As reported by the People's Representative Newspaper, this morning, November 12, in Hanoi, General Secretary To Lam attended and spoke at the 80th Anniversary of the Agriculture and Environment Sector (1945 - 2025), received the First Class Labor Medal and the First Patriotic Emulation Congress.
Focus on perfecting institutions and modern, unified governance models
In his speech at the ceremony, Party Central Committee member and Minister of Agriculture and Environment Tran Duc Thang stated that the past 80 years have been a glorious and proud journey - an epic of will, intelligence, and aspiration to contribute of generations of cadres, civil servants, public employees, and workers in the Agriculture and Environment sector, contributing to building a green, strong, and developed Vietnam.
Through war, reconstruction and renovation, the agricultural sector has become the pillar of the national economy, transforming Vietnam from a country with food shortages into one of the world's leading agricultural exporters. From innovation policies such as Contract 100, Contract 10, to the 1993 Land Law and the New Rural Development program, Vietnamese agriculture has grown steadily, making important contributions to growth, social stability and sustainable poverty reduction.
At the same time, the Agriculture and Environment sector has continuously improved its institutions, laws and development strategies, becoming a pillar of sustainable development, linking resource management and environmental protection with green growth and climate change response. Thanks to that, Vietnam has achieved remarkable progress: forest coverage remains above 42%, waste collection rate reaches over 95%, and sustainable development ranking position has increased sharply in the region.
The Minister of Agriculture and Environment emphasized that 2025 marks a new historical milestone when the 15th National Assembly resolved to merge Set Ministry of Agriculture and Rural Development and Ministry of Natural Resources and Environment, forming the Ministry of Agriculture and Environment from March 1, 2025.
"This is a step demonstrating the strategic vision of the Party and State to manage, exploit and use national resources more effectively, meeting the requirements of rapid and sustainable development in the new era," the Minister emphasized.
After the merger, the Ministry quickly reorganized, stabilized the apparatus, and ensured smooth, effective, and efficient operations. Patriotic emulation movements continued to spread strongly, creating a vibrant atmosphere, encouraging the entire sector to overcome difficulties and successfully complete assigned political tasks. Many typical movements were promoted and expanded such as: "The whole country joins hands to build new rural areas", "The whole country joins hands for the poor - leaving no one behind", "Innovation and digital transformation in the Agriculture and Environment sector", "Enriching and cleaning up land databases" and "Actions to reduce plastic and nylon pollution"...
Entering the era of national development, Minister Tran Duc Thang Thang emphasized that the Agriculture and Environment sector will focus on perfecting institutions and a modern, unified governance model. Review and comprehensively amend laws on land, water, forests, environment, climate and agriculture to ensure consistency and transparency. Perfect the model of a streamlined, multi-sectoral Ministry capable of strategic planning and comprehensive management by region, basin and ecosystem. Strong decentralization associated with accountability, enhancing the coordination role of the Central Government and the effectiveness of local management.
Developing ecological agriculture, green and circular economy. Shifting strongly from extensive growth to sustainable values based on science, technology and innovation. Replicate low-emission models, biodiversity conservation, sustainable forest management. Establishing green standards, enhancing the brand of Vietnamese agricultural products associated with traceability, geographical indications and carbon credits.
Manage and use national resources effectively and sustainably. Economically exploit land, water, forests, minerals, and seas for long-term development. Ensure water security, especially in transboundary basins such as the Mekong. Digitize and publicize natural resource and environmental data, and improve governance based on results and evidence.
At the same time, promote science - technology and digital transformation as a driving force for breakthroughs. Apply artificial intelligence, big data, sensors, and blockchain in resource monitoring and smart agriculture. Promote research on climate-adaptive plant and animal varieties; support start-ups and innovation ecosystems in rural areas.
Speed up the summary and full institutionalization of the Party's policies on agriculture, farmers, and rural areas.
Speaking at the ceremony, General Secretary To Lam praised and affirmed that over the past 80 years, the Agriculture and Environment sector has accompanied the nation, becoming a pillar of the economy, the foundation of livelihoods and now an important factor in the development and transformation of the country in the new era of development.
"These achievements are the crystallization of the intelligence, efforts and dedication of generations of Vietnamese cadres, workers, farmers, intellectuals and businesses, along with the close leadership and direction of the Party and State," the General Secretary affirmed.
Pointing out the fact that the agriculture and environment sector is still facing many difficulties and major, complex challenges intertwined between economic development, resource management and environmental protection, the General Secretary emphasized that this requires us to have a strategic vision and take stronger and more decisive actions in the new period.
