Phan Kinh, also known as Di Truc, and also known as Tinh Trai, was born on November 11, At Mui year (December 6, 1715) in Vinh Gia village, Lai Thach commune, La Giang district - now Truong Luu commune. Since childhood, he was famous for his intelligence, flexible response and outstanding learning spirit. In the year of Quy Hoi 1743, at the Hoi examination, with the determination of "if I fail, I will not return", Phan Kinh surpassed thousands of candidates to pass the First Class Doctorate - equivalent to the title of Tham Hoa. That year, the court did not choose Trang Nguyen and Bang Nhan, so he became the highest-ranking candidate.

After entering the officialdom, Phan Kinh successively held many important positions such as Han Lam Vien Dai Che, Huong Thi Judge, Thanh Hoa Governor, Nghe An Governor, Tuyen Quang Governor, Hung Hoa Governor... In any position, he was famous for his integrity, impartiality and always put the people's interests first.
Not only was he a shrewd politician, Phan Kinh was also recognized as a talented diplomat . During his diplomatic mission to the Qing Dynasty, his talent and demeanor made a special impression on Emperor Qianlong. He was awarded the title “Lương quốc Đình Nguyên Thám Hoa” – a testament to the Northern court’s respect for Vietnamese intelligence.
The legacy that Phan Kinh left to posterity is not only his contributions to the country but also a shining example of studiousness, integrity and the will to serve the people. He was deified by the royal court and posthumously awarded many prestigious titles; people built temples to commemorate him in many localities. In 1992, Phan Kinh Temple in Ha Tinh was ranked as a national historical and cultural relic. His name was given to many streets and schools as a way to preserve memories and inspire future generations.

Speaking at the ceremony, Director of the Department of Culture, Sports and Tourism of Ha Tinh Nguyen Viet Truong emphasized: The 310th anniversary of the birth of Phan Kinh is an opportunity for today's generation to pay tribute to the contributions of their predecessors, and at the same time affirm the lasting value of the ideas he left behind. Phan Kinh's life and career are a testament to the spirit of lifelong learning, overcoming difficulties and dedicating his whole life to the country and people. His lessons on "pacifying the people" and on the ethics of serving the people still hold true value in the work of building the current cadre team.
In the context of the country's accelerated international integration, Phan Kinh's ideas on peace, negotiation, and diplomatic persuasion continue to be an important source of motivation, contributing to enhancing the position of Ha Tinh and Vietnam in the international arena.
Also at the ceremony, a special art program with the theme "Celebrating the 310th Anniversary of the Birth of Phan Kinh" was performed, bringing to the audience Vi and Giam melodies and many songs praising the homeland of Truong Luu and the tradition of studiousness of this culturally rich land.
