General Secretary To Lam: Innovate and improve methods of ensuring logistics and technical support in the new situation.

On the morning of January 14th, in Hanoi, the General Department of Logistics and Technical Services, Ministry of National Defense, solemnly held a ceremony to receive the title of "Hero of the People's Armed Forces".

This is the recognition by the Party and the State of the outstanding achievements and accomplishments of the General Department of Logistics and Technical Services in the new era, contributing to building a lean, efficient, and strong army, advancing towards modernization, consolidating national defense and security, and building and firmly protecting the socialist Fatherland of Vietnam.

General Secretary To Lam, Secretary of the Central Military Commission, attended and delivered a speech at the welcoming ceremony.

Also attending were members of the Politburo: Phan Đình Trạc, Secretary of the Central Committee of the Party, Head of the Central Internal Affairs Commission; Nguyễn Xuân Thắng, Director of the Ho Chi Minh National Political Academy, Chairman of the Central Theoretical Council; General Phan Văn Giang, Deputy Secretary of the Central Military Commission, Minister of National Defense; General Lương Tam Quang, Minister of Public Security ; and Nguyễn Văn Nên, Standing Member of the Subcommittee on Documents for the 14th Party Congress.

Comrades: former members of the Politburo; Secretaries of the Central Committee of the Party; members of the Central Committee of the Party; former members of the Central Committee of the Party; leaders of the Government, the National Assembly, central committees, ministries and branches; local leaders; leaders and former leaders of the Ministry of National Defense ; heads of agencies of the General Staff, the General Political Department of the Vietnam People's Army; heads of military regions, branches of the armed forces, corps, services, divisions, corporations and the Logistics and Technical Department, and logistics and technical agencies of units, attended the ceremony.

Enhancing the potential, quality, and effectiveness of logistics and technical support services.

Reporting on the achievements and commendations at the ceremony, Lieutenant General Tran Minh Duc, Deputy Secretary of the Party Committee and Head of the General Department of Logistics and Technical Services, stated that on July 11, 1950, President Ho Chi Minh signed Decree No. 121/SL establishing the General Department of Supply. On January 13, 1955, the General Department of Supply was renamed the General Department of Logistics. On September 10, 1974, the Prime Minister signed Decree No. 211/CP establishing the General Department of Technical Services. On January 24, 2025, the Minister of National Defense signed Decision No. 366/QD-BQP on the merger of the General Department of Logistics and the General Department of Technical Services and reorganization into the General Department of Logistics and Technical Services (peacetime).

From 2015 to 2025, the General Department of Logistics and Technical Services has successfully completed the task of perfecting the institutional framework and innovating methods of logistics and technical support; building a strong logistics and technical potential and a solid logistics and technical posture to meet the requirements of national defense in the new situation; advising the Central Military Commission and the Ministry of National Defense on the implementation of many schemes, projects, and programs to enhance the potential, quality, and effectiveness of logistics and technical support; proactively improving, modifying, producing, and modernizing many types of weapons and equipment; maximizing domestic resources and self-sufficiency in basic types of technical materials, reducing dependence on foreign countries; ensuring safety and convenience in exploitation and use, extending lifespan, and improving technical and tactical performance.

The General Department has proposed to the Central Military Commission and the Ministry of National Defense to advise the Politburo and the Government to invest in socio-economic development in conjunction with strengthening and consolidating national defense and security, building potential, forces, and logistical and technical support systems, and establishing a solid logistical and technical support system to meet the requirements of national defense in the new situation.

Over the past 10 years, the General Department has proactively directed and guided the timely provision of hundreds of thousands of tons of logistical materials, weapons, and technical equipment for military exercises. Many new weapons and equipment, researched and produced domestically in Vietnam, as well as modified weapons with extended lifespans and firing ranges, have been used in exercises and have all achieved good quality. During major events of the Party and State, the General Department has provided exceptionally large volumes of logistical and technical support for training, parades, and marches, making a significant contribution to the success of the celebrations, affirming the strong development of the Army, and leaving a positive impression on the people and international friends.

In the face of complex developments in natural disasters and epidemics, the General Department has ensured timely and effective logistical and technical response to non-traditional security challenges, and has proposed to the Ministry of National Defense the deployment of material, logistical, and technical support to the people in a timely and effective manner…

Scientific research, innovation, and technical improvements within the General Department have seen many breakthroughs. The General Department has proactively coordinated research and successfully produced specialized aviation fuel, ensuring timely fuel supply for several modern vehicles and meeting the requirements of the Army's training and combat readiness missions.

The General Department has directed logistics and technical enterprises to accelerate investment in modern technological equipment, actively pursue digital transformation and green transformation, and build sustainable development models; invest in building factories and purchasing many production lines and modern technological equipment to improve productivity and product quality; ensure high-quality, durable, aesthetically pleasing, and standardized military uniforms to meet the requirements of building a regular army; and at the same time create jobs and stable income for tens of thousands of workers and contribute to social welfare in localities.

The General Department has excellently fulfilled its defense diplomacy nhiệm vụ, contributing to enhancing the country's position on the international stage, protecting the Fatherland from early on and from afar; building the General Department and the Army Logistics and Technical sector into a streamlined, efficient, and strong organization; building a clean and strong Party Committee, and comprehensively strong agencies and units that are "exemplary and outstanding"; actively participating in building strong local bases, and effectively carrying out mass mobilization and social welfare work in the areas where it is stationed...

