On the morning of January 16th, at the Hoa Lac High-Tech Park (Hanoi), Viettel Group held a groundbreaking ceremony for the first high-tech semiconductor chip manufacturing plant in Vietnam. Attending the ceremony were General Secretary To Lam; Prime Minister Pham Minh Chinh; General Phan Van Giang, Minister of National Defense ; along with leaders from many ministries, central agencies, organizations, businesses, and domestic and international partners.

The project, implemented on an area of 27 hectares, is being carried out by Viettel as assigned by the Ministry of National Defense, based on the realization of Resolution 57 of the Politburo.
The factory is envisioned to become a national-level technological infrastructure, serving the research, design, testing, and production of semiconductor chips, contributing to the formation of a complete semiconductor ecosystem in Vietnam.
Completing the most important link in the chip production chain.
According to experts, a complete semiconductor chip product must go through six main stages: product definition, system design, detailed design, chip manufacturing, packaging - testing and integration - testing.
Over the past period, Vietnam has gradually participated in 5 out of 6 stages, mainly in design and testing. However, the chip manufacturing stage - the most complex, expensive, and crucial stage - has not yet been able to be carried out domestically.
The construction of the semiconductor chip manufacturing plant in Hoa Lac is expected to "close the loop" for the entire chip production process right here in Vietnam. Once operational, the plant can meet the needs of many key industries such as aerospace, telecommunications, the Internet of Things (IoT), automotive manufacturing, medical equipment, automation, and defense and security.
Semiconductor chip manufacturing is considered one of the most sophisticated and demanding technological processes today. From a silicon wafer of near-perfect purity, a chip is formed through approximately 1,000 consecutive technological steps, spanning three months. Even a small mistake at any stage can affect the entire production line, requiring a very high level of management, organization, and technological mastery.
Creating a foundation for the semiconductor ecosystem and workforce.
Beyond its manufacturing role, the factory is also expected to become a practical training center for high-quality semiconductor human resources, linking training with a real-world production environment. This is a crucial foundation for Vietnam to achieve its goal of training 50,000 chip design engineers by 2030, aiming for over 100,000 semiconductor professionals by 2040, as outlined in the National Semiconductor Strategy.

Lieutenant General Tao Duc Thang, Chairman and CEO of Viettel Group, said that immediately after the groundbreaking ceremony, Viettel will promptly implement the project according to the planned schedule. It is expected that by the end of 2027, the factory will be completed, technology will be transferred, and trial production will begin.
The period from 2028 to 2030 will focus on perfecting and optimizing processes, improving production line efficiency according to industry standards, and laying the foundation for research into more advanced chip manufacturing technologies.
The project is scheduled for implementation between 2026 and 2030, and in the long term, the Hoa Lac plant is planned for expansion, creating a foundation for Vietnam to gradually access advanced semiconductor technologies.
The groundbreaking ceremony for the high-tech semiconductor chip manufacturing plant is not only a milestone for Viettel, but also a strategic step in the journey of building national technological capabilities, contributing to realizing Vietnam's goal of "technological self-reliance and a sustainable future".
