In the warm spring weather, preparing to celebrate the traditional Lunar New Year of the Horse and sharing in the joyful and enthusiastic atmosphere of the whole country celebrating the success of the 14th National Congress of the Party, General Secretary To Lam expressed his joy and warmly welcomed the delegation of exemplary overseas Vietnamese from many countries and territories attending the Spring Homeland Program 2026. Through them, the General Secretary conveyed his greetings to all our compatriots abroad - those children far from home who always look towards the Fatherland with deep affection, national pride, and a very high sense of responsibility towards their homeland.

The General Secretary stated that 2025 is a year of many opportunities but also many challenges. In the context of complex and volatile global and regional situations, with the concerted efforts of the entire Party, people, and army, including the contributions of 6.5 million Vietnamese people abroad, our country has steadfastly overcome many difficulties and challenges to achieve many important results in all fields. We continue to maintain political and social stability; the economy maintains positive growth momentum; national defense and security are upheld; and foreign relations and international integration have also achieved many milestones, contributing to enhancing Vietnam's position, prestige, and responsibility in the international arena.
The year 2025 also marks a significant shift in Vietnam's development thinking and actions, clearly demonstrated through institutional reform, streamlining of the administrative apparatus, improved effectiveness and efficiency of national governance, and restructuring of the development space.
The General Secretary affirmed that these achievements are vivid proof of the strength of "the Party's will and the people's aspirations," and of the unifying power of national unity. Never before has our national unity, encompassing our compatriots at home and abroad, been as united and firmly consolidated as it is today.
The images of outstanding representatives of overseas Vietnamese participating for the first time in the Overseas Vietnamese Parade on April 30th at the Independence Palace and on the historic Ba Dinh Square on September 2nd are vivid proof of the truth that "Vietnam is one country, the Vietnamese people are one nation," and all Vietnamese are descendants of the Dragon and the Immortal.

The General Secretary stated that the Party and State of Vietnam have always consistently maintained the view that the people are the foundation, the center, the subject, the goal, the driving force, and the resource of development; in which, the Vietnamese community abroad is an inseparable part of the Vietnamese nation, and a particularly important resource of national unity in the new era of development.
Over the years, the Party and the State have always paid attention to protecting the legitimate rights and interests of our compatriots abroad, while continuously improving policies and guidelines to create more favorable conditions for them to stabilize their lives, integrate into their host countries, preserve their national cultural identity, and maintain ties with their homeland.
During his working trips and meetings with Vietnamese people abroad in many countries, the General Secretary felt the pride, resilience, and sense of responsibility of the overseas Vietnamese community. They are increasingly integrating deeply into society, affirming their position and prestige in their host countries, while always looking towards their homeland with a desire to make practical contributions to the cause of national construction and defense. Many heartfelt opinions from the community have been listened to and incorporated into the process of formulating and perfecting national policies, especially those concerning overseas Vietnamese, most recently the adjustments to the Law on Citizenship, which increasingly meet the aspirations of the community.
Furthermore, many overseas Vietnamese intellectuals, scientists, experts, and entrepreneurs have made significant contributions in the fields of science and technology, education and training, investment, trade, and promoting the country's culture and image. Many teachers continue to diligently preserve and spread the Vietnamese language and culture to younger generations born abroad, maintaining a connection with their roots. They also consistently share and support their compatriots at home during natural disasters and hardships.

"The sense of national identity and brotherhood is very profound. The Party and the State always cherish, acknowledge, and highly appreciate the heartfelt feelings and responsibilities of our compatriots towards the Fatherland," the General Secretary emphasized.
The General Secretary stated that the 14th National Congress of the Party is an important milestone, opening a new stage of national development with the goal of rapid and sustainable development, building an independent and self-reliant economy associated with deep international integration, continuing to improve institutions, streamlining the apparatus and prioritizing the development of science and technology, innovation, digital transformation, promoting the building of Vietnamese culture and people; strengthening national defense and security, maintaining sovereignty and territorial integrity...
On the occasion of the New Year, the General Secretary expressed his wish that Vietnamese people abroad would continue to abide by the laws of their host countries, unite to build strong communities; always actively preserve and promote Vietnamese culture, build a positive image of Vietnam and its people in the eyes of international friends; and continue to play a bridging role in strengthening friendly relations between Vietnam and other countries…
All compatriots at home and abroad should continue to uphold the spirit of patriotism, self-reliance, and self-strength, consolidate national unity, maintain a solid foundation for political stability, socio-economic development, and firmly protect the independence and sovereignty of the Fatherland from early on and from afar. The Party and State always welcome and create favorable conditions for overseas experts, intellectuals, scientists, and entrepreneurs to contribute even more to the cause of national development, especially in key areas in the new stage of national development.
The Party and the State will continue to improve policies for Vietnamese people abroad, while strengthening international coordination to protect the legitimate rights and interests of overseas Vietnamese, helping them to live, work, and develop peacefully in their host countries.
The Spring Festival in the Homeland is not only a time for reunion and gathering, but also an opportunity for every Vietnamese person, wherever they may be, to look towards the future of the country with faith and responsibility. Hanoi, the capital and heart of the nation, is also undergoing a powerful transformation to become a worthy center of development, a place where the beautiful values of the Vietnamese people converge and spread in the new era. The General Secretary hopes that, on this occasion, people will spend more time with family, friends, and loved ones, and not only witness but also contribute to the changes in appearance, spirit, and new developments of the capital, the country, and their own homeland.
On the occasion of the Lunar New Year, with the most sincere feelings, the General Secretary wishes all compatriots and their families, and all Vietnamese people abroad, a new year filled with good health, peace, happiness, prosperity, and success; and wishes that the bonds of friendship between compatriots at home and abroad will grow stronger, working together to build a more prosperous and happy Vietnam.

The Spring Homeland Program 2026, themed “Vietnam's Aspiration: Peace and Prosperity,” took place from February 6-9 (corresponding to the 19th-22nd day of the 12th lunar month of the Year of the Snake), in Hanoi and connecting with Ninh Binh. This is an important cultural and political event, attracting special attention from the Vietnamese community abroad and always eagerly awaited by overseas Vietnamese every Tet holiday. The program took place in the context of the successful conclusion of the 14th National Congress of the Communist Party of Vietnam, opening a new phase of development with a proactive, confident, and aspirational spirit for the country's progress.
According to the program, on the evening of the same day, President Luong Cuong will extend New Year greetings to overseas Vietnamese and beat the ceremonial drum to inaugurate the Spring Festival at the 2026 Spring Homeland Art Exchange Program at the National Convention Center for all overseas Vietnamese attending.
