Towards the 65th anniversary of the establishment of the Vietnam Population Sector (1961-2026), the Department of Population ( Ministry of Health ) launched the contest "I am a good population propagandist".

This is not only a meaningful activity to express gratitude and encourage population officers and population collaborators nationwide, but also a professional playground to recognize and honor typical examples who have been actively contributing to population work in the current period.

Effective communication is key to putting population policy into practice.

The contest was held in the context of population work facing many new challenges. Resolution No. 21-NQ/TW dated October 25, 2017 of the 6th Central Conference of the 12th tenure clearly stated: it is necessary to continue shifting the focus of population policy from family planning to population and development.

Current population work must be viewed comprehensively in many aspects such as population size, structure, distribution and especially population quality, placed in an organic relationship with socio- economic development, national defense, security and sustainable development goals.

However, according to Conclusion No. 149-KL/TW dated April 10, 2025 of the Politburo , the implementation of Resolution 21 still has many shortcomings such as: the replacement fertility rate nationwide is not stable, the birth rate tends to decrease below the replacement level; gender imbalance at birth remains high; the utilization of the golden population structure is not effective; population aging is occurring rapidly but adaptive solutions are limited; average life expectancy is increasing but the number of healthy years of life is not high.

Along with that, changes in the organization of the population sector from central to local levels are also posing urgent requirements in consolidating and improving the effectiveness of population communication in the new context.

Faced with that reality, the contest "I am a good population propagandist" is expected to be an important communication highlight, contributing to promoting the quality of the propagandist team, while strongly spreading the core messages of population work throughout society.

The contest aims to widely propagate the Party and State's policies and guidelines on population work in the new situation, thereby raising awareness and actions of all levels, sectors and people.

At the same time, this is an opportunity to assess the current status of propaganda activities at the grassroots level, the quality of the population work team and from there, have timely encouragement and support measures.

The contest is also an opportunity for population propagandists across the country to exchange, learn and share experiences, creating motivation for each person to practice, improve skills and find more effective communication methods, bringing population policy closer to the community.

The contest focuses on practical and urgent issues today such as the current situation and solutions to gender imbalance at birth; promoting the benefits of pre-marital health check-ups, prenatal and newborn screening; health care for the elderly in the community; the harmful effects of early marriage and consanguineous marriage; applying digital transformation in population work; and especially good models and typical individuals in population work in localities.

Communication messages such as “Each couple should have two children” or “Improving population quality for sustainable development” will continue to be strongly spread through this contest.

Participants are population officials and collaborators from 31 provinces and cities with communes in ethnic minority and mountainous areas, including: Hanoi, Quang Ninh, Hai Phong, Ninh Binh, Cao Bang, Tuyen Quang, Lao Cai, Thai Nguyen, Lang Son, Bac Ninh, Phu Tho, Dien Bien, Lai Chau, Son La, Thanh Hoa, Nghe An, Quang Tri, Thua Thien - Hue, Da Nang, Quang Ngai, Khanh Hoa, Gia Lai, Dak Lak, Lam Dong, Ho Chi Minh City, Tay Ninh, Dong Nai, Vinh Long, An Giang, Can Tho and Ca Mau.

Each province and city will send a team of at least 5 members to participate in three competitions: greeting, knowledge and talent. The competition is expected to be held over three days, from December 3 to 5, 2025.

Regarding the award structure, in the collective category, the Organizing Committee will award: 1 First prize (8 million VND), 2 Second prizes (6 million VND each), 3 Third prizes (4 million VND each), 10 Encouragement prizes (2.5 million VND each) and 17 secondary prizes (500,000 VND each).

In the individual category, there is 1 first prize (VND 4 million), 2 second prizes (VND 2 million each), 3 third prizes (VND 1 million each), 10 consolation prizes (VND 1 million each) and 17 secondary prizes (VND 500,000 each). All prizes come with a trophy and certificate.

The contest "I am a good population propagandist" is not only an activity to celebrate the traditional day of the population sector but also an affirmation of the key role of the media in improving population quality, adapting to development trends, and meeting new requirements in the cause of building and defending the Fatherland.
