The General Secretary presided over the second meeting of the Central Steering Committee on perfecting institutions and laws.

(CPV) - On the morning of December 17, at the Party Central Headquarters, the Central Steering Committee on Institutional and Legal Improvement (the Steering Committee) held its second meeting. Attending the meeting were members of the Politburo : Prime Minister Pham Minh Chinh, Deputy Head of the Steering Committee; National Assembly Chairman Tran Thanh Man, Deputy Head of the Steering Committee; members of the Politburo, members of the Secretariat, members of the Central Committee of the Party, leaders of the Government, National Assembly, Fatherland Front, members of the Steering Committee and representatives of the leadership of a number of ministries, central agencies and branches; and members of the Steering Committee.

At the meeting, the Steering Committee discussed and provided feedback on key issues: evaluating the results of implementing Resolution 66-NQ/TW of 2025 (Resolution 66) and tasks for 2026; the Steering Committee's work program for 2026; the plan to improve the structure of the legal system; legislative orientation for the 16th National Assembly term; results of removing "bottlenecks" caused by legal regulations; major policies to mobilize and unlock financial resources for economic development; and mechanisms and policies for developing small and medium-sized enterprises.

At the same time, the Steering Committee also considered two important issues: improving the legal framework for preventing and combating corruption, waste, and negative practices; and decentralization, delegation of power, and delineation of authority.

Speaking at the session, General Secretary To Lam stated that, after nearly eight months of implementing Resolution 66, with the decisive direction of the Politburo, the Secretariat, the Central Steering Committee, the Party and State leaders, and the synchronized involvement of agencies in the political system from the National Assembly, the Government to central and local ministries and departments, the work of perfecting institutions and laws has seen clear progress. The 15th National Assembly has completed a record amount of legislative work. More importantly, it's not just about the quantity; our thinking on lawmaking has been renewed towards ensuring both management and development, shifting strongly from "pre-approval" to "post-approval," and from manual management to digital management based on data. Many institutional "bottlenecks" have been identified and removed. Discipline and order in the development and implementation of laws have been strengthened; The investment and business environment is gradually improving, contributing to the country's development and serving the people better and better.

The General Secretary also stated that, given the demands for rapid and sustainable national development in the coming period, the task of building and perfecting institutions remains very challenging. 2026 is the first year of implementing the Resolution of the 14th National Party Congress, and many strategic policies and guidelines need to be institutionalized; the legal framework must be prepared in advance to pave the way for development.

The General Secretary acknowledged and highly appreciated the insightful, substantive, and comprehensive comments from the attendees and commended the meticulous and thorough preparation by the Standing Committee and relevant agencies.

The General Secretary stated that, regarding the issues related to evaluating the work in 2025 and the tasks for 2026, the Steering Committee acknowledged and highly appreciated the efforts of the Party Committee of the National Assembly, the Party Committee of the Government, the Party Committee of the Ministry of Justice, and other committees, ministries, and sectors in completing the tasks of implementing Resolution 66 within the deadline of 2025. At the same time, he highly appreciated the sense of responsibility of the Steering Committee members in leading and directing the implementation of assigned tasks.

The General Secretary affirmed that the implementation of Resolution 66 over the past period has created significant changes with many breakthroughs in the work of building and perfecting institutions and laws, meeting the requirements of national development. We have basically completed the goal of "basically removing bottlenecks caused by legal regulations by 2025" as identified in Resolution 66 of the Politburo. However, the results achieved are only the initial steps; reality continues to pose new demands, requiring the implementation of Resolution 66-NQ/TW to be more vigorous and effective. The General Secretary requested the Party Committee of the National Assembly, the Party Committee of the Government, and the ministries and agencies at the central and local levels to continue to fully understand and implement the goals, requirements, and tasks set out in the Resolution.

The General Secretary emphasized that 2026 is a very important year – the first year of implementing the Resolution of the 14th National Party Congress, with the spirit of putting the Resolution into practice immediately, without delay. In addition to regular program and plan tasks, the General Secretary requested a focus on reviewing and immediately institutionalizing the major viewpoints and policies in the documents of the 14th National Congress; urgently completing the documents to implement the 51 laws and 8 normative resolutions recently passed by the 10th Session of the 15th National Assembly; and focusing on quickly removing legal "bottlenecks," difficulties, and obstacles to prevent them from hindering development.

The General Secretary requested the National Assembly Party Committee to incorporate the opinions of the Steering Committee members to finalize the draft plan and submit it to the Politburo for consideration and approval; at the same time, to continue to thoroughly review and ensure the full institutionalization of the Party's viewpoints, policies, and guidelines related to the work of building and perfecting the legal system as stated in the Party's 14th National Congress documents and to ensure consistency with the Plan for Perfecting the Structure of the Vietnamese Legal System to Meet the Requirements of National Development in the New Era.

The General Secretary noted and requested the National Assembly Party Committee to study the addition of the task of summarizing the implementation of the 2013 Constitution in order to propose related issues.

