
On the afternoon of December 15th, in Kien Xuong commune ( Hung Yen province), General Secretary To Lam and delegates of the Hung Yen Provincial National Assembly Delegation met with voters from three communes (Kien Xuong, Le Loi, and Quang Lich) to inform them of the results of the 10th Session of the 15th National Assembly and to listen to their opinions and suggestions.
Attending the conference were: Comrade Pham Gia Tuc, Member of the Central Committee of the Party, Chief of the Central Party Office; Comrade Nguyen Huu Nghia, Member of the Central Committee of the Party, Secretary of the Hung Yen Provincial Party Committee; leaders of Hung Yen province; leaders of departments and agencies of the province; and voter representatives from the three communes of Kien Xuong, Le Loi, and Quang Lich.
The report of the delegation stated that, after 40 days of continuous, urgent, and serious work, with a scientific, innovative, and highly responsible spirit, the 10th Session of the 15th National Assembly completed all the planned agenda items. The National Assembly reviewed and passed 51 laws and 8 normative resolutions; conducted a review of the work of state agencies during the 2021-2026 term; considered and decided on personnel matters within its authority; conducted thematic supervision on "the implementation of policies and laws on environmental protection since the Law on Environmental Protection 2020 came into effect"; discussed and provided feedback on the draft documents to be submitted to the 14th National Congress of the Party; considered and decided on issues related to socio -economic development, the state budget, investment policies for national target programs, important national projects, and adjustments to the National Master Plan. Reviewing reports on judicial work, anti-corruption, crime prevention and control, law violations, results of monitoring the resolution of voters' petitions, receiving citizens, handling letters and complaints, and resolving citizens' grievances and denunciations, along with several other important issues.
At the conference, voters raised several issues of concern. Voters suggested that the Ministry of Education and Training needs to establish strict and consistent legal regulations as a basis for implementing the Law amending and supplementing certain articles of the Education Law.
Voters also shared that in recent times, heavy rains, floods, landslides, and rising sea levels have occurred in all three regions, causing significant damage to people and property. Voters believe that the National Assembly, the Government, and relevant ministries and agencies need to pay more attention to, direct, and implement more decisively, solutions to adapt to climate change and prevent and mitigate natural disasters; allocate resources to invest in the renovation, upgrading, and construction of infrastructure adapted to climate change and natural disaster prevention and mitigation, especially dike and irrigation systems; issue construction standards and regulations for housing that meet the needs of disaster prevention and mitigation and adaptation to climate change, especially in high-risk areas; and improve the capacity for forecasting weather, natural disasters, and climate change to proactively implement effective prevention and adaptation measures.

Voters also reflected on the current concerning reality that the proportion of untrained workers in our country is still quite large, the quality of training is low, and the occupational structure is not rational. We have gone through more than 10 years in the period of a golden demographic structure, but the economic performance has not been commensurate with the current number of workers in the country, and our labor productivity is much lower than that of some countries in the region. This is also due to the low quality of human resources. Voters proposed that the Government research and promulgate a National Strategy for the Development of High-Quality Human Resources until 2035, with a vision to 2045; in which, clearly define the standards of high-quality human resources for each industry and field; and through policies to encourage the establishment of research and development centers combining universities and businesses. Research mechanisms for tax exemptions and reductions on land use fees and land lease fees, and credit incentives for businesses (especially those with foreign direct investment and technology) investing in infrastructure, vocational training programs, and retraining for workers.
Expressing enthusiasm for the Politburo's issuance of Resolution No. 72-NQ/TW on breakthrough solutions to strengthen the protection, care, and improvement of people's health, voter Nguyen Viet Ha (Kien Xuong commune) suggested the need to promptly issue and effectively implement national programs and strategies to improve the intellectual capacity, physical strength, stature, and life expectancy of Vietnamese people. He also called for innovation and improvement in the efficiency and quality of medical examination and treatment services, especially at the grassroots level, coupled with strengthened state management of medical facilities; and rectification of medical examination and treatment activities covered by health insurance, as seen in the past.

