On the morning of February 8th, the Party Committee of the Central Public Security Department and the Ministry of Public Security solemnly organized a ceremony to commemorate the 80th anniversary of the Traditional Day of the People's Public Security Intelligence Force and to receive the Ho Chi Minh Order. Delivering a speech at the commemoration ceremony, General Luong Tam Quang, Member of the Political Bureau, Secretary of the Central Party Committee of the Public Security Ministry, and Minister of Public Security, stated that 80 years ago, on February 21, 1946, President Ho Chi Minh signed Decree No. 23/SL unifying police organizations nationwide, establishing the "Vietnam Public Security Service," and stipulating the tasks of the police. Among these, intelligence work was identified as the first task: "Searching for and gathering information and documents related to national security, whether internal or external." This is a historically significant event, marking the birth of the People's Public Security Intelligence force.
Since its establishment, under the care, guidance, and training of President Ho Chi Minh, and the comprehensive leadership and direction of the Party, directly the Party Committee of the Central Public Security and the leadership of the Ministry of Public Security, the People's Public Security Intelligence force has continuously matured and developed. For the past 80 years, regardless of the circumstances, the People's Public Security Intelligence force has always been absolutely loyal to the Party, the State, and the people, closely connected to and wholeheartedly dedicated to serving the people. They have proactively and strongly reformed their thinking, organization, and working methods, silently achieving many outstanding accomplishments and victories in the struggle for national liberation and the cause of national construction and development.
During the national liberation struggle, the People's Public Security Intelligence force contributed to protecting the revolutionary government, effectively serving the resistance wars against France and the United States, protecting the cause of building socialism in the North, liberating the South, and unifying the country. In the period of reform, the People's Public Security Intelligence force promptly advised the Party and State on many policies and measures to promote relations between Vietnam and major countries and countries in the region, proactively integrating into the international community, gradually enhancing Vietnam's prestige, role, and position, creating a favorable environment for the cause of national construction and defense, and making significant contributions to the country's industrialization, modernization, and economic development.
Recognizing and appreciating the contributions of the People's Public Security Intelligence force over the past 80 years, the Party and State have awarded: 2 Gold Star Orders, 4 Ho Chi Minh Orders, 1 First-Class Independence Order, twice bestowed the title of Hero of the People's Armed Forces, and many other prestigious awards.
General Luong Tam Quang, Minister of Public Security, emphasized that the country is entering a new era with a new development space, creating new opportunities and prospects, but also facing many risks and challenges. This context places very glorious but also extremely heavy demands and tasks on the People's Public Security force in general, and the People's Public Security Intelligence force in particular. The People's Public Security Intelligence force will continue to innovate, constantly strive, dare to think and act, and resolutely and proactively improve the quality of each aspect of its work to be worthy of its role as a crucial and especially reliable armed force, a sharp instrument of the Party and the State; continue to be a pioneer, exemplary, maintain its integrity, and in any circumstances always remain absolutely loyal to the Party, the Fatherland, and the people, ready to accept and resolutely complete all assigned tasks.
Delivering a keynote address at the ceremony, General Secretary To Lam, on behalf of the Party and State leadership, congratulated, commended, and highly appreciated the achievements, victories, great contributions, and glorious traditions of generations of People's Public Security Intelligence officers over the past 80 years.

The General Secretary expressed profound gratitude to the heroes and martyrs of the Intelligence Service, the families who have contributed to the revolution, and the generations of Intelligence officers who have dedicated and sacrificed themselves for the independence and freedom of the Fatherland and the peace and happiness of the people. The General Secretary affirmed that, over the past 80 years, regardless of the circumstances, generations of Intelligence officers have always demonstrated unwavering political resolve, absolute loyalty to the Party, the State, and the people; steadfast in their goals and ideals, resourceful and courageous; always remembering and diligently implementing the six teachings of President Ho Chi Minh to the People's Public Security and the four virtues of an Intelligence officer; always united, striving diligently, and daring to overcome all difficulties and challenges to successfully fulfill their assigned political tasks. These silent contributions and sacrifices of generations of intelligence officers have further enhanced the glorious traditions of the heroic Vietnamese People's Public Security Force and built and nurtured the special affection and trust of the Party, the State, and the people towards the People's Public Security Force.
The General Secretary stated that our country is entering a crucial historical period, a new era, and new opportunities. Towards the 100th anniversary of the Party's founding (1930-2030) and the 100th anniversary of the nation's founding (1945-2045), the Party aims for Vietnam to become a powerful, prosperous, and happy nation by 2045. This is the aspiration of the entire nation, the unified will of the entire Party, the entire people, and the entire army. As the "sword" and "shield" protecting the regime, the Party, the State, and the people, the role and contributions of the People's Public Security force in general and the Intelligence force in particular are extremely important. The current global context and the requirements and tasks of the new era demand that the People's Public Security Intelligence force undergo a strong transformation in thinking, make breakthroughs in organizational work and force building, possess a strategic vision, and always stay one step ahead.
The General Secretary believes that, under the leadership of the Party, deeply imbued with the teachings of beloved President Ho Chi Minh, continuing and developing the heroic traditions of the past 80 years, along with their courage, intelligence, efforts, and high political determination, the People's Public Security Intelligence force will continue to achieve even greater victories and accomplishments, excellently fulfilling all assigned tasks; making effective and substantial contributions to the cause of building and protecting the Fatherland in the new era, worthy of the trust and love of the Party, the State, and the people.
At the ceremony, on behalf of the Party and State leaders, General Secretary To Lam presented the Ho Chi Minh Order to the People's Public Security Intelligence Force and awarded the title of Hero of the People's Armed Forces along with many other prestigious awards to outstanding collectives and individuals belonging to the People's Public Security Intelligence Force.
