On February 7th, speaking at the National Conference on Studying, Understanding, and Implementing the Resolution of the 14th Party Congress, General Secretary To Lam emphasized that the 10 important topics presented at the conference clarified key issues that need to be addressed immediately and identified major directions to be implemented throughout the term.

According to the General Secretary, the conference also deepened the understanding of the nation's development path and the need for innovation in leadership thinking and the Party's governance methods in the new era.
The General Secretary emphasized that all of the country's achievements are linked to periods where correct policies were implemented decisively, synchronously, and effectively. According to the General Secretary, looking back at 80 years of national construction and development, especially the 40 years of reform, it can be affirmed that the Party's decision to reform was a correct decision of epochal and historical significance.
However, the General Secretary also frankly pointed out that while we have achieved relatively high growth rates for many years, the quality of growth, its sustainability, and the "resilience of the economy " still have many limitations.
We have integrated deeply into the global economy, but the level of "technological mastery, labor productivity, and endogenous competitiveness" of our economy is still not commensurate with the country's potential and the expectations of the people.
Besides that, we have built a relatively synchronized political system, but the effectiveness and efficiency of "national governance, administrative discipline and order, and the quality of policy implementation" still fall short of the requirements for national development.
From there, the General Secretary stated that the current requirement is not only to affirm the correct path of reform, but more importantly, to carry out stronger, more decisive, and more profound reforms in development thinking and growth models, "especially in the capacity for implementation."
"The most fundamental bottleneck today lies not in the policies themselves, but in the capacity to translate those policies into concrete development results," the General Secretary affirmed, emphasizing that to meet increasingly high demands, there must be a unified and decisive overarching mindset: a strong shift from "talking" to "doing," from awareness to action.
The documents of the 14th Party Congress clearly stated that it is necessary to resolutely and thoroughly overcome the situation of "talking much but doing little," "saying well but doing poorly," and "saying not matching doing," and to put an end to bureaucratic and formalistic working methods. Every Party committee, every Party organization, every cadre and Party member, especially the leaders, must uphold a high sense of responsibility and set a leading example in turning decisions into reality.

According to the General Secretary, the Resolution of the 14th National Congress has identified the strategic development goals of the country in the new period. Based on that, it is necessary to focus on implementing five key points that are decisive in the organization and implementation of the resolution.
Accordingly, firstly, it is necessary to focus on improving the capacity to institutionalize and concretize resolutions into policies and laws. This ensures that each major policy of the Party is promptly, synchronously, and consistently transformed into a feasible, stable, and transparent system of mechanisms, policies, and laws.
The General Secretary emphasized that institutions are not only tools for state management, but must also become a driving force for development, unleashing productive forces, unlocking social resources, and creating a favorable environment for innovation. The situation where resolutions are correct but policies are slow to be issued, lack coordination, or are difficult to implement must be thoroughly addressed.
Secondly, it is necessary to reform the methods of organization and implementation, and the discipline of execution. This ensures that all action programs are designed on the basis of clear objectives, specific roadmaps, transparent assignment of responsibilities, and strict monitoring and supervision mechanisms.
At the same time, the effectiveness of development and the satisfaction of the people should be considered the highest measure of the resolution's implementation. Every policy and initiative must ensure that it answers the core question: "What benefits will it bring to the country, to the people, and to the long-term development of the nation?"
"The value of the resolution must not only be affirmed by its theoretical correctness, but also tested by the quality of growth and the improvement of people's lives," the General Secretary emphasized.
The fourth key point, according to the General Secretary, is building a team of cadres with the capacity to organize and implement, who dare to think, dare to act, and dare to take responsibility for the common good. The General Secretary pointed out that it is necessary to overcome the situation where cadres are good at advising but weak in organizing and implementing, and to use practical results as the most important criterion for evaluating cadres. At the same time, a mechanism must be established to protect those who dare to think, dare to act, and dare to innovate for the benefit of the country.
Fifth, the implementation of the resolution must be linked to the renewal of the Party's leadership methods and the enhancement of national governance effectiveness. Accordingly, in the new phase, the renewal of leadership methods must aim at building a modern socialist rule of law state, an effective, disciplined, transparent, and people-serving national governance system.
The General Secretary emphasized that we cannot allow a situation where resolutions are correct, but implementation is weak, slow, and ineffective, without anyone taking specific responsibility.

The General Secretary also emphasized the need to promote the role of the entire political system in organizing the implementation of the Resolution of the 14th National Congress. The General Secretary pointed out that narrowing the gap between the resolution and actual results is a measure of the Party's leadership and governance capabilities. It is also a standard by which history will evaluate today's generation of cadres and Party members.
The General Secretary requested that Party organs at the central level be responsible for playing a central role in guiding and closely controlling the implementation of the resolution nationwide; ensuring consistency between strategic thinking, policy design, and implementation results throughout the entire political system.
The National Assembly strongly promotes its legislative and supreme oversight role, ensuring that all major policies of the Party are promptly, comprehensively, and practically institutionalized within the legal system.
The government and ministries must shift strongly from the role of "issuing policies" to the role of "organizing and implementing policies to the end," using substantive development results as a measure of governance capacity. The focus should be on concentrating resources, mechanisms, and governance capacity to form and effectively develop strong growth poles, key economic regions, dynamic cities, and new-generation special economic zones with competitiveness on par with regional and international levels.
The General Secretary requested that the implementation should aim to create new development spaces with widespread impact, leading to growth and in-depth restructuring of the economy.
Regarding the Vietnam Fatherland Front and other socio-political organizations, the General Secretary emphasized their responsibility to promote the role of social supervision and criticism, and to mobilize "people and businesses to participate in implementing resolutions and monitoring from the grassroots to the central level" through technological platforms.
Monitoring and critical review must be substantive, focusing on issues of direct concern to the people, bottlenecks in policy implementation, and the specific social impacts of resolutions. It is crucial to promptly and truthfully reflect the legitimate opinions, aspirations, and recommendations of the people so that the Party and State can adjust policies and guidelines to suit practical realities.
The General Secretary also noted that local governments at all levels must truly become the vanguard in organizing and implementing the Resolution of the 14th National Congress; they must be the places that directly transform the Party's policies into concrete development results in socio-economic life.
Local implementation must aim for tangible results, demonstrated by sustainable economic growth, improved living standards for the people, enhanced quality of public services, and a better investment and business environment. Instead of chasing superficial targets or embellishing achievements, the long-term development effectiveness and public satisfaction should be the benchmarks for evaluating the leadership and management capacity of local governments.
The General Secretary also noted that local authorities must absolutely not wait for or rely on the central government, nor mechanically copy models from other places. Instead, they must promote a spirit of self-reliance, creativity, daring to think, daring to act, and daring to take responsibility within the framework of the law and the general direction of the Party. Any locality that delays reform, wastes resources, or misses development opportunities will first and foremost hold its leader accountable to the Party and the people.
"We cannot allow a situation where resolutions are correct but implementation is weak, delayed, and ineffective, without anyone taking specific responsibility. We must not allow weaknesses in organization and personnel to slow down the nation's progress. Delays in implementation not only waste resources but also slow down and cause the loss of opportunities for national development," the General Secretary affirmed.