Voters expressed concerns about food safety and hygiene, the quality of consumer goods, the prevalence of counterfeit and substandard goods, and other products of unknown origin. They requested that all levels and sectors strengthen state management, combat and prevent violations more effectively, and strictly punish offenders to protect consumer rights, public health, and ensure that production facilities comply with the law and social responsibilities.
Speaking at the meeting with voters, General Secretary To Lam expressed his pleasure in meeting with the National Assembly delegation of the province and voters from three communes: Kien Xuong, Le Loi, and Quang Lich - areas rich in cultural and revolutionary traditions, and known for their studiousness; where the people are always hardworking, united, and compassionate, making important contributions to the building and protection of the Fatherland.
General Secretary To Lam highly appreciated the democratic spirit, responsibility, frankness, and dedication in the opinions of the voters. Each opinion was practical, accurately reflecting the lives and aspirations of the people; demonstrating their trust in and solidarity with the Party, the State, and the National Assembly.
The General Secretary further informed the voters about the results of the 10th Session of the 15th National Assembly, some outstanding achievements of the entire term of the 15th National Assembly, the situation of the country in 2025, and the preparations for organizing the 14th Party Congress, which the Politburo and the Secretariat have been urgently and decisively directing.
The General Secretary affirmed that throughout its term, the 15th National Assembly made strong efforts to innovate, leaving many outstanding marks, demonstrating its courage, wisdom, and high responsibility to voters and the people. The National Assembly completed the largest volume of legislation in its history, with over 205 legislative tasks completed, including a large number of laws and resolutions, many of which contained new, complex, technically advanced, and strategic content for national development in the new period. The National Assembly unanimously approved amendments and additions to several articles of the 2013 Constitution, creating a basis for institutionalizing the Party's major policies on restructuring the government apparatus and organization, aiming for more effective and efficient national governance; strongly reforming the law-making process, ensuring feasibility, removing bottlenecks, and creating a foundation for sustainable development; and effectively implementing supreme oversight activities.
The General Secretary expressed his delight upon learning that Hung Yen province, after its merger (with Thai Binh), despite the large workload and the new organizational model requiring significant effort, has proactively and creatively implemented measures systematically, achieving many positive results in socio-economic, security, and defense fields. The province is also facing many new opportunities: greater development potential; expanded socio-economic space; and stronger regional linkages and investment attraction capabilities. The General Secretary urged Party committees and authorities at all levels, from the province to the communes and wards of Hung Yen, to focus on economic development and improving people's lives; to review support policies and attract selective investment without sacrificing the environment; to plan concentrated production areas linked to consumer markets; and to ensure that economic development goes hand in hand with preserving cultural traditions, ethics, and the living environment.

The General Secretary also expressed his pleasure at seeing that the three communes of Kien Xuong, Le Loi, and Quang Lich have made concerted efforts to implement comprehensive solutions, effectively exploiting the potential and advantages of each locality, resulting in socio-economic progress and maintaining security and order. These communes are gradually transforming, laying the foundation for the development of advanced new rural areas in the future. The General Secretary requested that the Party committees, authorities, and people of these communes undertake two more major tasks: focusing on developing green, high-value agriculture – building a modern rural economy; and making breakthroughs in infrastructure, expanding development space, and creating new momentum for socio-economic development.
Responding to several suggestions from voters, the General Secretary affirmed that the Party's consistent viewpoint is: "The people must always be placed at the center; the legitimate rights and interests of the people must be protected; all policies and decisions must be aimed at serving the people."
The General Secretary requested that Party committees and authorities at all levels, from the province to the communes and wards of Hung Yen, must definitively resolve the legitimate requests of the people.

The General Secretary stated that the 2026 election for the 16th National Assembly and People's Councils at all levels will take place – coinciding with the 80th anniversary of the first general election. With very little time left, a large volume of work is required, and the demands are high. The General Secretary requested that all levels and sectors immediately begin their work; that the tasks be concrete, practical, and effective; that there be no formality; that responsibilities be clearly defined for each person, each task, each task, and each deadline; and that all necessary conditions be fully prepared to ensure the election is democratic, lawful, safe, and successful.
On this occasion, General Secretary To Lam presented 30 computer sets to the three communes of Kien Xuong, Le Loi, and Quang Lich.
Later that same day, General Secretary To Lam visited and presented gifts to the family of Mr. Nguyen Trong Hieu, born in 1948 (Quang Trung village, Kien Xuong commune, Hung Yen province), a war invalid with 81% disability.
