General Secretary and President To Lam chaired the fourth meeting of the Steering Committee summarizing 40 years of Renovation.

General Secretary and President To Lam emphasized that the report summarizing 40 years of Renovation is an important input for the drafting of documents to be submitted to the 14th National Party Congress; The drafting of the report must be carried out urgently and scientifically with a huge investment of effort and intelligence so that it can be promptly filtered and included in the content of the documents of the 14th National Party Congress.

On August 22, in Hanoi , the Steering Committee for Summarizing a number of theoretical and practical issues on the socialist-oriented renovation process in Vietnam over the past 40 years (Steering Committee for Summarizing 40 Years of Renovation) held its fourth meeting. General Secretary and President To Lam, Head of the Steering Committee for Summarizing 40 Years of Renovation, chaired the meeting.

Also attending the meeting were comrades: Luong Cuong, Politburo member, Standing member of the Secretariat, Deputy Head of the Standing Committee of the Steering Committee for Summarizing 40 Years of Innovation; Nguyen Xuan Thang, Politburo member, Chairman of the Central Theoretical Council, Director of the Ho Chi Minh National Academy of Politics, Deputy Head of the Steering Committee for Summarizing 40 Years of Innovation.

Attending the meeting were members of the Politburo, Secretariat, Central Party Committee members, alternate Central Party Committee members who are Standing members and members of the Steering Committee for Summarizing 40 years of Innovation.

Summarizing the Report on the implementation results of the Project, Comrade Nguyen Xuan Thang, Politburo member, Chairman of the Central Theoretical Council, Director of the Ho Chi Minh National Academy of Politics, Deputy Head of the Steering Committee for the Summary, said that after the Politburo had a policy to summarize 40 years of Renovation and issued a Decision on the establishment of the Steering Committee for the Summary of a number of theoretical and practical issues on the renovation process in the direction of socialism over the past 40 years in Vietnam, under the direction of the Steering Committee for the Summary of 40 Years of Renovation, the Central Theoretical Council Agency, as the Standing Agency of the Project for the Summary of 40 Years of Renovation, has closely coordinated with the Central Party Office and relevant departments, ministries, branches and localities to actively and proactively implement the summary activities.

The Draft Report consists of 5 main parts: The world, regional and domestic context affecting the 40-year renovation process; the development of the Party's theoretical awareness over 40 years of renovation; achievements and limitations in the practice of building socialism in Vietnam; general overview, issues and lessons learned; forecasts of the situation, proposals, viewpoints, and orientations for solutions to continue to comprehensively and synchronously promote the renovation process, build and develop the country and protect the Fatherland in the new period.

In his concluding remarks at the meeting, General Secretary and President To Lam acknowledged and highly appreciated the efforts of the members of the Steering Committee for the 40-year Renovation Review. After the 3rd Steering Committee Meeting for the 40-year Renovation Review, on the basis of 47 Thematic Reports, 8 Content Reports according to 6 Groups, and a number of reports from provincial and municipal Party Committees, the initial results of state-level programs and topics, and the inheritance of the results of the 20-year and 30-year reviews; a draft report summarizing a number of theoretical and practical issues over 40 years of Renovation in Vietnam was urgently drafted.

The 40-year Renovation Summary Report is an important input for the drafting of documents to be submitted to the 14th National Party Congress, of which the Political Report is the central report. The drafting of the Report must be carried out urgently and scientifically with a huge investment of effort and intelligence so that it can be promptly filtered and included in the contents of the documents of the 14th National Party Congress.

The General Secretary and President highly appreciated the content that has been summarized and systematized with outstanding results: Systematized clarification of the theoretical development of our Party on socialist-oriented innovation, building and defending the socialist Fatherland over 40 years of Innovation. Evaluated and clarified achievements and limitations in the practice of building socialism in Vietnam on 4 major groups of issues (Building and developing a socialist-oriented market economy; developing culture, society and people; national defense, security and foreign affairs; building and rectifying the Party and a clean and strong political system). Generalized the important development steps in the theoretical perception of socialism and building socialism in Vietnam, including the proposal to define a socialist model consisting of 3 pillars (Socialist-oriented market economy; Socialist rule of law state; socialist democracy led by the Communist Party); achievements of historical significance, limitations, clarifying issues and lessons learned. Forecasting relatively close to the situation, proposing goals, viewpoints, main targets, orienting tasks and solutions to continue to comprehensively promote the innovation process. The draft report has recommended and proposed a number of contents to serve the construction of documents for the 14th National Party Congress.

General Secretary and President To Lam emphasized the need to unify the perception of the new context that is opening a new era, an era of rising up of the Vietnamese people after 40 years of implementing the Doi Moi process, thereby having stronger innovations in the form and content of the report. The spirit is to look straight at the truth, accurately assess the achieved results, frankly and objectively point out the limitations, weaknesses, shortcomings and causes, especially the bottlenecks and knots for the country's development that have not been or are slow to be resolved and overcome; continue to firmly pursue the cause of national renewal.

General Secretary and President To Lam noted that summarizing a number of theoretical and practical issues on the socialist-oriented Renovation process over the past 40 years in Vietnam is an important task for the Renovation process, national construction and development; contributing directly to the drafting of the Political Report to be submitted to the 14th National Party Congress. Therefore, the Report summarizing 40 years of Renovation will continue to be completed to submit to the Politburo for comments, then to the 10th Central Party Committee Conference./.