At the ceremony, on behalf of the Party and State leaders, General Secretary To Lam, Secretary of the Central Military Commission, awarded the title of "Hero of the People's Armed Forces" to the General Department of Logistics and Technical Services, Ministry of National Defense, for its exceptionally outstanding achievements in training, combat readiness, building the People's Army, strengthening national defense, and contributing to the cause of building socialism and protecting the Fatherland.

The Army's Logistics and Engineering branches must take the lead in scientific and technological innovation.

Speaking at the ceremony, General Secretary To Lam emphasized that, over more than 81 years of building, fighting, winning, and maturing, under the leadership, education, and training of our Party and President Ho Chi Minh, our Army has overcome countless hardships and challenges, together with the entire people, achieving great victories in the cause of national liberation, national defense, and fulfilling international obligations. The glorious victories and exceptionally outstanding achievements of the heroic Vietnam People's Army in the glorious revolutionary cause of the Party and the nation have been greatly contributed to by generations of officers, soldiers, and personnel of the Logistics and Technical branches of the Vietnam People's Army.

Entering the period of reform, especially in recent years, the General Department of Logistics and Technical Services has excellently fulfilled its strategic advisory role to the Central Military Commission and the Ministry of National Defense leadership, providing solutions for leading and directing the consolidation, merger, and reorganization of logistics and technical agencies and units to be streamlined, synchronized, and unified from the grassroots level to the entire army; effectively developing and implementing many strategically significant projects, programs, and plans; consolidating and enhancing the potential and posture of military logistics and technical services; improving combat strength; and contributing to building a "lean, strong, regular, and modern" army.

On behalf of the Party, State, and Central Military Commission leaders, the General Secretary warmly congratulated the General Department of Logistics and Technical Services on the exceptionally outstanding achievements it has made in the past period.

The General Secretary noted that in the coming years, the global and regional situation will continue to be complex and unpredictable. Domestically, under the leadership of the Party, after 40 years of reform, the country has achieved many great and historically significant accomplishments, but still faces many difficulties and challenges.

To successfully complete the assigned tasks, the General Secretary requested the General Department of Logistics and Technical Services to focus on thoroughly understanding, studying, and implementing the resolutions, directives, conclusions, and regulations of the Central Committee, the Central Military Commission, and the Ministry of National Defense; to advise the Party, the State, the Central Military Commission, and the Ministry of National Defense on policies, solutions, mechanisms, and strategies regarding logistics and technical support for military and national defense tasks; to develop plans and strategies for logistics and technical support consistent with the strategy of building a national defense system and the policy of socio-economic development combined with national defense and security, especially in strategic areas, border regions, islands, and areas inhabited by ethnic minorities and mountainous regions; and to effectively advise on the implementation of projects, programs, and coordinated investments in the production, procurement, repair, improvement, and modernization of weapons and technical equipment.

The General Secretary requested that the spirit of proactiveness, creativity, self-reliance, and self-strength be promoted to ensure timely and adequate provision of materials, weapons, and logistical and technical equipment for units carrying out regular and unexpected tasks, especially training, exercises, combat readiness, and achieving victory in all situations, as well as tasks related to disaster prevention and mitigation, and epidemic control. He also called for innovation and improvement in logistical and technical support methods in the new situation; and continued improvement in the quality of ensuring the well-being and health of soldiers, contributing to enhancing the combat strength of the Army.

The General Secretary emphasized the need to proactively forecast and assess the development trends of military science worldwide, promote research and application of scientific and technological achievements, and foster innovation and digital transformation in the management, operation, design, manufacturing, production, repair, and modernization of weapons, technical equipment, and logistical materials, especially those of strategic importance; and to improve the quality of scientific research at research institutions and schools within the General Department and the entire military's Logistics and Technical sector.

In the "new era," the Army Logistics and Engineering sector must take the lead in scientific and technological innovation, in absorbing the latest and most modern achievements of human intellect to apply to the development of military logistics and engineering, and the cause of industrialization and modernization of the country. The products of the General Department and the Army Logistics and Engineering sector must be specialized products, dual-use products researched, developed, and produced in the spirit of "self-confidence, self-reliance, self-determination, self-strength, and national pride," with a particular emphasis on strategic autonomy.

The General Secretary pointed out that the General Department has effectively implemented the "2 steadfast principles, 2 strong initiatives, and 2 preventive measures" and the "5 solid principles" (solid politics; solid discipline; solid technology; solid military art; solid troop living conditions); paying attention to and caring for the lives of the troops, from meals, accommodation, and daily activities to healthcare, especially for officers and soldiers in remote areas, border regions, and islands, so that the troops can work with peace of mind and be ready for combat. This is considered the main and regular focus of the Logistics and Technical Department's work.

The General Secretary requested that agencies and units within the General Department be built into comprehensively strong, exemplary, and outstanding organizations; that Party organizations be clean and strong; and that mass organizations be strong and excellent. He also called for strengthening education, raising awareness, consciousness, responsibility, and the spirit of service among cadres, staff, soldiers, and workers in the General Department and the Logistics and Technical sector; and for continuing to promote the study and emulation of Ho Chi Minh's thought, morality, and style, in conjunction with the campaign to promote traditions, contribute talents, and live up to the name of "Uncle Ho's Soldiers," as well as other emulation movements and campaigns within the Logistics and Technical sector, creating widespread and practical impact.

The General Secretary affirmed that the Party, State, and Central Military Commission leaders always believe that, under the regular and direct leadership and guidance of the Ministry of National Defense, the General Department of Logistics and Technical Services will increasingly develop and grow stronger, inherit and promote its glorious traditions, uphold the spirit of unity, proactiveness, and creativity in all areas of work, successfully complete assigned tasks, and forever be worthy of the trust and love of the Party, State, and people.
