structure, especially public service units; organizing elections for National Assembly and People's Council representatives at all levels for the 2026-2031 term; doing a good job of caring for people's lives and preparing for Tet (Lunar New Year); and continuing to address long-standing difficulties, obstacles, and problems, and responding promptly and effectively to emerging issues.

The Government and the Prime Minister request that Ministers, heads of ministerial-level agencies, government agencies, and chairpersons of People's Committees of provinces and centrally-administered cities thoroughly review the tasks for February and the first quarter of 2026 to prioritize resources, focus on directing and implementing them effectively, and create momentum for the following months.

This includes focusing on the comprehensive development of socio-cultural fields, ensuring social security, and improving the material, spiritual, and health well-being of the people. Organizing well-planned cultural and artistic programs to serve the people during the Lunar New Year of the Horse 2026. Strongly promoting the progress and quality of construction of 100 multi-level boarding schools in border communes and preparing to start construction on the remaining 148 schools in February 2026.
