BAC GIANG - On the morning of June 30, at the Bac Giang Provincial Conference Center (3/2 Square), the ceremony to announce the resolutions and decisions of the Central and local governments on merging provincial and commune-level administrative units, ending the operation of district-level administrative units, establishing Party organizations, appointing Party committees, People's Councils, People's Committees, Vietnam Fatherland Front Committees of Bac Ninh province and 99 communes and wards took place.

Dear compatriots, comrades, soldiers and people in Bac Ninh province (new)!

Today, I and other comrades representing the Central Committee, ministries and branches are very pleased to be assigned by the Politburo and the Secretariat to attend the Ceremony to announce the resolutions and decisions of the Central and local levels on the arrangement of administrative units at the provincial and communal levels; the establishment of the Provincial Party Committee; and the appointment of Party Committees, People's Councils, People's Committees, and Fatherland Front Committees at the provincial and communal levels.

This is a political event of special importance to the Party Committee, government, people of all ethnic groups in Bac Giang and Bac Ninh provinces in particular and the entire political system in general. It is a historical milestone, opening a new development period for Bac Ninh province after the reorganization.

Dear comrades, compatriots, soldiers and people of the province!

In the flow of national history, the two provinces of Bac Giang and Bac Ninh are rich in tradition, have many similarities in geography, history and culture, and share a common origin. This is a land with a particularly important strategic position, considered a solid "fence" in the North, protecting the capital city of Thang Long - Dong Do - Hanoi; witnessed many glorious feats of arms, contributing to writing the heroic history of building and defending the nation, typically the Nhu Nguyet defense line still echoes the heroic spirit of the poem "Nam quoc son ha Nam de cu".

As an ancient Kinh Bac town, a land rich in cultural traditions, studiousness, and mandarin examinations, it has contributed many talented and virtuous intellectuals who wholeheartedly served their homeland and country. Many historical and cultural relics have been ranked at the National and Special National levels such as: Do Temple (a complex of religious architecture worshiping the first eight kings of the Ly Dynasty), Dau Pagoda (one of the oldest pagodas in the history of Vietnamese Buddhism), But Thap Pagoda, Phat Tich Pagoda, Vinh Nghiem Pagoda, etc. In particular, this place is the cradle of Quan Ho and Ca Tru folk songs - which have been recognized by UNESCO as Representative Intangible Cultural Heritage of Humanity.

After more than 28 years of re-establishment, Bac Ninh and Bac Giang have always preserved and cultivated the tradition of solidarity, affection, and close attachment; regularly coordinated and supported each other to develop together. Promoting the revolutionary tradition, the spirit of innovation and creativity, the two provinces have made strong changes, affirming their image and position throughout the country.

In recent years, the two provinces have gradually affirmed themselves as bright spots in the country in terms of socio-economic development with many economic indicators among the leading groups in the country; the economic scale of the two provinces continues to expand (in 2024, the economic scale of Bac Ninh will rank 9th, Bac Giang will rank 12th in the country); becoming dynamic growth poles of the region and the whole country with the formation and strong development of industrial parks, attracting leading domestic and foreign corporations and economies. Party building and the political system have been firmly consolidated; cultural and social fields continue to receive due attention; national defense and security have been maintained.

Dear comrades, compatriots, soldiers and people of the province!

The streamlining of the apparatus, organizing a two-level local government model, and merging two provinces is not only a simple administrative activity but also a strategic step of great significance in terms of politics, organization, and practice in the process of improving the efficiency, effectiveness, and performance of the political system; aiming to create a new development space, exploiting the potential advantages of the two provinces; creating new conditions, motivations, and mechanisms for faster, more sustainable development, and serving the people better.

After the merger, the new Bac Ninh province has an important strategic position, being the northeastern gateway of the capital Hanoi, and an important connection point of the midland and mountainous region in the North with the key economic triangle in the North including Hanoi - Hai Phong - Quang Ninh. The new Bac Ninh province will converge many conditions for breakthrough development, expand development space, promote all potentials and advantages, create a new, strong and sustainable development driving force, one of the growth poles, a large economic - industrial center of the country, creating a very favorable premise to realize the aspiration of becoming a centrally-run city.

Dear comrades, compatriots, soldiers and people of the province!

The new Bac Ninh province with a two-level local government apparatus, the comrades selected, assigned, and appointed to hold key positions in the province is the recognition, trust, and expectation of the Central Committee, the Politburo, the Secretariat, the National Assembly, the National Assembly Standing Committee, the Government, and the Vietnam Fatherland Front Committee for you. You comrades need to continue to promote a sense of responsibility, affirm your mettle, intelligence, and spirit of dedication, solidarity, dynamism, proactively adapt to new requirements, dare to think, dare to do, dare to take responsibility for the common good; quickly get up to speed with the work.

From tomorrow (July 1), all work at the provincial and communal levels must be carried out in accordance with the authority and regulations of the Party and State, ensuring the apparatus operates synchronously and smoothly, ensuring the normal operations of people and businesses, especially in the fields of administrative procedure settlement, health, education, culture... For places where the communal level still lacks specialized staff, the provincial level must promptly and fully arrange, strengthen, support and help to ensure synchronous and smooth work.

In the coming time, the workload is very large, so comrades are requested to concentrate highly, closely follow the Central Committee's directive documents (Directive No. 45-CT/TW, Resolution No. 57-NQ/TW, Resolution No. 66-NQ/TW, Resolution No. 68-NQ/TW, Conclusion No. 123-KL/TW...) and practical requirements to proactively issue timely and specific action programs and plans, in which it is necessary to clearly define tasks, solutions, roadmaps, progress and organize implementation with a spirit of determination, determination, and the highest effort to successfully complete socio-economic development goals, ensure national defense, security, foreign affairs, and successfully organize party congresses at all levels for the 2025-2030 term towards the 14th National Congress of the Party.
