The Task Force included representatives from the following departments and agencies: Construction, Agriculture and Environment, Finance, Education and Training, the Provincial Police, the Provincial People's Committee Office, the Provincial Border Guard Command, and other relevant units. Representing Pa Tần commune were the Party Committee, People's Council, People's Committee, Vietnam Fatherland Front Committee, and specialized departments under the Commune People's Committee.
At the meeting, the leaders of Pa Tan commune reported on the situation of construction planning management in the area. Following the implementation of Resolution No. 1670/NQ-QH15 of the Standing Committee of the National Assembly on the reorganization of administrative units, Pa Tan commune was established by merging the entire area and population of three communes: Nam Ban, Trung Chai, and Pa Tan. Currently, the commune has an area of 316.521 km² with over 9,000 inhabitants. The report from the leaders of Pa Tan commune also pointed out many difficulties after the merger of the three communes, including the establishment of a two-tiered local government structure, the outdated planning projects no longer being suitable for the new population size, area, and development orientation; and the implementation of the new plan facing obstacles related to the procedures for hiring highly qualified consultants and the technical appraisal processes as stipulated by the Ministry of Agriculture and Environment .
During the working session, representatives from the local Party committee, government, and specialized departments of Pa Tan commune expressed their opinions, focusing on solutions to develop a commune plan that ensures feasibility and suitability to the local situation. Members of the working group also suggested several issues that Pa Tan commune needs to address to better implement its planning work.
Concluding the working session, Comrade Tong Thanh Hai - Member of the Standing Committee of the Provincial Party Committee, Permanent Vice Chairman of the Provincial People's Committee - assessed that in the past period, Pa Tan commune has made efforts to inherit and manage the old general planning projects from Sin Ho and Nam Nhun districts that were previously approved; it has proactively made some local adjustments to allocate land for the construction of a multi-level boarding school and a market to meet the urgent needs of the people. The Permanent Vice Chairman of the Provincial People's Committee emphasized: The general planning of Pa Tan commune must ensure overall coherence, a long-term vision, and a long-term strategy. Planning is not just about land allocation but must create a sustainable socio -economic development space, closely linked to the task of ensuring national defense and border security...
The Standing Vice Chairman of the Provincial People's Committee requested that Pa Tan commune urgently review and assess the current situation to complete the approval of the general planning in the first quarter of 2026. At the same time, he assigned the Department of Construction to closely coordinate and promptly resolve technical and legal obstacles to ensure that the new plan creates a sustainable development space, contributing to promoting socio-economic development and maintaining national defense and security in the locality...
