
The Task Force includes representatives from the leadership of the following departments and agencies: Construction, Agriculture and Environment, Finance, Education and Training, Provincial Police, Provincial Border Guard Command, Provincial People's Committee Office, Provincial Land Development Center, and other relevant units.
On the part of the communes, working with the delegation were representatives from the Party Committee, People's Council, People's Committee, Fatherland Front Committee, and specialized departments under the People's Committee of Hua Bum, Bum Nua, and Bum To communes.
In accordance with Decision No. 13/QD-UBND dated January 7, 2026 and Plan No. 93/KH-UBND dated January 7, 2026 of the Provincial People's Committee, Task Force No. 1 has reviewed the progress and outlined the core contents in the preparation of the general planning for communes until 2045. This is a key task aimed at concretizing the Law on Urban and Rural Planning of 2024, in line with the two-tier local government model.

At the meeting, representatives from the People's Committees of the communes and the consulting unit reported on the management and implementation of the general planning in their respective areas. Based on the analysis and assessment of the specific characteristics of each commune, the creation of a new plan was identified as an urgent task to create leverage for socio -economic development in the localities.
Currently, communes are building upon and incorporating the contents of previously approved planning projects. Simultaneously, they are continuing to analyze and assess the potential and advantages of each locality to include in the overall plan; the planning tasks must be consistent with the transition to a two-tiered local government model.

Along with assigning tasks to specialized departments for research, adhering closely to the regulations of the Planning Law, and coordinating closely with specialized departments of the province to promptly resolve difficulties and obstacles in the planning process, the communes have selected planning consulting units with expertise and capacity to carry out the task, ensuring that the planning work follows the correct procedures and regulations of the law, especially ensuring the time schedule.
During the meeting, delegates contributed their opinions, clarifying and further addressing the recommendations of the communes, while also suggesting several issues for the communes to focus on during the planning process. The general consensus was that communes need to conduct in-depth analysis and assessment of their unique potential and advantages so that the planning truly becomes a guiding principle for the comprehensive development of the locality with a long-term vision. In the planning, each commune must have its own distinct identity, leveraging its potential and advantages, and ensuring regional linkages between localities.

Concluding the working session, Comrade Tong Thanh Hai - Standing Vice Chairman of the Provincial People's Committee - highly appreciated the efforts and endeavors of the communes in the past period. He emphasized that the communes have inherited and managed the previously approved general planning projects as a basis for implementing the new general planning.
Emphasizing the key requirements in planning work, the Standing Vice Chairman of the Provincial People's Committee requested: The general planning of Hua Bum commune must ensure overall coherence, a long-term vision, and a long-term strategy; a full and detailed assessment of the current situation, advantages, and difficulties after the merger. In particular, it is necessary to assess the current land situation; the spatial planning should be open; and the potential, advantages, and long-term development orientation should be clearly identified. The position of Hua Bum commune within the overall natural conditions should be determined to facilitate the development of economic, cultural, social , national defense, and security sectors; ensuring linkages and connections between Hua Bum commune and Lai Chau province, with border communes and neighboring communes; and between the central area and the villages.

For Bum Nua commune, the planning must ensure a comprehensive and holistic approach; a thorough analysis based on data, clearly defining objectives and goals. It should create favorable conditions for people to engage in trade and economic development. At the same time, it is necessary to clearly phase tasks, prioritizing those to be done first and those to be done later; clearly identify resources, accurately assess the current state of natural conditions, potential, and advantages, ensuring the accuracy of data; and define indicators and objectives for each stage. The planning should include open spaces and new areas to create a long-term vision, aiming for sustainable development.
Regarding Bum To commune, the comrade suggested that the planning should assess the difficulties and limitations of the commune, thereby outlining the ultimate goals. It should clearly identify the local resources, potential, and strengths. Bum To should be positioned as the center of communes; a hub for services, tourism, and commerce. It should gradually move away from agricultural production and improve the quality of the workforce. A review and statistical analysis of land conversion to other uses should be conducted to benefit both the people and the State…
The comrade requested that the communes urgently review and assess the current situation to complete the approval of the general planning on schedule. At the same time, he assigned the Department of Construction to closely coordinate and promptly resolve technical and legal obstacles for the communes, ensuring that the new planning creates a sustainable development space, contributing to promoting socio-economic development and maintaining national defense and security in the localities.