Regarding the Project "Improving the Structure of the Vietnamese Legal System to Meet the Requirements of National Development in the New Era," the General Secretary stated that the Steering Committee highly appreciated the meticulous and thorough preparation by the Party Committee of the Ministry of Justice - the agency in charge of drafting the Project, based on leveraging the intellect of numerous central committees, ministries, and agencies, experts, scientists, and practitioners. The Steering Committee basically agreed with the viewpoints, objectives, and solutions for improving the structure of the legal system to meet the requirements of national development in the new era. These include five solutions for improving the substantive structure, five solutions for improving the formal structure, and five solutions for improving the operational mechanism.

The General Secretary noted that it is necessary to reduce the number of legal normative documents according to the principle that each agency should only issue one type of legal normative document, contributing to building a streamlined, transparent, and easily accessible legal system. The consolidation of legal normative documents needs to be strongly reformed in the direction of making them the official basis for citing and applying the law.

Regarding major policies aimed at mobilizing and unlocking financial resources for economic development, the Steering Committee highly appreciates the efforts of the Party Committee of the Ministry of Finance in institutionalizing the policies on unlocking financial resources for economic development, which were discussed by the Steering Committee at the thematic session on August 5, 2025. It requests the Party Committee of the Government to direct the Party Committee of the Ministry of Finance and relevant agencies to focus on effectively implementing the identified directions for mobilizing and unlocking financial resources. In particular, it is important to prioritize maintaining macroeconomic stability and controlling inflation as prerequisites for maximizing the mobilization of domestic and foreign resources. It is also necessary to strengthen close coordination between fiscal and monetary policies, and to develop the government bond market, capital market, and money market in a coordinated manner.

Regarding mechanisms and policies for the development of small and medium-sized enterprises (SMEs), the General Secretary stated that the Steering Committee basically agreed with the Ministry of Finance's assessment that the implementation of mechanisms and policies for SME development in the past has been limited and inadequate, not truly facilitating businesses; some support policies lack long-term stability, the support levels are low; and the organization and implementation of support policies are still limited. The Steering Committee basically agreed with the proposal of the Party Committee of the Ministry of Finance on the orientation for improving mechanisms and policies for SME development in the coming period. It requested the Party Committee of the Ministry of Finance to urgently lead and direct the review and proposal for improving the institutional and legal framework in this field, ensuring that policies supporting SME development are substantive and effective, linked to improving the investment and business environment, and closely following the spirit of the Politburo's directives in Resolution No. 66-NQ/TW and Resolution No. 68-NQ/TW. Review and propose comprehensive amendments to the Law on Supporting Small and Medium-Sized Enterprises in 2026 to ensure the full institutionalization of the Politburo's guidelines and directions on supporting SMEs. This will focus on addressing bottlenecks in access to credit, reforming policies supporting training and legal consulting; policies supporting science and technology, innovation; green transformation, and sustainable business practices. Doing this well will also significantly contribute to creating jobs and livelihoods for a large workforce, supporting social security, and strengthening the confidence of all segments of the population and SME owners in the overarching policies of the Party and State.

Regarding some major orientations on improving the legal framework in the field of preventing and combating corruption, waste, and negative phenomena, the General Secretary requested the Party Committee of the Government, the Party Committee of the Supreme People's Court, the Party Committee of the Supreme People's Procuracy, and relevant agencies to base their leadership and guidance on the content of the report to fully institutionalize the Party's viewpoints and policies into legal regulations in the field of preventing and combating corruption, waste, and negative phenomena. The Central Internal Affairs Commission should study the content of the report to supplement and refine the summary of 20 years of implementing Resolution No. 3 of the 10th Central Committee on strengthening the work of preventing and combating corruption, waste, and negative phenomena; and develop a new Resolution to be submitted to the Central Committee.

The Steering Committee highly appreciated the Party Committee of the Ministry of Interior for coordinating with the Party Committee of the Ministry of Justice to review the implementation of laws on decentralization, delegation of power, and delineation of authority when operating two-tiered local governments, and to assess the feasibility of tasks that have been decentralized and delegated to local governments. The General Secretary requested the Party Committee of the Government to continue leading and directing the prompt resolution of proposals and recommendations from localities, including: reviewing and considering the issuance of guiding and explanatory documents for 355 tasks that localities have reported needing the issuance of legal documents or guiding documents for implementation; and researching and proposing to competent authorities the issuance or amendment of content related to 10 tasks requiring adjustment of authority between the central and local levels or between different levels of local government. Continue to closely monitor the implementation of decentralization, delegation of power, and delineation of authority at the local level, promptly providing guidance and resolving difficulties and obstacles, ensuring implementation in accordance with the spirit of "local authorities decide, local authorities act, local authorities are responsible".

The General Secretary emphasized that 2026 is the first year of implementing the Resolution of the 14th National Congress of the Party, laying the foundation for the implementation of tasks in the following years, with a very large volume of work to be done. In particular, the work of perfecting institutions and laws plays a very important role. The General Secretary requested that the members of the Steering Committee make the most use of their intellect and dedication, closely follow the development requirements of reality, and be decisive in leading and directing central and local departments, ministries, and agencies to successfully complete the tasks set forth, thereby creating the most favorable legal framework to promote national development according to the goals set out in the documents of the 14th National Congress.