In that spirit, the General Secretary suggested that the entire agricultural and environmental sector continue to innovate its thinking, act more decisively and effectively, and make worthy contributions to the success of the 14th National Party Congress and the prosperous and sustainable development of the country.

In particular, it is necessary to accelerate the summary and full institutionalization of the Party's policies on agriculture, farmers, rural areas; resource management, environmental protection, and climate change response into the legal system.
Continue to perfect the legal system on land, water resources, minerals, and environmental protection; ensure consistency, stability, feasibility, and harmony of interests between the State, people, and businesses.
Noting that land must continue to be identified as a special national asset, owned by all people and managed by the State; used for the right purpose, effectively, publicly, transparently, without loss, corruption or disguised privatization, the General Secretary also pointed out that it is necessary to establish a mechanism to control power, publicly and transparently in planning, land allocation, land lease, land use purpose conversion and resource exploitation; not to allow group interests, corruption and waste to occur.
General Secretary To Lam also pointed out that science and technology, innovation, digital transformation and data must become key driving forces. Effectively implement Resolution 57-NQ/TW on developing science, technology, innovation and national digital transformation in the fields of agriculture and environment.
Building a synchronous digital data system on land, water resources, forests, hydrometeorology, biodiversity; developing digital maps of sectors and a unified national land database.
Bring science and technology into the heart of agricultural production, from plant and animal breeds, biotechnology, automation, to traceability, logistics, and digital commerce. Encourage the model of "scientists - enterprises - cooperatives - farmers" to participate in the value chain; agricultural extension must be linked to the fields and production facilities, not just stopping at calling for movements.
Resolutely handle the "bottlenecks and bottlenecks" of complicated administrative procedures
The General Secretary requested strict management, fair regulation, restoration of river, lake and groundwater ecosystems, and pollution control. Proactively adapt to climate change, especially in the Mekong Delta, North Central, Central Highlands, and coastal areas. Upgrade irrigation systems, dykes, and reservoirs; apply technology to warn of floods, landslides, and salinity.
Restore protective forests, mangrove forests, conserve biodiversity; make “nature a companion of development”. Coordinate to thoroughly handle environmental pollution hotspots in large cities, industrial zones, craft villages, and river basins. “Unlock resources – strongly reform administrative procedures – promote the strength of people and businesses.
Resolutely resolve the “bottlenecks and bottlenecks” of complicated administrative procedures; overlaps in land, resource and environmental management; difficulties in accessing capital, land, science and technology for farmers and businesses. Promote decentralization and delegation of power in conjunction with resource allocation and power control.
Mobilize social resources, enterprises, cooperatives, and the private economy to invest in green agriculture, processing industry, renewable energy, and circular economy. Natural resources – especially land, water, forests, and seas – must be put into development, creating material, infrastructure, and financial value for the country.
Restructuring the agricultural sector towards ecology - high added value. Shifting agriculture from extensive to intensive development, from increasing output to improving quality, added value, and building brands. Strongly developing ecological, organic, circular agriculture, applying high technology. Linking production with deep processing and modern trade. Building national brands, expanding markets, participating more deeply in the world agricultural value chain and world markets.
The General Secretary requested that the Ministry of Agriculture and Environment continue to build a streamlined organization, a team of dedicated, intelligent, and people-oriented cadres. At the same time, he called on all cadres, civil servants, public employees, and workers in the Agriculture and Environment sector, scientists, entrepreneurs, cooperatives, and farmers nationwide to continue to unite and be more creative, successfully achieve the set goals, successfully build the model of "Eco-agriculture - Modern countryside - Civilized farmers"; "Manage, exploit, and use natural resources effectively"; "Protect the ecological environment, preserve every river, inch of land, forest, mountain, and sacred sea of the Fatherland"; build a rich and beautiful country; improve the material and spiritual life of the people; contribute more and more to the rapid and sustainable development of the country.
At the ceremony, on behalf of the Party and State leaders, General Secretary To Lam awarded the First Class Labor Medal to the Ministry of Agriculture and Environment.
The Department of Agriculture and Environment also commended 30 cooperatives, 24 typical farmers and farm owners; 57 collectives and 151 typical advanced individuals in the patriotic emulation movement for the period 2020 - 2025; launched the emulation movement for the period 2025 - 2030 with the motto "Tradition - Innovation - Development - Sustainability", thereby calling on all cadres, civil servants, public employees, workers, businesses and farmers nationwide to turn pride into concrete actions, turn aspirations into strength to contribute.
