Speaking at the Group discussion session this morning, November 25, General Secretary To Lam emphasized that caring for culture, health care and education must become the driving force for development, the focus of breakthroughs in the National Target Programs in the coming period, ensuring that all policies are aimed at the ultimate goal of benefiting the people.

The whole society must join hands for the National Target Programs.

Discussing at Group 1 (Hanoi National Assembly Delegation) on the National Target Program on modernization and improvement of education and training quality for the 2026-2035 period; the National Target Program on health care, population and development for the 2026-2035 period; the National Target Program on new rural areas, sustainable poverty reduction, socio -economic development in ethnic minority and mountainous areas by 2035, General Secretary To Lam emphasized the focus on developing important pillars including culture, health and education. Because this is not only a goal but also must become a driving force, a breakthrough focus in national development.

In that spirit, the General Secretary stated that the National Target Program is not just for the health or education sector, but requires "the whole society to join hands and break out of the framework of national sectors and fields." Therefore, this content needs to be discussed and considered within the scope of the name "national target", not just for the education or health sector.

In the past, we established many Management Boards, implemented many projects and programs that took a lot of time and money, but the final results were not as expected. Therefore, the General Secretary said that the national target program needs to clearly identify the presiding agency and the goals, and must not overlap with previous programs, and "the ultimate goal must be for the people to benefit."

Regarding the National Target Program on Health, the General Secretary emphasized that we must clearly define what we will achieve when building, in which by 2030 the health sector and health check-ups for people must achieve specific goals, and not "get stuck in what we are doing".

According to the General Secretary, in the health sector, primary health care for the people is very important. Along with that, attention should be paid to the preventive health system, because currently preventive health is underdeveloped, so epidemics still break out frequently.

The General Secretary said that with what is still existing in the health sector today, in the next 5 years we must completely resolve it. For example, many infectious diseases such as tuberculosis and malaria have been abandoned in the world for a long time, but we are still facing them. So in the next 5 years, we must eliminate infectious diseases, which are costly to the whole society. The national program must focus on specific tasks and specific goals to achieve the desired results.

If we now focus on curing diseases, but forget that environmental pollution, contaminated water sources, unhygienic food and drink... are the source of diseases. Raising this issue, the General Secretary emphasized the requirement to "solve the root cause of diseases, not just focus on treatment and care by the health sector".

From the above reality, General Secretary To Lam said that the investment in the National Target Program, how and to what extent, needs to be given due attention, not just stopping at the health sector, which will cause waste and not fundamentally solve the problem.

Synchronize with other programs to achieve larger goals

According to the General Secretary, both the National Target Programs on health and education focus on the following specific issues.

First of all, it is the infrastructure, hospitals, equipment; secondly, what should teachers and doctors be like, have they really met the standards? The majority of doctors and teachers are very qualified, but how should we train them to meet the actual requirements?

Regarding the National Target Program on Education, the General Secretary said that we have set many goals, in which, delegates gave many comments related to the staffing of teachers and the situation of many places lacking or having excess teachers, the difficulties in schools in mountainous, remote and isolated areas...

The General Secretary emphasized the need for localities to be proactive in managing staffing as well as ensuring enough schools and classes for children to go to school.

The General Secretary shared that the Ministry of Education and Training recently coordinated with border provinces to organize groundbreaking ceremonies for inter-level boarding schools in border communes so that children can go to school in the most convenient way. Thanks to that, children can go to school equally and have an environment to study, not just go to school.

The General Secretary emphasized the significance and importance of building inter-level boarding schools in the land border communes in recent times, with investment in solid classrooms, English classrooms, gymnasiums, swimming pools, etc., thereby contributing to comprehensive training in education, physical education, and life skills for children. In that spirit, the Ministry of Education and Training and related units will continue to deploy and build many schools according to this model, to be completed before 2030 to meet the current practical needs in localities.

The General Secretary also pointed out the current problem, that although English is the second language, the number of English teachers is still very limited. “If there are no English teachers, where will the children study?”, the General Secretary wondered.

The General Secretary said that in the National Target Program, we have only paid attention to infrastructure (building schools, building classrooms, etc.) and have not paid attention to training and developing human resources for both health and education. Therefore, the implementation of the National Target Program must be carried out synchronously with other programs to achieve larger goals.

The General Secretary said that we should also invest in private schools in addition to public schools. In particular, there are currently many charitable establishments that are caring for and nurturing many disabled children, contributing to supporting families in difficult circumstances. Through the National Target Program, we must set out requirements for how to invest in the health care and education system to contribute to solving future social problems.

The General Secretary emphasized: The national target program must target the disadvantaged and these lives with specific work.

The General Secretary also said that the National Target Program on Education must ensure education, science and follow a standard process from kindergarten to university and post-graduate. To develop the country and to have high labor productivity, there must be education and training, in which, learning and training of human resources must be most effective. Typically, in a specific field such as health, we must train from 5 to 10 more years to have a team of doctors to serve the needs of medical examination and treatment of the people.

General Secretary To Lam said that we must discuss each specific task in detail to implement the National Target Program on Education and Health. In which, every locality and commune must contribute to the program, not just the Ministry of Education and Training and the Ministry of Health.

Along with that is the coordination between the two Ministries to solve common problems, such as school nutrition; developing the catering industry for hospitals, schools, etc.
