Focus on perfecting institutions and modern, unified governance models

In his speech at the ceremony, Party Central Committee member and Minister of Agriculture and Environment Tran Duc Thang stated that the past 80 years have been a glorious and proud journey - an epic of will, intelligence, and aspiration to contribute of generations of cadres, civil servants, public employees, and workers in the Agriculture and Environment sector, contributing to building a green, strong, and developed Vietnam.

Through war, reconstruction and renovation, the agricultural sector has become the pillar of the national economy, transforming Vietnam from a country with food shortages into one of the world's leading agricultural exporters. From innovation policies such as Contract 100, Contract 10, to the 1993 Land Law and the New Rural Development program, Vietnamese agriculture has grown steadily, making important contributions to growth, social stability and sustainable poverty reduction.

At the same time, the Agriculture and Environment sector has continuously improved its institutions, laws and development strategies, becoming a pillar of sustainable development, linking resource management and environmental protection with green growth and climate change response. Thanks to that, Vietnam has achieved remarkable progress: forest coverage remains above 42%, waste collection rate reaches over 95%, and sustainable development ranking position has increased sharply in the region.

The Minister of Agriculture and Environment emphasized that 2025 marks a new historical milestone when the 15th National Assembly resolved to merge Set Ministry of Agriculture and Rural Development and Ministry of Natural Resources and Environment, forming the Ministry of Agriculture and Environment from March 1, 2025.

"This is a step demonstrating the strategic vision of the Party and State to manage, exploit and use national resources more effectively, meeting the requirements of rapid and sustainable development in the new era," the Minister emphasized.

After the merger, the Ministry quickly reorganized, stabilized the apparatus, and ensured smooth, effective, and efficient operations. Patriotic emulation movements continued to spread strongly, creating a vibrant atmosphere, encouraging the entire sector to overcome difficulties and successfully complete assigned political tasks. Entering the era of national development, Minister Tran Duc Thang Thang emphasized that the Agriculture and Environment sector will focus on perfecting institutions and a modern, unified governance model. Review and comprehensively amend laws on land, water, forests, environment, climate and agriculture to ensure consistency and transparency. Perfect the model of a streamlined, multi-sectoral Ministry capable of strategic planning and comprehensive management by region, basin and ecosystem. Strong decentralization associated with accountability, enhancing the coordination role of the Central Government and the effectiveness of local management.

Developing ecological agriculture, green and circular economy. Shifting strongly from extensive growth to sustainable values ​​based on science, technology and innovation. Replicate low-emission models, biodiversity conservation, sustainable forest management. Establishing green standards, enhancing the brand of Vietnamese agricultural products associated with traceability, geographical indications and carbon credits.

Manage and use national resources effectively and sustainably. Economically exploit land, water, forests, minerals, and seas for long-term development. Ensure water security, especially in transboundary basins such as the Mekong. Digitize and publicize natural resource and environmental data, and improve governance based on results and evidence.

At the same time, promote science - technology and digital transformation as a driving force for breakthroughs. Apply artificial intelligence, big data, sensors, and blockchain in resource monitoring and smart agriculture. Promote research on climate-adaptive plant and animal varieties; support start-ups and innovation ecosystems in rural areas.

Pointing out the fact that the agriculture and environment sector is still facing many difficulties and major, complex challenges intertwined between economic development, resource management and environmental protection, the General Secretary emphasized that this requires us to have a strategic vision and take stronger and more decisive actions in the new period.

In that spirit, the General Secretary suggested that the entire agricultural and environmental sector continue to innovate its thinking, act more decisively and effectively, and make worthy contributions to the success of the 14th National Party Congress and the prosperous and sustainable development of the country.

Noting that land must continue to be identified as a special national asset, owned by all people and managed by the State; used for the right purpose, effectively, publicly, transparently, without loss, corruption or disguised privatization, the General Secretary also pointed out that it is necessary to establish a mechanism to control power, publicly and transparently in planning, land allocation, land lease, land use purpose conversion and resource exploitation; not to allow group interests, corruption and waste to occur.
