On the afternoon of November 11, General Secretary To Lam met with exemplary collectives and individuals representing outstanding forces participating in protecting security and order at grassroots levels nationwide.

After a year of deploying forces to participate in protecting security and order at the grassroots level, the whole country has established more than 86,000 security and order protection teams with more than 276,000 members. This force has actively and effectively supported the Commune-level Police, contributing to ensuring security and order at the grassroots level. The number of criminal cases decreased by more than 8% compared to the previous year. Many conflicts were detected and promptly reconciled right at the grassroots level. Localities have recognized that the forces participating in protecting security and order at the grassroots level have truly become an extension of the People's Police force, a support and bridge between the Party Committee and the People in maintaining social order and safety.

On behalf of the Party and State leaders, General Secretary To Lam commended 70 outstanding collectives and individuals representing the entire force participating in protecting security and order at the grassroots level. The General Secretary affirmed that this result affirms the Party's extremely correct policy on establishing a force participating in protecting security and order at the grassroots level, taking the grassroots as the center, the people's trust as the root, as the foundation for building a disciplined, orderly and safe society that has quickly entered into practical life.

Affirming that grassroots security is an important part, and that order from the grassroots is the key and core factor to build an orderly, disciplined, safe and healthy society, General Secretary To Lam emphasized that to maintain grassroots security and order, firmly consolidate the people's hearts, strengthen the protection of government security and regime security from the grassroots, and ensure a peaceful, healthy and happy life for each person and each family is of special importance, he requested the Ministry of Public Security to continue training to improve legal knowledge and professional skills; regularly review and fully equip support tools so that the forces participating in protecting security and order at the grassroots level are capable of performing their tasks. Pay attention to building forces, selecting and allocating resources, based on local economic conditions, gradually increasing the level of regular monthly support and regimes and policies for the forces participating in protecting grassroots security and order when performing their tasks.

General Secretary To Lam affirmed that with experience, deep understanding of the locality, closeness to the people, the forces participating in protecting security and order at the grassroots level need to promote the role of promptly advising, resolving conflicts and grievances, strengthening the spirit of neighborliness, mutual love and affection among the people. From specific examples in supporting people in natural disasters, storms and floods, fire prevention and fighting, the General Secretary requested the forces participating in protecting security and order at the grassroots level to continue to coordinate with other grassroots forces to promote the role of "four on-the-spot" to help people, save people, especially in times of danger, hardship, natural disasters, storms and floods and rescue situations.
