The Congress's motto: "Unity - Democracy - Discipline - Breakthrough - Development" is not just a slogan, but truly a rallying cry, a mandate of responsibility before history, affirming the unwavering belief in the path chosen by the Party, President Ho Chi Minh, and our people.

With meticulous, thorough, and scientific preparation, and incorporating broad contributions from the entire Party and the people, the documents adopted at the 14th National Congress reflect the highest strategic vision and political determination. Notably, for the first time in history, the 14th National Congress issued an Action Program accompanying the Resolution – a breakthrough aimed at ensuring the Resolution was immediately put into practice. From the principles to the plans and implementation, everything was clearly defined: who would do it, when, what resources were needed, and what the ultimate goals were. As a result, the Resolution of the 14th National Congress truly became a guide for action for the Party and the entire political system, a "lighting torch" on the path of new development.
The Resolution of the 14th Party Congress went beyond mere vision and direction, imbued with the spirit of life, igniting aspirations for development and powerful motivation for action, ready to be put into practice immediately after the Congress.
The Resolution of the 14th National Congress sets forth a clear, bold, yet feasible overall goal for the period 2026-2030 and a vision to 2045: maintaining a peaceful and stable environment; developing the country rapidly and sustainably; comprehensively improving the people's lives; and strengthening self-reliance and self-strength to advance strongly in the new era of the nation. More importantly, the documents of the 14th National Congress immediately concretized the spirit of decisive action. The action program accompanying the Resolution particularly emphasized the requirement of "choosing correctly - implementing quickly - doing thoroughly - measuring by results" for all tasks. Each major decision of the Congress was developed into a practical implementation plan, clearly defining objectives, solutions, and evaluation criteria. The ideology of "the people are the foundation" was consistently upheld: the people are the center and the subject of development, and all policies are aimed at improving the material and spiritual lives of the people. At the same time, it emphasizes respecting, listening to, and promoting the people's role as masters of their own destiny. Thanks to this, the Resolution of the 14th Party Congress did not remain merely a vision and orientation, but also carried the breath of life, igniting aspirations for development and a strong motivation for action, ready to be put into practice immediately after the Congress.
From resolution to action
The resolution is there, the program is clear, the remaining issue is action. The Congress requests all Party committees at all levels to urgently disseminate, study, and concretize the Resolution into programs and plans suitable to their localities and units, and quickly put the Resolution and Action Program into practice. The general spirit is to shift strongly from "talking" to "doing," from awareness to action. The Congress documents clearly state that it is necessary to resolutely overcome the situation of "talking much but doing little," "talking well but doing poorly," "talking without doing," and to put an end to bureaucratic and formalistic working methods. Each Party committee, each Party organization, each cadre and Party member, especially the leaders, must uphold a high sense of responsibility and set a leading example in turning decisions into reality. From now on, "talking and doing" must become a principle of action; Every policy and task must clearly define its objectives and solutions, link responsibility with results, connect breakthroughs with sustainability, and ensure disciplined implementation that satisfies the people.

Entering a new phase, every correct policy, once issued, must be implemented with ten times the determination and a hundred times the action in practice; political determination must be at the highest level, effort at the greatest level, and action at the most decisive level – this is a command stemming from the will and aspiration for development of the nation. From the central to local levels, from Party and State agencies to the Fatherland Front and political and social organizations, all must simultaneously engage with renewed vigor; in which, every cadre and Party member, first and foremost each member of the Central Committee of the Party, must be exemplary, daring to think, dare to speak, dare to act, dare to take responsibility, dare to innovate for the common good, placing the results of serving the people as the highest measure of work efficiency.
The next 5-10 years
The next 5-10 years will be a pivotal period, crucial to achieving the country's two centenary strategic goals. Within this relatively short timeframe, we must both complete the objectives of the 2026-2030 five-year period and lay a solid foundation for reaching higher development milestones by 2045. The goal by 2030 is to transform Vietnam into a modern, high-middle-income country. This requires consistent economic growth of 10% or higher annually for many years – an unprecedented breakthrough, but a completely achievable goal if we maximize our resources. By 2045, we must achieve the goal of building a developed, high-income Vietnam on par with the rest of the world.
From the early days of nation-building and national defense, our ancestors forged a tradition of unwavering resilience and indomitable spirit. The greater the hardships and challenges, the more united and determined we became to achieve victory. In the 20th century, under the leadership of the Party, our nation achieved victories that "shook the world and resonated across continents." In this new era, on the socio-economic development front, we must further uphold the spirit of "never retreating, never faltering, only moving forward, moving forward relentlessly."
Because of the short timeframe, the heavy workload, and the decisive nature of the tasks, the 14th National Congress set forth revolutionary and groundbreaking policies and solutions to seize every opportunity and overcome all challenges. Over the next five years, we must accelerate comprehensively in all key areas: the economy must achieve a breakthrough to sustain high growth; science, technology, and innovation must be strongly promoted to drive development; institutional reforms and improvements to the investment and business environment must be carried out decisively and transparently to unleash all social resources. At the same time, social issues such as education, healthcare, and culture need to receive investment commensurate with economic growth, ensuring harmonious and sustainable development. The work of building and rectifying the Party and the political system continues to place very high demands, especially on building a team of cadres capable of fulfilling the tasks – those who are “truly exemplary in character, intellect, and courage, and capable of leading the successful implementation of the great tasks entrusted by the Party, the State, and the people.”
The 14th Party Congress term is an extremely important period for the entire Party and people to achieve the highest possible results to celebrate the 100th anniversary of the Party's founding (2030). From now on, the "5-year vision for 20 years" mindset must be thoroughly implemented in leadership and management. This means that successfully achieving the goals of the next 5 years will simultaneously lay a solid foundation for the goals of many years to come. Correct and groundbreaking decisions made today will not only bring immediate results for the 2026-2030 period, but will also create momentum for a leap forward in development in the coming decades. If we seize the opportunity and overcome the challenges of these pivotal 5-10 years, the country will undoubtedly take off strongly, realizing the ambition of becoming a powerful Vietnam by the middle of the 21st century. Conversely, if we miss the opportunity or make delays and mistakes during this crucial period, the price to pay will be very high – potentially losing the opportunity for the entire nation and falling further behind in a rapidly changing world. Recognizing this, the entire Party and people are even more determined to act swiftly and decisively from the beginning of this term, not allowing "a single day wasted, a single week delayed."
Overcoming challenges
Looking ahead, we have no choice but to succeed. The 14th National Congress has ignited the flame of unwavering faith in victory, placing on the shoulders of the entire Party and people an extremely heavy but also glorious historical responsibility. Many difficulties and challenges lie ahead, but our Party will not allow any hesitation or failure on the path we have chosen. Along with the Party is the love and hope of over 100 million compatriots, and before us lies the destiny of the entire nation in the 21st century.
The Party's goal of "a prosperous people, a strong nation, democracy, fairness, and civilization" is not only an aspiration but also a solemn promise to the people. Therefore, every cadre and Party member, especially those in leadership positions, must remind themselves to strive and surpass themselves. We must not delay reform, we must not be slow in action, and we must not be complacent or rest on our laurels. Lessons from previous terms show that where there is high political determination, centralized, unified, and thorough leadership, there will be positive changes; conversely, if there is laxity, complacency, and a lack of decisiveness, even the most correct policies will be difficult to succeed.

Deep international integration means Vietnam faces increased competitive pressure, but it also opens the door to acquiring advanced knowledge, technology, and development resources from abroad. Economic globalization provides a large market for Vietnamese goods and services, but it also demands that we continuously improve our endogenous capacity to move up the global value chain. Geopolitical fluctuations around the world can affect the environment of peace and stability – a prerequisite for development – therefore, the task of maintaining independence, sovereignty, and a peaceful environment becomes even more crucial. The new context demands new thinking and vision: we must be strategically proactive, always alert and perceptive in analyzing the situation, flexible and creative in our countermeasures, steadfast in principles but not dogmatic or rigid.

With the resilience and wisdom of the Vietnamese people, and the trust, love, and unanimous support of the people, we can confidently assert that advantages will outweigh challenges. The country's strength and position after more than half a century of reunification have grown stronger than ever, creating a foundation for us to confidently move forward. Vietnam's prestige and standing in the international arena are constantly improving, creating favorable conditions to garner support and cooperation from international friends. The crucial thing is that we must maximize our internal strengths, leverage external resources, and transform this combined strength into a driving force for national development. Proactive adaptation and active innovation are the keys for Vietnam to overcome challenges and steadily advance in this turbulent era.
Victory is certain.
At this special moment, more than ever, the words of our beloved President Ho Chi Minh still resonate: "Forward! Complete victory will surely be ours!" The call to arms from years ago has become a belief in ultimate victory, inspiring our entire nation to rise up and fight for independence and freedom. Today, in the cause of building and defending the Fatherland, that call to arms still burns with fervor, urging us to resolutely overcome poverty and backwardness, build a prosperous and happy country, and stand shoulder to shoulder with friends around the world.
From now on, the "5-year vision for 20 years" mindset must be thoroughly instilled in leadership and management. This means that successfully achieving the goals of the next five years will simultaneously lay a solid foundation for the goals of many years to come. The correct and groundbreaking decisions made today will not only yield immediate results for the 2026-2030 period, but will also create momentum for a leap forward in development in the coming decades.
Nearly 6 million Party members and over 100 million compatriots carry in their hearts the flame of aspiration for a strong and prosperous Vietnam. The 14th National Congress has bestowed upon us the banner of decisive victory. Now is the time for the entire Party, the entire people, and the entire army to strengthen their ranks, work together in unity, and strive to compete in labor, study, work, and combat, successfully implementing the Resolution of the Congress. Now is the time to transform all policies and resolutions into concrete actions and results. The future and destiny of the country urge us to act, and act even more decisively. The entire Party, the entire people, and the entire army act with the spirit of "each person working twice as hard," with new knowledge, with the support of science and technology, under the guiding light of the Party; we act with unwavering will, advancing on all fronts of economy, culture, and society like "soldiers in peacetime," and the effectiveness will be tenfold, even a hundredfold.
